Brown, City Clerk George J. Davis, City Controller Albert J. Jones, City Attorney Bass Trumbo, City Engineer W. C. Smith, Chief of Police Hollis Spencer, Fire Chief Burl Skelton, and Alderman: Heflin, Christie, Watson, Wheeler, Thomas, Burgin, Faucette, and Short. � �ti3sE,vT;-y/cNL' The minutes of the regular meeting on Monday, April 8, 1963, a copy of which had previously been mailed to each of the Alderman were approved as written. The Ilayor reported that this was the date, time, and place set for a public hearing on the petition port on of F. F. Stice and Charlotte A. Stice, husband and wife, and Lois 11. Cunningham to vacates and abandon lic hear. Edgewood Street as shown by the official platt of the City of Fayetteville, Arkansas. The City Clerk reported that he had the notice of the public hearing to be published in the Northwest Arkansas Times, a daily neQ ipier published in Washington County Arkansas and having a general circulation, in he City of Fayetteville,. Arkansas, once a week for two concecutive weeks; That he had also`8,an:1 abstractors certificate shoring the owners of record of the property abutting upon Edgewood Street to be attached to the petition prior to the date set for the public hearing. The Mayor stated that all persons opposing the vacatiniE. of said street would be heard at this time. There was no opposition but further action was postponed until the next meeting to await the reccommendation of the Planning Commission. R1 & R. The City Building Inspector reported that Ronald and Ralph Stubblefield had fulfilled the requirements tubblefield of the Sub-dividors contract entered into with the City on July 12, 1962, and he reccommended they ulfilled be released from the Sub-dividors contract. ub-dividors Alderman Burgin moved that the City Clerk be and he is hereby aurthorized and directed to execute the contract release dded mentioned above and to release same on the Circuit Clerks rg6)*d. The motion was seconded by Alderman Thomas and passed unanimously. The City Attorney then introdueded and at the request of the Council read a proposed ordinance entitled, "AN ORDINANCE ACCEPTING THE DEDICATION OF CERTAIN REAL ESTATE FOR ALLEY PURPOSES IN THE CIT`.! OF FAYETTEVILLE, ARKANSAS". Alderman Thomas moved that the ordinance pass. The motion was seconded by Alderman Burgin and passed unanimously, whereupon the Mayor declared the ordinance passed. ORDINANCE N0. 1348 AN ORDINANCE ACCEPTING THE DEDICATION OF CERTAIN REAL ESTATE FOR ALLEY PURFOSES IN THE CITY OF FAYETTEV7 Ord. No. ARKANSAS 1348 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS, SECTION 1. That the City Council hereby accepts the dedication of the following described property for Alley purposes, to -wit: Part of Lots Nine (9), Eleven (11), Twelve (12) and Thirteen (13) in the Revised Plat of Lots 15 to 31 inclusive and Lots 36 to 38 inclusive of Fairview Heights Addition, a Subdivision of Lot Eight (8) Harter's Fairview Subdivision to the City of Fayetteville, Arkansas, as per plat of said Addition on file in the office of the Circuit Clerk and Ex -Officio Recorder of Washington, County,, Arkansas, more particularly described as follows, to -wit: Beginning at a point 8 feet East of the Northwest corner, of said Lot Nine (9), and running thence East 12 feet, thence South to a point 20 feet East of the Southwest corner of Lot Thirteen (13), thence West 12 feet, thence North to the point of beginning. SECTION 2. That this ordinance shall be in force and effect from and after its passage, approval and publication. BROWN� MAYOR Alderman Heflin reported that upon investigation the Sanitation Commettiee had learned that it would cost from $1200.00 to $1500.00 per year to rent uriforms for employees of the Sanitation Department. And they reccommended'that the City purchase coveralls for these employees at an approximate cost,of $300.00. After a brief discussion Alderman Wheeler moved to accept the reccommendation of the Sanitation Committ and appropiate $300.00 for the purchase of coveralls for the employees of the Sanitation Department. The motion was seconded by Alderman Heflin and passed unanimously. The Mayor reported that several agencies had written request to the Federal Government to construct a Federal building in Fayetteville, perferably on or near the square for the purpose of a Sub -station Post Office and other Federal Agencies located in Fayetteville. The Mayor and City Attorney reccommeded that the Council pass a resolution reccommedding construction of such a building. The City Attorney then read a proposed resolution requesting such a Federal Building. Alderman Short moved that the resolution be adopted The motion was seconded by Alderman Heflin and passed unanimously, whereupon the Mayor declared the resolution adopted. RESOLUTION NOS. 9 - 63 esolution WNEREAS, The Counties of Washington, Benton and Madison of the State of Arkansas have heretofore been Nol 9-63 designated as the Fayetteville Divsion of the United States District Court of the Western District of Arkansas; and WHEARAS, no terms of said Court are held in said Division due to lack of a Federal Building with Court facilities;. and ,, 225 WHEREAS, the volume of cases originating within the territorial limits of said Divison and triable in .the United States District Court for the Western District of Arkansas has reached such pvoportions that such facilities are necessary and justified for the use andeonvenience of the citizens of said Division; and Resolution no. 9-63 WHEREAS, the old Post OfficeBuilding Located in the center of the square in Fayetteville, Arkansas, continued. has recently been vacated by reason of the opening of a new Post Office Building in said City; and WHEREAS, there are many Federal agencies operating in the City of Fayetteville with offices in various sections and various buildings; and WHEREAS, the removal of the Post Office from the business section of the City has resulted in a hardship' and inconvenience to the citizens in the main business section of the City; and other Governmental WHEREAS, it has been determined by the agents of the Federal Gevermment that the old Post. Office Building cannot be converted for Federal Court facilities and other Governmental usage. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Fayetteville, Arkansas, that this organization requests the appropriate Federal Officials .to eonsider'the old Post Office Building located in the center of the square in Fayetteville, Arkansas, bi?atsbmesotherr..iappis.6pniabeulatatibn be;utilized fo: 42 the sight of a new Federal Building, with said building to includd Federal Court Facilities, and any other Governmental agencies which are deemed appropriate. ' BE IT FURTHER RESOLVED, that the City Clerk of the City of Fayetteville, Arkansas, be authorized to furnish copies of this resolution to the Honorable Harvey M. Johnsen, Chief Judge, United States Court of Appeals for the Eighth Circuit, Omaha 2, Nebraska; Honorable John E. Miller, Judge of the United States District Court of the Western District of Arkansas, Fort Smith, Afkansas; Senators J. W. Fulbright and John L. McClellan; and Congreesman James W. Trimble. THIS RESOLUTION adopted unanimously by the City Council of the City of Fayetteville, Arkansas, at it's regular meeting on the 22nd day of April, 1963. Meeting Present: Mayor Guy E. Brown, City Clerk George J. Davis, City Controller Albert J. Jones, City Engineer W. C. Smith, and Aldermen: Heflin, Chiristie, Watson, Wheeler, Thomas, Burgin, Faucette, and Short. Absent: None. Purpose IThe Mayor reported that the purpose of the meeting was to receive and open bids on the pfrPosed fire stations Nos. 1, 3, and 4 and that all Aldermen had been notified by U. S. Mail and by telep¢onel and read Several bids were received which, at the request of the Mayor, were opened/by the Architect T. E. Shelton and Associates. Each bidder gave several alternate bids other than the base bids which were tabulated by Architects T. E. Shelton and Associates and discussed by the Council but no further action was taken. IThe bids were referred to the Finance Committee for study and recommendation.
