(A copy of the minutes had been previously mailed to each of the 8 Aldermen) thorize Alderman McClelland reported that two new water lines were badly needed in the north par water of the City and that the Water Committee had recommended they be laid as soon as conven- nes in lent. ith After a brief discussion, Alderman McClelland moved to authorize the construction of t of water lines on U.S. Highway 71 North, Sycamore St., ., Pbplar St., Leverett , ty. Avenue, and Miller St, as recommended by the Water Committee. The motion was seconded by Alderman Walker and passed unanimously. Employ Alderman Hatfield then moved that the City employ Consulting Engineer John Mahaffey & Mahaffey Associates to prepare plans and specifications for,the water lines as outlined above. tolpre- The motion was seconded by Alderman Burgin and upon roll call the following vote was pare plans recorded: "Aye" Short, Smith, Burgin, Thomas, Hatfield, Christie, and Walker. & Spec. Community Alderman McClelland reported that the Planning Committee had held a joint meeting with Facility Plan the Planning Commission and that during the meeting, the Planning Commission had referred to requested that the Council refer the proposed Community Facility Plan back tb.them. lAlderman Planning McClelland then moved that the proposed Community Facility Plan be referred Commission, back to the Planning Commission for further study and recommendation. The City Attorney introduced and read in its entirety a proposed ordinance entitled, "AN ORDINANCE TO SUSPEND THE ISSUANCE OF BUILDING PERMITS AND CERTIFICATES OF OCCUPANCY FOR HOME OCCUPATION, UNTIL AN AMENDMENT IS PERFECTED TO THE PRESENT ZONING ORDINANCES Ordinance PERTAINING TO HOIrIE OCCUPATIONS" No. 12.19 After a long discussion, Alderman McClelland moved that the ordinance pass. The motion was seconded by Alderman Smith and passed unanimously, whereupon the Mayor declared the ordinance passed. Alderman Walker moved that the emergency clause be adopted. The motion was seconded by Alderman Short and passed unanimously, whereupon the Mayor declared the emergency clause adopted. ORDINANCE NO, 1259 AN ORDINANCE TO SUSPEND THE ISSUANCE OF BUILDING PERMITS AND CERTIFICATES OF OCCUPANCY FOR HOME OCCUPATION, UNTIL AN AMENDI4ENT IS PERFECTED TO THE PRESENT ZONING ORDINANCES PERTAINING TO HOME OCCUPATIONS. WHEREAS, it has come to the attention of the City Council of Fayetteville, Arkansas hat an amendment to the present Zoning Ordinances pertaining to home occupations is ecessary to promote the best interests of the general public; and WHEREAS, any amendment to the present Zoning Ordinances will take a certain amount f time to accomplish and perfect; and WHEREAS, it will be necessary to suspend the issuance of any building permits and certificates of occupance for home occupations during this period of time, until the Zoning Ordinance can be amended. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, RKANSAS: 1. That no building permits or certificates of occupancy be issued for home occupa- ions by any City Official, Agent, or Employee until the proposed amendment to the resent Zoning Ordinance is accomplished and perfected. 2. This action being necessary for the public health, peace, safety, order, comfort and convenience within the City of Fayetteville, Arkansas, an emergency is hereby declaz to exist and this ordinance shall be in full force and effect from.and after its passage and approval.
