The City Council of Fayetteville, Arkansas, met in regular session on Monday, July 10,
1961, at 7:30 P.M.
Present: Mayor Guy E., Brown, City Clerk George J. Davis, City Controller Albert J. Jones
City Attorney Bass Trumbo, City Engineer W. C. Smith, Chief of Police Pearl Watts,
Fire Chief Burl Skelton, and Aldermen: Walker, Christie, Hatfield, McClelland, Thomas,
Burgin, Smith, and Short.
Absent: None.
Beginning at a point which is the Northeast Corner of Lot One'in Block -A of Leveret
Second Addition to the City of Fayetteville, Arkansas, as shown in Plat Book A at Page
in the office of the Recorder of Washington County, Arkansas, running thence North
fifteen (15) feet to the Southwest Corner of Lot Three, thence East -One Hundred and For
(140) feet to the intersection with Lindell Avenue, thence South fifteen (15) feet,
thence West One Hundred and Forty (140) feet to the place of beginning, being the alley
located between Lot Two and Lot Three in said Block A.
Also, beginning at a point fifteen (15) feet North of the ,outhwest Corner of Lot
Five in said Block A, said point being located on the West boundary line of said Lot Fi
and running thence North One Hundred and Twenty -Seven (127) feet to the'intersection wi
Douglas Street, thence West fifteen (15) feet, thence South One Hundred and Twenty Seve,
(127) feet, thence East fifteen (15) feet to the point of beginning, being the portion
the alley lying between Lots Four, Six and Eight, on the West, and Lots Three, Five and
Seven, on the EAst, which has not been previously vacated and abandoned by action of th
City Council.
and, WHEREAS, said petition was duly filed with the City Clerk of the City of Fayette-
ville, Arkansas, on the 26th day of June, 1961, and it appears that this is the next
regular meeting of the City Council following the filing of said petition. .
NOW, THEREFORE, BE IT "RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARK&NSA
1. That the 24th day of July, 1961, at 7:30 o'clock P.M. CST., in the City Council
Room of the City Administration Building,be and the same is hereby fixed as the time an
place for hearing upon said petition.
2. That the City'Clerk of the City of Fayetteville, Arkansas, be and he is hereby
directed to give notice of such hearing to all interested parties by publication thereo
once a week for two(2) consecutive weeks in the Northwest Arkansas Times, a newspaper
published in Washington County, Arkansas, and having a general circulation in the City
of Fayetteville, Arkansas.
3. That the City Clerk of the City of Fayetteville, Arkansas, be and he is hereby
directed to cause an abstractor's certificate as to the record owners of the lots
abutting upon said alleys sought to be vacated and abandoned, to be attached to said
petition prior to the date set for hearing thereon.

4. That said petition be and the same is hereby referred to the City Planning
Commission for report and recommendation on or before the date set for hearing thereon.

and Pauline G. Lewis, husband and wife, and Mrs. 17. G. Strickler (formerly Mrs. Oxford)
to vacate an alley between Eagle Street and Cleveland Street, in Block Thirteen (13),
Rose Hill Addition to the City of Fayetteville, Arkansas. ..
This petition had been approved"by the Fayetteville City Planning Commission on May 5,
1961.
The City Attorney then read a proposed resolution setting forth the time and place for
a public hearing on this petition.
Alderman Short moved that the resolution be adopted.
The motion was seconded by Alderman Walker and passed unanimously, whereupon the Mayor
declared the Resolution adopted.

The City Building Inspector reported that a Mr. Willard Henson had applied for a buildil
permit to erect a building on a lot which extended across the proposed right-of-way
boundary of 15th Street and that he could not issue the building permit under the preset
Major Street Plan without the consent of the Council.
After a long discussion, Alderman Smith moved to refer this to the Planning Committee as
the Street Committee for study and recommendation.
The motion was seconded by Alderman McClelland and upon roll call the following vote wa;
recorded: "Aye" Walker, Christie, Hatfield, McClelland, Thomas, Smith, and Short.
"Nay" Burgin.
There being six "Ayes" and only one "Nay", the Mayor declared the motion passed.
The City Clerk then presented a petition signed by Cecil T. Harris and Eva Mae Harris,
husband and wife, to close an unnamed and unopened street in Broadacres Addition to the
City of Fayetteville, Arkansas, which had been approved by the Planning Commission.
The City Attorneycthen read a proposed resolution setting forth the time and place for
a public hearing on this petition.
Alderman Smith moved the resolution be adopted. The motion was seconded by Alderman Sho:

extensions on water and sewer mains along U.S.Highway No. 71 North to Lake Fayetteville
and that the Water Committee recommended that the City advertise for bids on the constri
tion of these lines immediately in order to complete this program before bad weather.
Alderman Hatfield moved that the City advertise for bids for two consecutive weeks(July
for the construction of water and sewer mains along U.S. Highway No. 71 North to Lake
Fayetteville to be received and opened on Thursday, July 27; 196f, at 3400 o1clock P.M.
