SECTION 2. During the hours of.8:00 A.M. to 6:00 P.M. it shall be unlawful for any person, firm or
corporation, to park a vehicle of any kind whatsoever on either side of the pavement of the following
designated streets in the City of Fayetteville, Arkansas.
Leverett from Maple to Douglas (only on the West side), Meadow from Church to Block, Spring from
Church to College.
SECTION 3. It appearing that the above hamed streets are congested by reason of heavy traffic, and it
being necessary for the protection of the public health and safety, an emergency is hereby declared to
exist, and this ordinance shall be in full force and effect from and after its passage, and approval.

"p ,¢ Alderman Short moved that the Mayor be authorized to notify Central Aurlines that the City will terminate
the present contract between Central Airlines and the City and Re -negotiate same on the anniversary date
specified in the current contract.
The motion was seconded by Alderman Thomas and passed unanimously.
Alderman Short then moved that the City Council allocate a total of $25,000.00 in five installments of
$5,000.00 annually to the Boy's Club for the sole purpose of building a swimming pool. These funds or
part of them will be payable only when 'construction is started on plans previously submitted to the
Iy�J/J Council and that it is understood that the City is released form any committments toward future mainte
of the Boy's Club,

d' Consulting Engineer John E. Mahaffey appeared beofre the Council and read two proposals as presented
by,the consulting Engineering Firms of John E. Mahaffey and Associates, Inc, and L.M. McGoodwin for
.a report on treated water storage and connecting distribution mains for the City of Fayetteville and for
a report on Beaver Lake as a source of water supply for the City of Fayetteville.
After a brief discussion, Alderman Wheeler moved that both proposals be accepted and approved and that
the Mayor and City. Clerk be and they are, hereby authorized and directed to execute the contract. for
same,
The motion was seconded by Alderman Faucette and passed unanimously.
Both proposals were spread in the minutes as a permanent record.

Gentlemen:
We are grateful to you for inviting us to submit a proposal for a report on Beaver Lake as a source
of water supply for the City of Fayetteville. .
This proposal is made as a joint venture of the Fayetteville consulting engineering firms of John E,
Mahaffey and Associates, Inc., and L.M. McGoodwin, Consulting Engineer. Previous experience of the two i
working together on large Fayetteville projects has accrued to the'advantage of the City of Fayetteville
projects tis well as to the individual members of the joint venture, with each of the members of the joint
venture contributing its respective talents and organization to the advantage of all.
Our organizations have operated from A Fayetteville base for many ,years and are familiar with the
economics and social pattersn of the City, Our firms ar•ewell versed in all aspects of using Beaver Lake
as�,'a water supply and the many factors involved in cooperating with Deaver Water District.
It is proposed that our study and report willcover all conditions involved, estmated costs of ob9
taining water from Beaver Reservoir, transporting it and treating it through facilities of Beaver Water
District, and delivering tbeated water to the City of Fayetteville through frailmilision mains to be built
owned and operated by the City of Fayetteville.
The report will, of necessity, include studies of using existing water supplies in conjunction with
the Beaver supply. It will also include An investigation of possible "stage" construction of recormnendec
facilities.
We are making a separate proposal for a study and report on treated water'storage and trunk line
distribution mains. This water supply report will, however, necessarily cover certain items of distri-
bution construction required for delivery of water to the existing system,
The report will include evaluation of projected water usage information heretofore made available
to the City, and if required, modification of such information according to the information asdilable

to, and experience of, the engineers,
Certain sections of the report will reflect the known policies of and the contractural arrangements bet een
the cities of Northwest Arkansas and Beaver Watert.District. Also included will be projected operational
polocies, pending firm contractural procedures, between the District and the various cities. It is assum d
that the administrative facilities of.the City of Fayetteville'willbe available in studying and formulatip9
these policies, and carrying out preliminary with the District.
It is assumed that this report is required as a part of the overall water and sewage improvement studies'.
We propose to submit it at approximately the same time as the Sewerage Facilities Report presently being
prepared by us. Fifity copies of this report will be furnished to the City of Fayetteville.
We propose to make the studies and report as outlined for the sum of'S1si200.00. If we. -are selected as
engineers on the construction of any of the cork proposed inthe report, the fee for this report will be
deducted from future engineering fees in proportion to the construction of work which we design and supe
vise.
The City of Fayetteville has in its files many records, reports and maps and plats which it is assumed
will be available to the engineers for study and reproduction, if required. The records of the operation
of the water system will be most helpful.
We trust that you will find -our proposal acceptable. If However, you desire modifications or additions
to the scope or detailed of the report, we will be glad to include such agreed changes as are required.

connecting distribution mains for the city of Fayetteville. '
This proposal is made as a joint venture of the Fayetteville Consulting engineering firms of John E,
Mahaffey and Associates, Inc., and L.M. McGoodwin, Consulting Engineer. Previous experience of the two
firms working together on large Fayetteville pro3ects has accrued to the advantage of the city of .Fay-
etteville as well as to the individual members of the joint venture,aith each of the members of the
joint venture contributing its respective talents and organization to the advantage of all.
Our firms have a great deal of information in our files and an extensive knowledge of much of the in-
formation required for the study. Both firms have heretofore done extensive work, both individually and
as a joint venture, on the city of Fayetteville's water distribution system.
This study and report will be coordinated in conjunbtion with our proposed report covering Beaver
Reservoir as a source of water. supply, in accordance with the separate proposal submitted this date.
This report will consider present and future needs of the city of Fayetteville. Aspects to be covered
will include treated water storage facilities and connecting distribution mains to provide for system
reliability, in accordance with the growing domestic and industrial needs of the City and the requirement
of the Arkansas Inspection and Rating Bureau relating to fire protection. _ —
The size, basic design and estimated cost of such facilities will be included in the report. The repo
will present a planned program of construction in order that work may be undertaken from time to time as
needed and monies are made available.
It is assumed that htis report is required as a part of the overall water and sewerage improvement pr

Several•citizens residing on 7th Street appeared before the Council protesting the routing of trucks
over 7th St, between Locust Ave. and food Ave.
A very long discussion was held but no further action was definitely taken at this time.
Alderman Heflin reported that bids had been taken for a car to be used by the Sanitation Superintendent
and that the one given by Lewis Ford Sales Inc., in the total amount of $2080.12 was the low bid.
After a brief discussion, Alderman Heflin moved to accept the low bid o f Lewis.Ford Sales, Inc. in the
total amount of $2080.12 and purchase a 1965 Fairlane Tudoor Sedan.
The motion was seconded by Alderman Fauctte and passed unanimousjp.
