BE A PRIVILEGE; LEVIES A TAX THEREFORE: PROVIDES FOR TF'E ISSUANCE OF PERMITS; REGULATES THE SALE OF

Alderman Burgin moved that the rule be suspended and the Ordinance placed on the second reading,
The motion was seconded by Alderman Wheeler and passed unanimously, whereupon the Mayor declared the
motion passed.
The ordinance was then read for the second time,
Alderman Burgin moved that the rule be further suspended and that the ordinance be placed on the third
and final reading.

PENALTIES FOR VIOLATIONS HEREOF, AND FOR :GTHER PURPOSES,
BE IT ORDAINED BY THE CITY COUNCIL OF m HE CITY OF FAYETTEVILLE, ARKANSAS: ,
SECTION 1. That Section five of the Ordinance humhered 782 shall be amended to read as follows
SECTION 5, It shall be unlawful for any person, firm or corporation to sell, offer for sale of
give away, at wholesale any spiritous, vinous and/or malt liqu6urs before the hour of 8 a.m. and after
the hour of 6.p.m.
It shall be unlawful for any person,,firm or corporation to sell, offer for gale, or give away,
at retail any spiritous, vinous, and/or malt liquors before the hours of 7a.m, and after the hours
12 o'clock midnight.
It shall be unlawful for any person, firm or corporation to sell, offer for sale or give away
any such liquors on Sunday or on any State, County, Municipal and/or District primary mr general electio,
day.
It shall be unlawful for any person, firm or corporation, to sell, offer for sale or give away
any usch liquors on Christmas.
Any person, firm or corporation violating any of the provisions of this section shall be deemed
guilty of a misdeameanor'and upon caviction shall be fined in any sum not less than One Hundred Dollars
(100,00) nor more than Two Hundred and Fifty Dollars (250.00). For the third offense against any of the
provisions of this section the City Council shall have the right to order the permit of such person,
firm or corporation revoked and cancelled.
SECTION 2. That all ordinances or parts of ordinances in conflict herewith are hereby repealed
and this ordinance shall be in force and effect from and after its passage.

A very long discussion was held regarding the contract with Water Improvement District No. 7 (Elkins)
after which the City Attorney read a proposed resolution regarding this contract,
Alderman Wheeler moved that the resolutiol be adopted.
The motion was seconded by Alderman Burgin and upon roll call, the following vote was recorded:
"Aye" Christie, Watson, Wheeler, Burgin, Heflin, Faucette and Short.
"Nay" Thomas.
There being seven "Ayes" and only one "Nay", the Mayor declared the resolution adopted.

Absent: Cit{y..:Engineer W.C. Smith, Chief of Police Hollis Spencer, Fire Chief Burl Skelton.
Absent at roll call, but later entering Alderman Heflin.
The Minutes of the Regular Meeting on May 25, 1964, a copy of which had previously been mailed to each
of the Aldermen were approved as written.
Authorizing
Alderman Burgin reported that under instructions and authority from the City Council as recorded in the
Re -modeling
of
Minutes of the Regular Session on De cember 9, 1963, the Building and Ordinance Committee had met with
East Side
the Building Committee in regard to remodeling the East side -of the Main floor of the City Administratio
of
Building. He further reported that the Chamber of Commerce had agreed to spend a sum not to exceed
City
$8,000.00 for the remodeling which was accepted under the authority mentioned above but the City Enginee
Awn,
had estimated the total cost of the remodeling would be approximately $10,000.00 and the Building Commit
Bldg,
recommended that the City pay the $2,000.00 additional cost and proceed with the remodeling.
After a brief discussion, Alderman Thomas moved to authorize the remodeling of the East Side pf the
City Administration Building and that the City pay the additional cost not -to exceed $2.,000.00 to be
paid from the General Fund.
The motion was seconded by Alderman Wheeler and passed unanimously,

BE IT RESOLVED BY THE CITY COUNCIL of the City of Fayetteville, Arkansas, to -wit:
SECTION 1. That if Suburban Water Improvement District No. 7 be dissolved within a period of thi
(30) days from the date of this resolution, and if said District agrees to a recision.of the Contract
between the City and said District which is now in existence, the City would be agreeable to contract
for the sale of water to a new District to be formed within the near future, under the same general
terms as the original contract between said parties.
SECTION 2. That the above provisions are conditional of the annexation to the City of certain p
adjacent to the present City limits on the East. It is further understood that, the City shall not b
obligated to supply water to the new district until such time as the City determines that sufficient

The Mayor reported that the Arkansas Western Gas Co. had requested that their easement along the North
side of the City property at the airport be revised and that the easement be on'the South side of the
East -!west Road rather than on the North side as formerly authorized by the City.
After a brief discussion, Alderman Burgin moved to revise the agreement and to grant the easement on the
South side of the road as requested.
The motion was seconded by Alderman Wheeler and upon roll call, the following vote was recorded:
?!Aye" Heflin, Watson, Wheeler, Thomas,.Burgin, Faucette and Short.
"Nay" None. Abstaining Christie.
There being seven "Ayes" and no "Nays", and only one abstaining, the Mayor declared the motion passed.
Alderman Faucette read a letter from the Chief of Police requesting that the rank of Corporal be created
within the Police Department to have the responsibility of feeding the prisoners and the keeping of the
jail.
After a brief discussion, Alderman Short moved to accept the recommendation of the'Chief of Police and
create the rank of Corporal within the Police Department with an additional'salary of $10.00 per month
effective July 1, 1964.
The motion was seconded by Alderman Wheeler and passed unanimously.
Chief of Police Spencer's letter was spread in the Minutes as a permanent record.

Members of the City Council
Upon occupying the new Police Facilities there will be an added responsibility of feeding the prisoners
and also the keeping of the jail.
It is my recommendation this responsibility be channelled through one individual. For this I am asking
you to make a rank of Corporal within the department with an additional salary of tea -dollars ($10.00)
per month. The Officer for this rank to be selected by the Civil Service Commission and approved by the
Chief of Police. The new rank to become effective July 1, 1964.

The Building Inspector presented a petition from Roy A. Adams and Helen Guinn Adams, husband and wife, It
vacate a 20 foot alley connecting to Gregg Avenue and running East 255 feet therefrom, the same being
situated between Hawthorneand Prospect Street in the City of Fayetteville, Arkansas, which had been ap-
proved by the Pinning Commission.
After a brief discussion, the City Attorney read a proposed resolution setting forth the date, time, and
purpose of the Public Hearing on this petition and authorizing the City Clerk to cause a notice of said
hearing•to be published in the Northwest Arkansas Times, a newspaper published in Washington County, Ark
ansas, and having a general circulation in the City of Fayetteville, Arkansas, once a week for two cons-
