After a brief discussion, Alderman Thomas moved to grant the extension. of One Year to "Cowley Finer
Homes Incorporated" as requested by Block(5) Five of Bel=Air Acres Second Addition to the City of
FFayetteville, Arkansas and that the City Clerk be and he is hereby autorized and directed to execute
and record the Contract.
The motion was seconded byAlderman Wheeler and passed unanimously.

Alderman Faucette reported thAtbids had been received and opened for 4,000 Feet of 2./2 inch dacron
filled and 1,000 Feet of n1/2 inch dacron filled fire hose and he recommended that the purchase be made

from Ceorge H. Cline Company, Tulsa, Oklahoma who was the lowest bidder.

Alderman Faucette then moved to purchase 4,000 Feet of 2 1/2 inch dacron filled fire hose at $1.06 per
Foot and 1,000 Feet of 1 1/2 inch dacron fire hose at $.81 per Foot.
The motion was seconded by Alderman Short and passed unanimously.
There being no further business, Alderman Heflin moved to adjourn.
The motion was seconded by Alderman Christie and passed unanimously, whereupon the Mayor declaredthe
meeting adjourned.

The City Council of Fayetteville, Arkansas met in regular Session on Monday, May 25, 1964 at 7:30P.M.
in the Council Room of the City Administration Building.
Present: Mayor Guy E. Brown,City Clerk George J. Davis, City controller Albert J. Jones, City Attorney,
Bass Trumbo, City Engineer W.C. Smith, Police ChiefPHollis Spencer, Fire Chief Burl Skelton, and
Alderman Heflin, Christie, Watson, Wheeler, Thomas, Faucette, and Short,
Absent: Alderman Ellis Burgin.
The;Minutes of the Regular Meeting on Monday, May 11, 1964, a copy of which had previously been mailed
to each of the aldermen, were approved as written.
The City Clerk presented the Petition of Maurice McClelland and Rhea Seagraves to re -zone some property
owned by them in the North part of the City and located between U. S. Hiway 71 and North Walnut Avenue

Alderman Christie moved that the rule be suspended and the Ordinance placed on a seccnd reading.
The motion was seconded by Alderman Heflin and upon roll call, the following vote was recorded:
"AYe" Heflin, Christie, Watson, Wheeler, Thomas, Faucette, and Short.
"Nay" None.
Therebbeing seven "Ayes" and n® "Nays"m,the Mayor declared the motion passed,

The Mayor then declared the Ordinance open for discussion. There being nodiscussion, the Mayor asked a

AN ORDINANCE AMENDING ZONING ORDINANCE N0. 1239 AND ZONING DISTRICT MAP OF FATETTEVILLE, ARKANSAS,
APPROVED JUNE 13, 19605TO REZONE CERTAIN REAL ESTATE FROM R -IA SINGLE FAMILY RESIDENTIAL DISTRICT TO
C-2 THOROUGHFARE COMMERCIAL DISTRICT, AND R-2 RESIDENTIAL DISTRICT
WHEREAS, a public heearing was held before the Planning Commission of the City of Fayetteville,
Arkansas, on Tuesday, May 12, 1964, requestinggthst said Planning Commission recommend to the City Coui
of the City of Fayettevilley,Arkansas, t]aAt the City Council enact an ordinance rezoning the following
described property, to -wit:
A parcel of land situated in the Soutwest Quarter (SW 1/4) of the Southwest Quarter

WHEREAS, Tollowing said public hearing, said Planning Commission certified to the City Council of
the City of Fayetteville, Arkansas, its recommendation that an ordinance be adopted rezoning said above
described real estate from R-lA Single Family Residential District to C-2 Thoroughfare Commercial District.
NOW, THEREFORE, BE IT ORDAINED BY. TPE CITY COUNCIL OF TPE CITY OF FAYETTEVILLE, ARKANSAS:
SECTION 1. That the rezoning of the above described property from R-lA Single Residential District
to C-2' Thoroughfare Commercial District, be granted by the City Council, except for a strip of land 150 feet
in depth on the East boundary of the above described property be rezoned to R-2 Residential Zone, to be
used as a buffer zone.
V SECTION 2: That all ordinances or parts of ordinances in conflict herewith are hereby repealed, nd
this ordinance shall !-e in full force and effect from and after its passage, approval and publication.

A large group of citizens appeared before the Council protesting the proposed ordinance which would pro=
hibit parking on several of the narrow streets within the city limits. A long discbssion was held but
no further action was taken at this time.
The City Attorney read a proposed ordinance in its entirety authorizing a curfew for all the City Parks
within the corporate limits of the City of Fayetteville, Arkansas.
A long discussion was leld but no further action was taken at this time and the ordinance was left on tie
first reading.
The City Clerk read a petition from the property owners thereon requesting that the name of Sang Avenue
between Center Street and Hotz Drive be changed to Tower Place.
After a long discussion, Alderman Thomas moved that the name of Song Avenue between Center Street and
Hatz Drive be changed to Tourer Pleas as requested.
The motion was seconded ty Alderman Christie and upon roll call, the following vote was recorded:
"Aye" Christie, Thomas, Faucette, and Short.
"Nay" Heflin, Watson, and.Wheeler.
There being four "Ay06" and three "Nays" with one Alderman absent, the motion fail$d to ;.ass for lack di
a majority of all the Councilmen.
The Mayor reported that the Arkansas Western Gas Company had requested a thirty (30) foot easement for
gas line extending across city owned property North of the Airport. After a brief discussion, Aldermaz
Heflin moved that the Arkansas Western Gas Company be granted a thirty (30) Foote easement across Cit,
property as requested.
The motion was seconded by Alderman Watson and upon roll call, the following vote was recorded: "Aye"
Heflin, Watson, Wheeler, Thomas „Faucette and Short. "Nay" None. "Abstaining' Christie.
Thereubeing six "ayes" no "nays" and only one ".Abstaining'"', the Mayor declared the motion passed.
Alderman Heflin moved that for reasons of health and sanitation, and after a public hearing had been
mp. of Wash. held whereby all objections were withdrawn, the Washington County Sales Barn be granted a Building

The City- Attorney reported-ttat it would be necessary to appoint an arbitrator to repr,bsent tYe Citir to
meet with a representative of Mrs. Fannie Walker and they to appoiht a third person, if necessary, to
examine the contract betweern the City and Mrs. Walker to ascertain whether or not all tie terms of th,
contract had been fulfilled.
Alderman Heflin.then moved to appoint Mir. J. K. Gregory to represent the City to examine the contract
between Mrs. Fannie Walker and. the City for the Walker Park Real Estate.
The motion was seconded by Alderman 'Iatson and passed unanimously.
There being no further business, Alderman Heflin moved to adjourn'.
