Session 1960, at 7:30 P. M.
Present: Mayor Guy E. Brown, City Cleft George J. Davis, City Attorney A. D. McAllister,
City Controller Albert J. Jones, City Engineer W. C. Smith, and Aldermen: Barnhart,
Smith, Burgin, Lunsford, McClelland, Kent, and Walker.
Absent: Alderman Herbert Hatfield.
Purpose of The P,4ayor reported that the purpose of the meeting was to take action on the proposed
Meeting. improvements for the'City Parks, Continuing the program of City Planning with
assistance from the University of Arkansas, by renewal of contract, Improvements In
City Hall, and discussion of Sub -Division Regulations which is a part of the Master
Planning Program and that all members of the Council had been notified but Alderman
Herbert Hatfield was out of the City and could not be present but had waived notice of
the meeting.

special meeting of the Fayetteville City Council to be held in the City Council Room of
the City Administration Building, Fayetteville, Arkansas, at 7:30 o'clock P. M. on
Monday, June 20, 1960.

Improvements Alderman Barnhart presented an itemized list of the equipment needed at the two City
for Citj Parks and reported that the Parks Committee had recommended the purchase and installatio

After a brief discussion, Alderman Burgin moved that the Mayor be authorized to purchase
the equipment and appurtenances pertaining thereto in the amount of $3,063.30 as
recommended bg1tYiei'Parks'Comm ttee aiid'4nstalled�in the designated areas as shown on the
list.
The motion was seconded by Alderman Barnhart and upon roll call the following vote was
recorded: "Aye" Barnhart, Smith, Burgin, Lunsford, McClelland, and Kent. "Nay" None
Abstaining: Alderman Walker.
There being six "Ayes" and no "Nays" with one abstaining, the Mayor declared the motion
passed.

Alderman Kent reported that the special committee appointed by the Mayor at the last

regular session of the Council on Monday, June 13, 1960, had met with IJ[r. Raymond Nelson

of the University of Arkansas Planning Department and they recommended the continuing of
the Planning Program with continued assistance from the University for a period of

They further recommended the adoption of Proposal No. 2 in a Memorandum prepared by

After a brief discussion, Alderman Barnhart moved to adopt a resolution approving the
continued Planning Program with assistance from the University of Arkansas as outlined
in Proposal Two in the Memorandum prepared by Mr. Raymond Nelson.
The motion was seconded ty Alderman Smith and passed unanimously.

117HEREAS, the governing body of the City of Fayetteville, Arkansas, recognizes the
need to insure the proper and orderly growth and future development of the City in orde
to correct and prevent the further development of undesirable growth; and
WHEREAS, adequate city planning is recognized as of primary importance to insure
proper growth and development of the city; and
WHEREAS, it is to the best interest of the general welfare of the inhabitants of
the City of Fayetteville, Arkansas that adequate housing facilities be provided for the
inhabitants of said city; and;

WHEREAS, the financial resources and technical staff of the city are not adequate
to provide such housing plans; and
WHEREAS, ¢ portion of such financial sources and teohnicaltstaffcaire=available to
the university of Arkansas, an official State Planning Agency authorized to furnish and
provide necessary planning assistance to the cities of Arkansas.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF.THE CITY OF FAYETTEVILLE,
RKANSAS:
That the University of Arkansas be, and it is hereby requested to undertake and
rovide planning assistance in, for, and to the City of Fayetteville, as set forth in
roposal No. 2 contained in a memorandum dated June 15, 1960 and presented to the
ayetteville City Council by Raymond E. Nelson and proposal reads as follows:

c. City policy on sale to public of planning reports, plans, ordinances, codes, and
maps.
d. City policy on keeping public informed about planning programs and progress.
It is further resolved that the Mayor and City Clerk be and they are hereby author
ized to enter into such agreement with the University of Arkansas as may be required to
carry out the intents and purpose of this resolution.

Alderman Kent then moved to reimburse the University of Arkansas in the amount of $500,
for expenses incurred during the months of May and June, 1960, in the assistance of tb
Planning Program.
The motion was seconded by Alderman Barnhart and passed unanimously.
The City Engineer presented a rough sketch showing the alterations and in;rovements pro
posed for the City Hall.
After a brief discussion, Alderman Lunsford moved to authorize the City Engineer to con
plete the plans and specifications and submit to the Building Committee for approval:
The motion was seconded by Alderman Burgin and passed unanimously.
The Subdivision Regulations was brought up for discussion. After a long discussion, the
Mayor appointed a committee composed of Aldermen Burgin, McClelland, Barnhart, Lunsford
and Walker and Mr. Clay Yoe of the Planning Commission to make a study of.this and
make report and recommendation at the special council m&&ting on July 18, 1960.
There being no further business the Mayor declared the meeting adjourned.
