NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE# ARKANSAS:

SECTION 2. That Article V. "Improvements", Paragraphs D and E. be and the same is

All streets shall -be constructed at"the developers expense in accordance with t
policies, standards and specifications established by the City Council.
E. Sidewalks.
If property proposed for -development within a subdivision fronts on a Collector
Street or a Thoroughfare, sidewalks -four (4) feet in width may be installed in
accordance with policies established by the City Council.
SECTION 3. That all -ordinances or parts' of' ordinances in conflict' herewith are
hereby retiealed, and -this -action being necessary for the public-health, peace, safety,
order, comfort, and"convehieiice within the City of Fayetteville,'Arkansas.. an emergency
is`hereby declared-to'ekist and -this ordinance -shall be in full force and effect from
and after its passage, approval, and publication.

Aldermari-Burgin-then introduced a proposed resolution adopting rules and regulations
governing the standards for street paving, storm sewers, culverts and bridges, sidewalks
and driveways within the jurisdiction of the City.of Fayetteville, Arkansas.
The City Attorney read the proposed resolution in its entirety.
Alderman Burgin moved that the -resolution be adopted. The -motion was seconded by Alder-
man Walker and passed unanimously, whereupon the Mayor declared the Resoultion adopted.
RESOLUTION 10-61
WHEREAS, -the City of-Fayetteville,"Arkansas; on May 8_1961;'adopted Ordinance -No.
12622 authorizing the City -Engineer -to prepare Rules -and Regulations governing the s
standards for street paving, storm sewers; culverts and bridges; sidewalks,; and drive-
ways within the jurisdiction of the City of Fayetteville, Arkansas, ands
WHEREAS; -said rules and regulations have been prepared by the City Engineer and
ready for adoption.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
-SECTION 1. That the following rules and regulations are hereby adopted by the City
Council of Fayetteville, Arkansas, to -wit:
1. Definition.
A. the—word "engineer" appearing within this proposed minimum street standards
below is hereby defined to mean the "City Engineer".
2: All future streets -and -extension of streets'in the City Limits of the City of
Fayetteville-miust be properly engineered and constructed in accordance with good
standards and acceptable practices as set out below. Plans must be approved by the
engineer.
3. Minimum street requirements:
A. Width of paved surface and width of right-of-way as presently prescribed.
B. Profile-aiid cross sections of proposed street to be provided to take care of
proper "drainage. 'proper grade levels to fit building sites and to provide
uniform street grade.
C. Minimum drainage to be provided.
(a) Storm sewers where necessary.
b Natural drainage to be observed:
c Culvert sizes to be as prescribed by engineer.
D. Grades.
(a)Effort to be made to keep street grades to a minimum.
(b) Streets having grades in excess of'a 10% slope will require durb':and.'gut
,v.and permanentcAtypeipavement; rs
(c) On streets having less than -10% slope and at least 50 feet width, six
feet minimum width shoulders; side ditches having a minimum depth of two
and one-half feet and ditch checks shall be provided if required by the
engineer. (See attached sketch)
(d) On streets having- relatively flat slopes, curb and gutter, base and dust
seal may be provided upon approval of the engineer.
E. Subgrades.
(a) After shaping street to receive paved surface and after shaping street to
approved profile, subgrade is to be compacted to 90% Standard Proctor Density
(b) Street not`to be surfaced shall have subgrade_constructed to meet reasonable
engineering practices-eonsistent'with the nature of the soil and terrain.
Subgrade shall be compacted to 90% Standard Proctor Density.

(a) Minimum thickness requrements:
(1) -Residential: Minimum thickness = 6`
(2) Collectors--A-and Be Minimum thickness 8"
(3) Thoroughfares: Same as Collectors A and B - 8"
(b) Material.
(1) Base`material-'shall be 6elected'.baihk-run gravel having a"maximum P. I.
(Plastic Index) of 10 and a maximum aggregate size of 3".
(c) Placement on surfaced street.
(1) Base material shall tie -compacted with a'roller of•not less than five (5)
tons to a Standard Proctor Density of not -less than 90%. Moisture content
shall be controlled by appropriate field methods to assure proper density
G. Surface.
(a) Surfaces may tie of temporary or permanent type consistent with requirements
found elsewhere herein, or as approved by the engineer.
(1) Dust -seal -(Temporary -paving): This surface will consist of a bituminous
prime coat of MC=1, or equal,_ applied at the rate of .25 gallons per
square yard, followed by -one application 'of "RC=2, or -equal, applied -as
above, •and one application of crushed limestone chips, (3 /8" minus),
applied -at th6'rate of approximately -20 pounds per square yard. Rates o
application given above may be varied at the direction of the engineer.
(2) Permanent paving: This surfaoe-inay consist of an approved "hot -mix"
asphaltic concrete.. of the following thicknesses:
Residential - 2" compacted"thickness
Collectors A and B - 22" compacted -thickness
Thoroughfares - 22" compacted thickness.
Or 6"•portland cement'cbricrete iiay b e'used in which case the'requiremen
as set forth in paragraph F (Base) above will be unnecessary.
H. Alternate choices of street surfaces.
(a) Gravel streets (See attached sketch)
(1) Profile, cross sections and proper drainage provisions.
(2) Bank -run gravel laid -to -30' -feet minimum -width.
(3) Side ditches to 2:1 slope and ditch checks as required by the engineer.
(b) Temporary dust seal.
(S)iiProfile, cross seotibns-and-proper drainage provisions.
(2) Bank -run gravel compacted to 90% Proctor Density, laid to 18 Peet minimum
width to receive dust seal:
(3) Gravel'shoulders of"minimum 6feet width --with side ditches to 2:1 slope and
ditch checks as required by the engineer.
Note:" It--inay be elected to' -provide curb arid -gutters in lieu of shoulders and
ditches avove, in- which case minimum back=to=back dimension of curbs shall
ooiiform'to surface widths -'set -out in the requirements of Article IV, Section G.
Paragraph 5 of Subdivision. -Regulations.
(c) Permanent type pavement.
(1) Profile, -cross sections and proper drainage provisions. (See paragraphs
B and C under Section 3).
(2) Bank -run ggravel compacted to 90% density(unless portland cement concrete
pavement is used)
(3) Curbs and gutters, minimum 24" width, laid to proper grade at proper
distances back-to-back. (See attached sketch)
4. Narrow street requirements.
If,due to extenuating circumstances a street of less width than fifty(50)
feet is approved for-asubdivision, concrete curb and gutter and permanent
type pavement will be required.
5. Utilities.
Whenever -possible, effort should be made to run utilities in utility eas
or alleys instead of in the street rights-of=way.
6. Variances.
The -intent of these regulations -is -to assure the orderly growth of the City 6f
Fayetteville'by providing the highest quality street'oonstruction and area
drainage"corieistent with economi.oal and topographic conditions existing in any
given'development*orsiibdivi_bion:"Whenever"the"tract to be -subdivided is of
such unusual size, -shape or topography or surrounded'by such development or
conditions that the provisions of these regulations shall result in substantial
hardships the- engineer may vary or'modify such requirements to the end that the
subdivision may be developed consistent with public welfare and safety.

The City Building Inspector -reported that Mr. W. C. Whitfield requested a Building Perm
