Present: Mayor Guy E. Brown, City Clerk G,.orge J. Davis, City Controller Albert J. Jones, City Attorney
Bass Trumbo and Aldermen: Heflin, Christie, Watson, Wheeler, Thomas, Burgin, Faucette and Short.
Absent: None
PurposeI The Mayor reported that the purpose of the meeting was to study the budget for the year 1964 and that
Of members of the Council had been notified by U.S. Mail and by telephone.
A very long discussion was held on the proposed budget for 1964 which had been presented by the City
roller, but no definite action was taken at this time.
There being no further business, Alderman Short moved to adjourn. The motion was seconded by Alderman
Heflin and passed unanimously, whereupon the Mayor declared the meeting adjourned.

Session Council Room of the City Administration Building.
Present: Mayor Guy E. Brown, City Clerk George J. Davis, City Controller Albert J. Jones, City Attorney
Bass Trumbo, City Engineer W.C. Smith, Chief of Police Hollis Spencer, Fire Chief Burl Skelton, and Ald-

were approved as written.
Several car deAlers appeared before the Council in opposition to the proposed ordinance requiring car
dealers to register the car sales with the Police Department said ordinance having been left on the f i
reading at the last regular meeting of the Qouncil on Monday December 9th 1963.
After a long discussion, Alderman Burgiri'lfbtSefer this ordinance to a committee to be appointed by the
Mayor to meet with a committee of the car dealers forsttdcy and recommendation.
The motion was seconded by Alderman Thomas and passed unanimously.
The Mayor appointed the Police Committee to represent the City.
Mr. O.T. Williams Jr., appeared before the Council iiththtborney Walter Niblock, inpbehalfvof the Wallen
Mduntain Water Association and presented a proposed contract between the City of Fayetteville and the
Wallen Mountain Water Association which would extend the water mains southeast from Greenland to the
Wallen Mountain area.
After a long discussion, Alderman Wheeler moved that inasmuch as the Council had bebn notified of the ox-
existance of the Wallen Mountain Water Association and that said association had been planning to extend
water mains southeast from Greenland for several months_ prior the Council's passage of a Water Department
Rules and Regulations on October 28, 1963, that in accordance with paragraph 1(c) the City Council approi
the construction of the proposed water mains in accordance with plans submitted, providing the condition:
meet with the approval of Attorneys Mehaffey, Smith,, Williams, Friday and.Eowens of Little Rock, the City
Attorney and the City Water Superintendent.
The motion was seconded by Alderman Thomas and passed unanimously .

Wheeler reported that bids
had been received and opened on two tractors loader diggers for the

two old loader diggers now in use. He reported that

was the Anatrecommended by the Water superintendent as it morenearly met the requirements needed by the
l Water and Sewer Department, the total cost of the.two loader diggers was $13,155.50 less a trade-in of
$6,200 for the old loader diggers making a net cost to the City of $6,955.50.
After a brief discussion, Alderman Thomas moved to accept the recommendation of tie Water Superintendent
and purchase two International Loader. Diggers #3414 for the total sum of $13,155.50 less the trade-in
of $6,200 or a net cost to the City of $6,955.50.
The motion was seconded by Alderman Watson and passed unanimously.

There being no futther business, Alderman Heflin moved to adjourn. The motion was seconded by Alderman
Christie and passed unanimously, whereupon the Mayor declared the mWA/� ourned.
