Austin Parish, City Clerk George J. Davis, City Controller Albert J. ',Jones, City Attorney A. D. McAllister Jr., City Engineer W. C. Smith, Chief of Police Pearl Watts, Fire Chief Burl Skelton, and Aldermen: Barnhart, Smith, Burgin, Lunsford, McClelland, Hatfield, and Kent. Absent at roll call but later entering: Alderman Bryan Walker. The minutes of the regular session on Monday, November 23, 1959, and of the special session on Friday, November 2791959, were read and approved. Ordinance No. Alderman Smith moved that the ordinance entitled, "AN ORDINANCE FIXING THE COMPENSATION 1220 OF ALDERMEN OF THE CITY OF FAYETTEVILLE, ARKANSAS", which had been left on its second Compensation reading at the special session on November 27, 1959, be placed on its third and final for reading.The motion was seconded by Alderman Hatfield and upon roll call the following vol Aldermen. The Mayor then declared the ordinance open for discussion. After a lengthy discussion,th( Mayor asked the question, "Shall the Ordinance pass?" Upon roll call the following vote was recorded: "Aye" Barnhart, Smith, Burgin, McClellan( Hatfield, and Kent. "Nay" Lunsford. There being six "Ayes" and only one "Nay", the Mayor declared the ordinance passed. ORDINANCE N0. 1220 AN ORDINANCE FIXING THE COMPENSATION OF ALDERMEN OF THE CITY OF FAYETTEVILLE, ARKANSAS. WHEREAS, the compensation of Alderman of the City of Fayetteville, Arkansas, is considerately lower than the amounts being paid to Aldermen by cities of like and lesser size and population, and WHEREAS, the compensation now received by Aldermen of the City of Fayetteville, rkansas, has remained unchanged since October 27, 1952, although the size of the City o] Fayetteville has grown considerably since that time. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS Section 1.That from and after the first regular meeting of Fayetteville City Council hel( subsequent to January 1, 1960, the compensation of each alderman of the City of Fayette- ville, Arkansas, whose term of office expires on or before that date, shall be fixed at Twenty Dollars ($20.00) for attendance at each regular meeting, and Twenty Dollars ($20.( for attendance at each special meeting or adjourned meeting of the City Council. Section 2. That from and after the first regular meeting of the Fayetteville City Councl e su sequent to January 1, 1961, the compensation of each Alderman of the City of Fayetteville, Arkansas, whose term of office expires on or before that date shall be fin at Twenty Dollars ($$'0.00) for attendance at each regular meeting, and Twenty Dollars ($20.00) for attendance at each special or adjourned meeting of the City Council. Section 3. That regular meetings of the Fayetteville City Council shall be held twieb ;each month during the calendar year. action 4. That this ordinance shall be in full force and effect from and after the firs egular meeting of the Fayetteville City Council held subsequent to January 1, 1960, as o aldermen whose terms expire on or before that date, and shall be in full force and ffect from and after the first regular meeting of the City Council held subsequent to anuary 1, 1961, as to Aldermen whose terms expire on or before that date. George Caudle, Chairman of the Fayetteville Planning Commission, appeared before the Plans and ,Council and presented an Initial Draft of a proposed Long -Range Public Improvements Programs for Program and The Population and Economy of Fayetteville and its Environs, both of which Master Planning fare a part of the Master Planning Program, for study and consideration. Program. Long Range. Miss Suzanne Lighton, Jecretary of the Fayetteville Planning Commission, presented for Improvements,etc. (study and consideration, the proposed Community Facilities Plan which is also a part of the Master Planning Program. Merman Barnhart moved to accept these plans for study and consideration. The motion was seconded by Alderman Lunsford and -passed unanimously. Franchisee The Mayor reported that the City's contract with the Southwestern Bell Telephone Co. contract with would expire on December 31, 1959. RESOLUTION 14-59 RESOLVED:That the Mayor and City Clerk be and they are hereby authorized and directed to enter into a contract with the Southwestern Bell Telephone Company for the �• ��� JS calendar year of 1960 at the same franchise tax rate as provided in the 1959 contract except that the contract for the year 1960 shall.contain a provision whereby the franchi tax paid by Southwestern Bell Telephone Company to the City of Fayetteville shall be increased proportionately and simultaneously with the effective date of any increase in tax which might be approved by the Arkansas Public Service Commission. Aderman Kent reported that the Airport and Library Bond Issue had been approved by the Tax Levy for voters in the General Election on November 3, 1959, which would increase the tax levy 1959 which was voted by the Council on October 26, 1959, subject to the election. o 6,.4¢3derman Kent then moved that the final tax levy for the year of 1959 be in the amount o: 13.5 mills including the Airport and Library Bond tax levy. The motion was seconded by Alderman Smith and passed unanimously. After a brief discussion, Alderman Burgin moved to refer this to the Planning Commission. between The motion was seconded by Alderman Walker and passed unanimously. Ozark & Garland. Alderman McClelland reported that the Water and Sewer Committee had recommended that an Assistant City Engineer be employed and that -they only had one application. Employ {after a brief discussion, Alderman McClelland moved that the City employ Mr. Mandred Mandred Parker, Witter, Arkansas, as Assistant City Engineer at a starting salary of $400.00 per Parker as month and increased upon council approval. Asst City The motion was seconded by Alderman Lunsford and passed unanimously. Engineer. Alderman McClelland reported that two bids had been received to build the fence at the Fence boat docks at Lake Sequoyah, and that the Water Committee had recommended the low bidder contract at which was the one by Modern Fence Co. for the sum of $1784.00 boat docks Alderman McClelland then moved to accept the low bid to build the fence around the boat Lake Sequoyah. docks at Lake Sequoyah, which was the one by Modern Fence Company, Fayetteville, Arkansas, for the total sum of $1784.00 and that the Mayor and City Clerk be and"they are hereby authorized to execute a contract according to plana and specifications furnished by the Water Superintendent. `The motion was seconded by Alderman Lunsford and upon roll call the following vote was 'recorded: "Aye" Barnhart, Smith, Lunsford, McClelland, Hatfield, Kent, and Walker. The motion was seconded by Alderman Barnhart and passed unanimously. The Mayor then appointed the Water & Sewer Committee to make the purchase. Civil The Mayor read a letter from the Civil Defense and Disaster Relief Mobilization stating Defense that Fayetteville had been selected as meeting the requirements for one of the storage Emerg, sites of an Emergency Hospital Unit. Hospitdl They further stated thy would furnish one of these units to the City of Fayetteville Unit if the City was interested and would provide the storage space and a custodian who would serve in a voluntary capacity. After a brief discussion, Alderman Hatfield moved to accept the Emergency Hospital Unit as offered by the Civil Defense Mobilization Office. The motion was seconded by Alderman Burgin and passed unanimously. There being no further business, Alderman Kent moved to adjourn.
