The City Coundil of Fayetteville, Arkansas, met in r6gular session on Thursday, Decem
pecial at 7:00 P. M.
eeting. Present: Mayor Guy E. Brown, City Clerk George J. Davis, City Controller Albert J. Jo
City Engineer W. C. Smith, Fire Chief Burl Skelton, and Aldermen: Walker, Christie,
Hatfield, Wheeler, Thomas, Burgin, Smith, and Short.
Absent: City Attorney Bass Trumbo.
ofrpose The Mayor reported that the purpose of the -meeting was to discuss the Annual Budget for
meeting the year of 1962, take appropriate action on the proposed ordinance to amend the Zoning
Ordinance No. 1239 as amended by Ordinance No. 1276, and to appoint a Board for Housing
Authority for Urban Renewal, and that all members of the Council had been notified by
U. S. Mail and by telephone,

After' a brief discussion, Alderman Short moved to adopt the Budget for the year of 1962
pted, as presented and recommended by the Finance Committee and that appropriated expenditure
shall not exceed the amount of allocation.
The motion was seconded by Alderman Burgin and passed unanimously.

Alderman Walker then moved to refer the proposed ordinance to amend Zoning Ordinance No
1239 as amended by Ordinance No. 1276, which had been left on the first reading at the
last regular meeting of the Council on December 18, 1961, back to the Planning Commissi
for further study.
The motion was seconded by Alderman Short and passed unanimously.
The Mayor reported that a Board of Housing Authority and Urban Renewal was needed for
Fayetteville and he recommended the appointing of the following men to that Board (or
Commission):
Hal Douglas, J. K. Gregory, Haskell Utley, L. L. Baxter, and Paul Young, Jr
Alderman Short moved to accept the recommendation of the Mayor and appoint the above
named men to the Board of Housing Authority and Urban Renewal.
The motion was seconded by Alderman Smith and passed unanimously.
Mr. Harold (Rip) Lindsey appeared before the Council in behalf of the Trans -Video Corp.
and'reported that the Trans -Video Corp.'had withdrawn their request for an increase of
$1.00 per month in their TV cable rates.
There being no furhher business, Alderman 'Short moved to adjourn.'
The motion was seconded by Alderman Walker and passed unanimously, whereupon the Mayor
declared the meeting adjourned.

The Mayor made the following appointments to the Standing Committees for the year of
1962 with the first named in each case to be Chairman of that Committee:

Phe Mayor reported that some vacancies on various Boards and the Planning Commission
were due to be filled at this time and he recommended that James A. Pennington be reap-
pointed to the'Board of Adjustment fore. five year term beginning January 1, 1962* and
No F. Thomas be reappointed to the Board of Appeals for a five year term beginning
January 1, 1962, and that Bill Dalton and Henry Shreve be reappointed to, the Planning
commission for sik year terms and that Bryan Walker be appointed to the Planning Commis
Sion to replace Mrs. Samuel Siegel, for a six year term, all of the terms on the Planni
commission beginning January 1, 1962.
Alderman Burgin moved to accept the recommendation of the Mayor and make the appointmen
to the various Boards and Commission as outlined above.
Phe motion was seconded by Alderman Wheeler and passed unanimously.

Permit Fees The City Building Inspector appeared before the Council with the problem of "Building
referred Permit Fees" for Building Permits on Public Schools, Government Buildings, etc., includ
B1dg.CmIm. buildings of the University of Arkansas.
After a long discussion, Alderman Thomas moved to refer this to the Building, Insurance
and Ordinance Committee for study and report.
The motion was seconded by Alderman Wheeler and passed unanimously.
