The City Council of Fayetteville, Arkansas, met in special session on Tuesday, May 16,
Special 1961, at 2:30 P.M. CST.
Session. Present: Mayor Guy E. Brown, City Clerk George J. Davis, City Controller Albert J. Jones
City Attorney Bass Trumbo, City Engineer W. C. Smith, and Aldermen: Walker, Christie,
Hatfield, McClelland, Thomas, Burgin, Smith, and Short.
Absent: None.
The Mayor reported that the purpose of the meeting was to attend the receiving and

The bids opened and read by Architect Warren Segraves, after which the President of the
Library Commission Webb Williams reported that the Architect would tabulate the bids and

Alderman Smith introduced and read a proposed resolution commending the Fayetteville
Library Commission and moved that the resolution be adopted.
The motion was seconded by Alderman Thomas and passed unanimously, whereupon the Mayor
declared the Resolution adopted.

WHEREAS, the Library Committee of Fayetteville City Council, with the consent and
approval of his Honor the Mayor and other elected Aldermen, wish to express their
appreciation to the members of the City Library Board, who serve on a voluntary basis
without pay, for the fine job they have done in securing a proper site, developing
acceptable plans and specifications, and in interesting a number of competitive bidders
today, thus insuring the taxpayers of this City, who approved a bond issue to finance
the Library Project that their trust in us all has been faithfully carried out, and
finally that Fayetteville and the surrounding community may -soon enjoy one of the most
modern and serviceable libraries in the State of Arkansas.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:

The City Council of Fayetteville, Arkansas, met in regular session on Monday, May 220
1961, at 7:30 P. M.
Present: Mayor Guy E. Brown, City Clerk George J. Davis, City Attorney Bass T rumbo,
City Engineer W. C. Smith, Chief of Police Pearl Watts, Fire Chief Burl Skelton, and
Aldermen: Walker, Christie, Hatfield, McClelland, Thomas, Burgin, Smith, and Short.
Absent: City Controller Albert J. Jones.
The minutes of the regular meeting on Monday, ,May 8, 1961, and of the special session
on Tuesday, May 16, 1961, were approved.
A copy of these minutes had been mailed to each of the Aldermen previous to this meeting.
Reorganization Alderman Short reported that the Police Committee had recommended the reorganization of
of Police Dept. the Police Force of Fayetteville to include four Desk Sergeants to be promoted from the
to inclu4e ranks of the Police Force with an increase in pay; he further reported that the Police
Desk S9ts. Committee recommended that the City Attorney prepare an ordinance for this reorganization
recommended. and present to the Council as soon as practicable. The City Attorney agreed to do this.
A long discussion was had but no action was taken at this time.
Purchaselof Alderman Short further reported that the City was now in a position to purchase complet
uniforms for uniforms and guns for the auxiliary police through the civil Defense Program for the su
Auxiliaryl of $25.00 for each policeman, and that the Police Committee recommended the City purcha
Police* twenty of these uniforms at that price.
Qity Patrolman Bill Long appeared before the Council and reported that he had fifteen
?auxiliary Policemen already trained at this time and that each policeman would be
individually responsible for his uniform if and when it was issued to him, and that he
hoped to have thirty trained men in the near future.
After a long discussion, Alderman Thomas moved to accept the recommendation and purchas
twenty complete uniforms and guns for the sum of Twenty Five ($25.00) Dollars each.
The motion was seconded by Alderman Short and passed unanimously.
