Smith, Chief of Police Hollis Spencero' Fire Chief Burl Skelton, and aldermen: Heflin, Christie, Watson, Wheeler, Thomas, Faucbtte and Short, Absent: Alderman Burgin, Minutes The Minutes of the Regular Sessions on Monday, December'7 and 14, copies which had previously been Approved mailed to each of the aldermen were approved as written. 1-65 Alderman Wheeler moved that a resolution be adopted commending the outgoing City Attorney Charles Bass Trumbo. The motion was seconded by Alderman Christie and passed unanimously. RESOLUTION N0, 1-65 WHEREAS, City Attorney Charles Bass Trumbo is retiring as -an official of our City Governement, and WHEREAS, Charles Bass Trumbo has served as our'City Attorney for a period of four years and by his cooperation during these years, has helped the progress of the City of Fayetteville, Arkansas, NOW, THEREFORE, BE IT ORDAINED BY -THE CITY COUNCIL OF THE CITY OF FPYETTEVILLE, ARKANSAS: SECTION 1. That a vote of appreciation by the City Council be extended to Charles Bass Trumbo as a retiring member of the City Government of Fayetteville, Arkansas. SECTION 2. That a copy of this resolution be mailed to Charles Bass Trumbo and that this resolution be spread in the Minutes as a permanent record in the PROCEDURE OF THE CITY COUNCIL. Resolution RESOLUTION NO. 2-65 2-65 A RESOLUTION DECLARING THE UNIVERSITY OF ARKANSAS RAZORBACKS THE NUMBER ONE TEAM IN THE NATION AND AUTHORIZING THE MAYOR TO PROCLAIM THE WEEK OF JANUARY ly, 1965, RAZORBACK WEEK. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: SECTION 1. That the University of Arkansas Razorback football team be and the same is hereby de- clared to be the number one team in the nation. SECTION 2. That the Mayor of the City of Fayetteville, Arkansas,is hereby authorized and empowered to proclaim the week commending January 4, 1965, as "RAZORBACK WEEK" in recognition of the outstanding achievement of said team and its coach. Alderman Short read a proposed ordinance which had been left on the first reading at the regular meeting of the Council on December 7, 1964 entitled, AN ORDINANCE AMENDING ORDINANCE N0. 1423, PROHIBITING THE ante PARKING OF VEHICLES ON CERTAIN DESIGNATEDS•=BT=SIN THE CITY OF FAYETTEVILLE, ARKANSAS, AND PROVIDING'A ted- PENALTY FOR VIOLATIONS THEREOF. Alderman Christie mdved that the rule be suspended and the ordinance placed on the third and final readi The motion was seconded'by Alderman Short and upon roll call, the following vote'was recorded: AYE Heflin, Watson, Wheeler, Faucette and Short. NAY, Thomas. -ABSTAINING, Christie. Fire & Reports commend L 6 Execute order on to -men Ordinance 1427 Alderman Thomas reported that the Hospital Administration had proposed an addition to the City Hospital which would cost approximately $150;000:00 of which the Government would pay 2/3 and that the Hospital Board had reported they had $50,000.00 or their share in surplus funds for this investment. After a brief discussion, Alderman Thomas moved that the Mayor be and he is hereby autborized to execute the necessary documents in order that the Hospital Administration could'receive 2/3 of the Government Funds for the proposed addition at no extra cost to the City Tax Payers. The motion was seconded by Alderman Watson and passed unanimously. Alderman Fa0ette read the annual report from both the Fire and Police Department for the year 1964. Alderman Short moved to commend the Police and Fire Departments for their splendid work in the•year of 1964. The motion was seconded by Alderman Wheeler•and passed unanimously. The City Planner presented the petition of the McIlro•y Bank to rezone certain property located west of U.S. Highway 71 (South) and south of'West Fifteenth Street from R-2 Two -Family Residential District to C-1 Neighborhood Commercial District. After a brief discussion,'the City Attorney introduced and at the request of the Council read a proposed ordinance in its entirety, for the first time, entitled, IIAN ORDINANCE AMENDING ZONING ORDINANCE N0, 123c A14D REVISED ZONING DISTRICT MAP OF FAYETTEVILLE, ARKANSAS APPROVED MAY 280 1962, TO REZONE CERTAIN REAL ESTATE FROM R-2 TWO-FAMILY RESIDENTIAL DISTRICT TO C-1 NEIGHBORHOOD COMMERCIAL DISTRICT." Alderman Short moved that the rule be suspended and the ordinance placed on the second reading. The motion was seconded by Alderman Faucette and passed unanimously. The ordinance was then read for the second time. Alderman Short then moved that the rule be further suspended and the ordinance placed on the third and final reading. The motion was seconded by Alderman Thomas and passed unanimously whereupon the ordinance was theniead for the third and last time. The Mayor then declared the ordinance open for discussion. There being no discussion, the Mayor asked the question "Shall the Ordinance'Pass?" Upon roll call, the following vote was recorded: AYE, Heflin, Christie, Watson, Wheeler, Thomas, Faucette and Short. NAY, none. There being seven AYES and no NAY., the Mayor declared the ordinance passed. ORDINANCE N0. 1427 AN ORDINANCE AMENDING' ZONING ORDINANCE N0. 1239 AND REVISED ZONING DISTRICT ASAP OF FAYETTEVILLE ARK= ANSAS APPROVED MAY 28, 1962, TO REZONE CERTAIN REAL ESTATE FROM R-2 TWO-FAMILY RESIDENTIAL DISTRICT TO C-1 NEIGHBORHOOD COMMERCIAL DISTRICT. . WHEREAS, a public hearing was held before the Planning Commission of the City of Fayetteville, Arkansas, on December 14, 1964, on the petition of the McIlroy Bank, requesting that .said Planning Commission recommend to the City Council of Fayetteville, Arkansas, that the City Council enact an ordinance rezoning that portion of the following described property that is presently zoned H-2 Two - Family Residential District, to=wit: Beginning at'the Northwest corner of the Northwest Quarter of the Southeast Quarter of Section 21, Township 16 North, Range 30 West, and running thence South 775.5 feetp thence east 161.7 feet; thence South 106.59 feet; thence North 840 East 479.49 feet; thence North 829.62 feet; thence West 640.53 feet to the point of beginning, and containing 12 acres, more or less, from R-2 Two -Family Residential District to C=1 Neighborhood Commercial District, and WHEREAS, notice of said public hearing, setting forth the date, time and place and purposes of hearing, and lcration ofproperty was published in the Northwest Arkansas Times, a newspaper of general circulation in said City, more than 15 days prior to said public hearing,•and WHEREAS, following said public hearing, said Planning Commission certified to the City Council of the City of Fayetteville, Arkansas its recommendation that an ordinance be adopted rezoning that portion of the above described property that is presently* zoned R-2 Two -Family Residential District to C-1 Neighborhood Commercial District; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYEfTEVILLE, ARKANSAS: SECTION 1. That the portion of the above described property presently zoned as R-2 Two -Family Residential be and the same is hereby zemoned to C-1 Neighborhood Commercial District. after its SECTION 2.
