WHEREAS, By their cooperation and untiring efforts, together with the other officials
f our City Government, they have, in the completion of the 1958 Water and Sewer Expansion
roject, The Airport Improvement Project, and a new Library Building, which is in the
rocess of construction, made the City of Fayetteville a better place to live, thereby
recting a permanent monument to themselves and their posterity.

1961, at 7:30 P. M.
Present: Mayor Guy E. Brown, City Clerk George J. Davis, City Controller Albert J. Jones,
City Attorney Bass Trumbo, Chief of Police Pearl Watts, Fire Chief Burl Skelton, and
Aldermen: Short, Smith, Burgin, Thomas, McClelland, Hatfield, Christie, and Walker.
Absent: City Engineer W. C. Smith.
The minutes of the regular meetings on Monday, December 5, 1960, and Monday, December 19,
1960, were read and approved.

dedication of all streets, alleys, and easements, dedicated in the Replat of Lots 4-11
and Lots 15--27 of East Mountain Addition to the City of Fayetteville, Arkansas, and
hereby declares said streets, alleys and easements, to be public streets, alleys, and
easements, and the said City Council hereby assumes the care, control and jurisdiction of
the same.
SECTION 2. That this ordinance shall take effect and be in force and effect from and
after its passage, approval and publication.

AN ORDINANCE TO ACCEPT AND CONFIRM THE DEDICATION OF ALL STREETS, ALLEYS AND EASEMENTS
A REPLAT OF LOTS 4 - 11 AND LOTS 15-27 OF.EAST.MOUNTAIN ADDITION TO THE CITY OF FAYETTE
VILLE, ARKANSAS.
WHEREAS, there has been duly presented to the City Council of the City of Fayette-
ville, Arkansas, a plat dated August, 1960, known as a Replat of Lots 4-11 and Lots 15 -
of East Mountain Addition to the City of Fayetteville, Arkansas, by which the owners of
the platted real estate have dedicated for the public use the streets, alleys, and ease
ments shown upon said plat; and
WHEREAS,, the City Planning Commission of the City of Fayetteville, Arkansas, has
recommended the acceptance of said plat.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:

t The Mayor reported that the term of Mr. John I. Smith had expired as a member of the
,smith Board of Adjustment and he recommended that Mr. Smith be reappointed for a full five

Alderman Smith moved to accept the recommendation of the Mayor and reappoint Mr. 'John I.
Smith to the Board of Adjustment for a term of five years expiring January 1, 1966. .
The motion was seconded by Alderman Burgin and passed.unanimously.
The Mayor reported that the term of Mr. Grant Bergstreser had expired as a member of the
ser Board of Appeals and that since Mr. Grover C. Thomas had been elected to the City Counci
it would be necessary to appoint another member to the Board of Appeals vice Mr. Thomas.
o The Mayor further reported that Mr. Garland Wheeler had resigned from the Planning
Commission and he recommended the vacancies to these three offices be appointed as
follows:

before the Federal Government would continue with its financial support on the Airport

t. After a brief discussion, Alderman Burgin moved that Special Attorneys Wade & McAllist
be and they are hereby authorized and directed to file condemnation proceedings in the
Circuit Court of Washington County, Arkansas, to acquire such "clear zone" easements
as are necessary on property adjoining the Municipal Airport on the north, to complete
the Airport Improvement Project.
The motion was seconded by Alderman Hatfield and upon roll call the following vote was
recorded, "Aye" Short, Smith, Burgin, Thomas, McClelland, Hatfield, and Christie.
"Nay" Walker.
There being seven "Ayes" and only one "Nay", the Mayor declared the motion passed.
After a brief discussion, Alderman Burgin moved that Mr. Frank Suttle be permitted to b
annexed in either Fayetteville or Springdale, whichever he preferred and that the north
boundary of Fayettef'ille be the Fayetteville property line north of Lake Fayetteville
west to the west right of way line of U. S. Highway No. 71, thence south along west
right of way line of U. S. Highway No. 71 to the south right of way line of the Johnson
Road running west from U. S. Highway No. 71 to the town of Johnson, Arkansas, thence in
westerly direction along the south right of way line of the Johnson Road for a distance
of one half (2) mile.
The motion was seconded by Alderman Hatfield and passed unanimously.
The Mayor made the following appointments for the Standing Committees for 1961 with the
