r.Raymond Nelson from the University of Arkansas Planning Board explained some amendment
to the proposed Subdivision Regulations and after a long discussion,
Alderman Barnhart moved to place the proposed ordinance for'Subdivision Regulations on
its first reading.
The motion was seconded by Alderman Lunsford and upon roll call the following vote was
recorded: "Aye" Barnhart, Smith, Burgin, Lunsford, McClelland, and Kent. "Nay" Hatfield.
There being six "Ayes" and only one 'Nay", the Mayor declared the motion passed.
The ordinance was then read for the first time but no further action was taken and the
Ordinance was left on its first reading.
Mr. Charles H. Withey appeared before the Council and outlined some of the functions anc
expenses of the Civil Defense Program but no definite action was taken at this time.
W, Putnam The Mayor reported that Mr. W. B. Putnam had resigned from the Planning Commission and
reigned he recommended that the Council appoint Mrs. Samuel Siegel to this vacancy.
fr Alderman Kent moved to accept the resignation of 11. B. Putnam from the City Planning
P1 nning Commission and to appoint Mrs. Samuel Siegel to fill this vacancy, her term expiring

The City Building Inspector appeared before the Council and reported that he had re e d

County, removal of the"State Board of Health Water Approved" signs now being displayed by the
State, City.

P rpose The Mayor reported.that the purpose of the meeting was to take action on the proposal of

M eting. to discuss the proposed extension of the City Limits, and to discuss the Subdivision
Regulations, and that all members of the Council had been notified by U. S. Mail and by
telephone except Aldermen Barnhart and Walker who were out of the City and could not be
notified in time for the meeting,o However they waived notice of the meeting.

City Administration Building, Fayetteville, Arkansas, at 7:30 o'clock P.M. on Monday,
August 29, 1960.

The Mayor reported that the purpose iof the meeting was to pass an ordinance submitting
to the electors of Fayetteville the matter of the annexation of certain territories
lying north•�of the present City limits and that Lill members of the Council had been
notified.
Ordin nce The City Attorney introduced and read in its entirety for the first time a proposed

ARKANSAS, THE QUESTION OF ANNEFCATION OF CERTAIN TERRITORY ADJACENT AND CONTIGUOUS TO THE
PRESENT CORPORATE LIMITS OF THE CITY OF FAYETTEVILLE, ARKANSAS, AND FOR OTHER PURPOSES".
Alderman Burgin moved that the rules be suspended and the ordinance placed on the second
reading.
The motion was seconded by Alderman Lunsford and passed unanimously.
The ordinance was then read for the second time.

AN ORDINANCE SUBMITTING TO THE ELECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS, THE
QUESTION OF ANNEXATION Or CERTAIN TERRITORY ADJACENT AND CONTIGUOUS TO THE PRESENT
CORPORATE LIMITS OF THE CITY OF FAYETTEVILLE, ARKANSAS, AND FOR OTHER PURPOSES.
WHEREAS, the present corporate limits of the City of Fayetteville, Arkansas, fail
to include thickly populated areas adjacent and contiguous to the City of Fayetteville,
Arkansas; and
WHEREAS, service is now being rendered to some parts of the territory by the City
of Fayetteville, Arkansas, gratuitously; and
WHEREAS, the residents of the contiguous areas are without benefit of police and
fire protection and are being penalized on insurance rates by reason of the lack of
adequate fire protection; and
WHEREAS, such contiguous areas are needed for the extension of streets, sewer, gas
and water systems; to supply places for abode and business; and for the extension of
needed police regulation; and

WHEREAS, such contiguous areas, if annexed, will unite with the presently establish

ville, Arkansas, at the next annual election to be held on Tuesday, November 8, 1960, th
question of annexation of territory contiguous and adjacent to the present corporate limts
of the City of Fayetteville, Arkansas, the following described territories, to -wit:
