HomeMy WebLinkAbout1964-08-31 MinutesN0. 1411 Cont. Adjourn- ment --- BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: SECTION 1. Any person who may he convicted of a misdemeanor by the Fayetteville Municipal Court and who shall be committed to jail to serve his sentence imposed by said Court and/or in default the payment of the fine and costs adjudged against him, if'willing, to discharge said sentence and(or fine and costs by manual labor on any public street, alley, public buildings, public parks and/or any other public improvement of the City, or to perform any other lawful labor for the benefit of the City of Fayetteville, Arkansas.. SECTION 2. The City may work such a prisoner for the time he shall have been adjudged to be im- prisoned and for such further time as will discharge the fine and costs for which he may be committed at the rate of $5.00 per day. SECTION 3. The City shall obligate itself to furnish said convicts with good and wholesome food with comfortable clothing, with medicine when sick, and not require them to work unreasonable hours, mor for a longer time during any one day than any other laborers doing the same kind of labors re accustomed to do. ' SECTION 4. It shall be the duty of the Chief of Police or a designated assistant to keep a record in which shall be stated the name of the prisoner, time of comni.ttment and the punishment ad- judged by the Court, as well as the number of days such prisoner may he held to labor and a record of days worked b; such a prisoner. SECTION 5. That all ordinance or parts of ordinances in conflict herewith are hereby repealed and this ordinance shall be in force and effect from and after its passage, approval and publication. Present: Mayor Guy E. Brown, City Clerk George J. Davis, City Controller Albert J.Jones, City Engineer W.C. Smith and Aldermen: Heflin, Christie, Watson, Wheeler, Thomas, Burgin, Faucette and Short. Absent: City Attorney Bass Trumbo Minutes The minutes of the Regular meeting on August 17, 1964, a copy of which had previously been mailed to ea Approved I of the aldermen, were approved as written. 1964, a copy of which had previously been 0 Two deeds The City Clerk presented two deeds for street purposes, one from Vernon B. Fitzhugh and Clara M. Fitzhu for St. husband and wife, and one from A..P. Eason Jr, and Marilyn H. Eason, husband and wife, both of which were Purposes for an extension of Crest Drive. Accepted ,Alderman Christie moved that the deed be accepted and the City Clerk authorizedto cause the deed to be recorded in the Circuit Clerk's office with the deed record of Washington County, Arkansas. The motion was seconded by Alderman Short and passed unanimously. Petition Alderman Christie presented a petition signed by the propert-. owners on South Street east of U.S. Ti, Prohibit- X71 Bypass, requesting that truck traffic be prohibited on South Street in the same manner as on Six ing No street. Truck Alderman Christie recommended that this petition be presented to the State Highway Department by the Traffic Mayor, given to No further action was taken at this time. St. Dept, Alderman Christie then moved to rescind the work order for improving of Maple Street, authorize the Rescind City Attorney to prepare an ordinance to prohibit parking on both sides of Maple street from Mission Work Order to Arkansas Avenue, and contjnue the study of the possibility of straightflng a portion of Maple street. on Maple The motion was seconded by Alderman Thomas and passed unanimously, St. Alderman Christie reported that the Street Committee and other members of the Council had made a survey Report on several of the streets regarding the traffic and parking problems. St. Comm. After a very ling discussion, the Council recommended that an ordinance be prepared regulating the No action traffic and parking problems on several of the narrow streets in the more congested area. Taken No further action wns taken at this time.
