The City Clerk read a petition signed by several citizens living in the area of Hendrix Sisemore Street and Addington Avenue requesting that the Willis Sisemore Garage be requested to Garage close at a reasonable hour in order to prevent so much noise in -the late evening. Absent: None, The Mayor reported that the purpose of the meeting was to pass an ordinance for annex- ation of certain territories adjacent to the City of Fayetteville, to submit same to t 'voters of Fayetteville at the General Election on Tuesday, November 8, 19609 and that all members of the ouncil had been notified by U. S. Mail and by telephone. A long discussion was had concerning annexation of certain territories adjacent to the City of Fayetteville, The City Attorney then read a proposed ordinance entitled," AN ORDINANCE SUBMITTING TO THE ELECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS, THE QUESTI OF ANNEXATION OF CERTAIN TERRITORY ADJACENT AND CONTIGUOUS TO THE PRESENT CORPORATE LIMITS OF THE CITY OF FAYETTEVILLE, ARKANSAS, AND FOR OTHER PURPOSES." After more discussion Alderman Burgin poved that the rules be suspended and that the ordinance be placed on the second The motion was seconded by Alderman Walker and passed unanimously. The ordinance was read -for the second time. Alderman Burgin then moved that the rules be further suspended and that the ordinance be placed on its third and final reading. The motion was seconded by Alderman Lunsford and passed unanimously. The ordinance was then, read for the third and last time. The mayor. then declared the ordinance open for discussion. There being no discussion, the mayor askedthequestion, "Shall the ordinance pass?" WHEREAS, the present corporate limits of the City of Fayetteville, Arkansas, fail. to_iinclude thickly populated areas adjacent and contiguous to the City of FW etteville, Arkansas; and WHEREAS, service.is now being rendered to some parts of the territory by the City of Fayetteville, Arkansas, gratuitously; -and WHEREAS, 'the residents of the contiguous areas are without the benefit of police and firo protection and are being penalized on insurance rates by reason of the lack of adequate fire protection; and WHEREASy such contiguous areas are needed for theextension of streets, sewer, gas and water systems; to supply places..for abode and business; and for the extension of needed police regulations; and WHEREAS, such contiguous areas, if annexed, will unite with the presently extablis. -city limits to make up a•homogenous city which will afford to its several parts the ordinary benefits of local governments and WHEREAS, the City Council of the -City of Fayetteville, Arkansas, is of the opinion that the question of annexing the territories hereinafter described should be submitted to :the qualified electors of the City of Fayetteville, Arkansas, of its next annual election to be field on Tuesday. DA S,Y7YCCLEERK Alderman McClelland reported that the Sewer Committee had received two bids on sewer extensions according to plans and specifications furnished by consulting Engineer L. M. MhGoodwin and authorized by the City Council at its regular meeting on Monday, August 22, 1960, and that the bid of the Worth -James Construction Co., Little Rook, Arkansas, was found to be the low bid. Alderman McClelland further reported that the Sewer Committee had recommended the ace6ptance of Sections 19 2, and 4 of Worth -James Construction Co. bid in the amount of $269108.55. After a long discussion, Alderman Lunsford moved to accept the recommendation of the Sewer Committee and accept the low bid of Worth James Construction Co. of Little Rock, Arkansas, on Sections 1, 2, and 4 at a cost of $26,108.55 with the understanding that Mr. Harry Jackson pay for Section 2 as he agreed. • Mr. Jackson reported that the money to pay the cost of this section in the amount of $9,562.70 was now in escrow). After a brief discussion, the City Attorney read in its entirety a proposed resolution setting the time, date, and place of a public hearing on the above petition and authorizing the City Clerk to pause notice of public hearing to be published for two consecutive weeks and the other requirements for action on.said petition. Alderman Smith moved that the :Resolution tie adopted. The motion was seconded by Alderman Walker and passed unanimously.
