Brown, City Clerk George J. Davis, City Attorney Bass 'Trumbo, City Engineer W. C. Smith, Chief of Police Pearl Watts, Fire Chief Burl Skelton, and Aldermen: Walker, Christie, Hatfield, McClelland, Thomas, Burgin, Smith, and Short. Absent: City Controller Albert J. Jones. The minutes of the regular meeting on Monday, May 8, 1961, and of the special session on Tuesday, May 169 1961, were approved. A copy of these minutes had been mailed to each of the Aldermen previous to this meeting. Reorganization Alderman Short reported that the Police Committee had recommended the reorganization of of Police Dept. the Police Force of Fayetteville to include four Desk Sergeants to be promoted from the to include ranks of the Police Force with an increase in pay; he further reported that the Police Desk Sgis. Committee recommended that the City Attorney prepare an ordinance for this reorganization recommended. and present to the Council as soon as practicable. The City Attorney agreed to do this. A long discussion was had but no action was taken at this time. Purchase of Alderman Short further reported that the City was now in a position to purchase complete uniforms uniforms and guns for the auxiliary police through the civil Defense Program for the sum Auxiliary �or of $25.00 for each policeman, and that the Police Committee recommended the City purchase Police* twenty of these uniforms at that price. Qity Patrolman Bill Long appeared before the Council and reported that he had fifteen Auxiliary Policemen already trained at this time and that each policeman would be individually responsible for his uniform if and when it was issued to him, and that he hoped to have thirty trained men in the near future. After a long discussion, Alderman Thomas moved to accept the recommendation and purchase twenty complete uniforms and guns for the sum of Twenty Five ($25.00) Dollars each. Estimated cost of this project is $5,000.00 3.The sewer main beginning on the south side of Douglas Street about midway between tiindIa and Garland and running north in an alley about 400 or 500 feet to a new relief sewer. constructed in 1959-60 needs to be replaced with a larger main in order to properly serve a new five -story girls dormitory to be constructed at the corner of Douglas and Lindell. Estimated cost for this project is $4,0000000 The above mains are a part of our old system and need urgent corrective measures. Item No. 3 was initially in the larger sewer improvement program, but was.deleted because of problems'involved in right-of-way and construction costs. Substantially most all of the original work planned in the large sewer program of 1959- 1960 was constructed and additional work was added. One lateral which was planned and never constructed because of right-of-way difficulties was from Maple Street between Oliver and Gray Streets north about 400 feet in rear of houses facing on Gray Street. Estimated cost of this project is $1,500.00, providing rights-of-way can be secured. Respectfully submitted, (s) W. C. Alderman Smith moved to approve the actions of the Library Board in accepting the bid f )�rennan 3oyd Const. Co., for the new Library Building for the sum of 182,513.00. Phe motion was seconded by Alderman Short and passed unanimously. Mr. Williams then expressed appreciation in behalf of the Library Board for their I and assistance on the Library Project. �he City Attorney reported that the County Court had annexed a small piece of property Annexati n (on the Northwest of the City to the City of Fayetteville, Arkansas, and he introduced of an ordinance accepting the annexation. Ihe City Clerk then read the proposed ordinance in its entirety entitled, "AN ORDINANCE ACCEPTING TERRITORY ANNEXED TO THE CITY OF FAYETTEVILLE, ARKANSAS, ASSIGNING SAID TERRITORY TO WARDS, AND FOR OTHER PURPOSES", Alderman Short moved that the ordinance be passed. The motion was seconded by Alderman Walker and passed unanimously, whereupon the Mayor declared the ordinance passed. ORDINANCE NO, 1264. WHEREAS, the County Court of Washington County, Arkansas, did on May 22, 1961, make an Order annexing the following described territory to the City of Fayetteville, Arkansas o -wit: Petition to prohibit park- ing on Fairview Drive during cerain hours.
