Special
Session The City Council of Fayetteville, Arkansas, met in ar session on Friday, November 27,
to sell 1959, at 2:00 P. M. CST.
Bonds,etc. Present: Mayor J. Austin Parish, City Clerk George J. Davis, City Controller Albert J.
Jones, City Engineer W. C. Smith, and Aldermen: Lynn Smith, Ellis Burgin, Bruce Lunsford,
Ed McClelland, Herbert Hatfield, Dale Kent, and Bryan Walker.
Absent: Aldw man Ralph Barnhart.
Purpose of The Mayor reported that the purpose of the meeting was to offer for sale at public
Meeting. auction the ad balorem bonds for the Airport Improvements and Public Library Building
voted in the General Election on November 3, 1959, and such other necessary business as
may come before the Council.
The Mayor further reported.that all the members of the Council had been notified by
U. S. Mail and by telephone but Alderman Ralph Barnhart was out of the City and could not
attend but had waived notice of the meeting.

Notice.
Comes now the undersigned, being a duly elected, qualified, and acting member of
the City Council of the City of Fayetteville, Arkansas, and specifically waives notice of
a special meeting of the Fayetteville City Council to be held in the City Council Room of
the City Administration Building, Fayetteville, Arkansas, at 2:00 o'clock P. M. CST;,
on November 27, 1959.

al employment to become effective January 1, 1960, and that they be written as a part

The motion was seconded by Alderman Burgin and passed unanimously.
PROVISIONS FOR EMPLOYMENT
Under the authority of Ordinance Number 1098, dated November 7, 1955, Fayetteville,
Arkansas, the following rules and rdgulations governing the compensation for municipal
employment and other matters pertaining to municipal employment shall become effective
January 1, 1960.
SECTION 1. The basic compensation for employees of the City shall be that monthly
salary or hourly wage for services performed during employment by the City.

The Mayor announced that pursuant to prior advertisements for bids heretofore publishe

that after tabulation of the bids, it was found that Dabbs Sullivan Co.,�
and D. L. Villareal, Little Rock, Arkansas, was the low bidder with t'.

average interest rate bid of 3.735 per cent.
After discussion and consideration,of the low bid, Alderman McClelland moved to accept
the low bid and sell the bonds to Dabbs Sullivan Co., ., and
D. L. Villareal at an average interest rate of 3.735 per cent with the bonds to be
delivered on or before 60 days from date of acceptance and that the Mayor and City Cle
be and they are hereby authoriged to sign the acceptance.
The motion was seconded by Alderman Burgin and passed unanimously.

PROVISIONS FOR EMPLOYMENT
Under the authority of Ordinance Number 1098, dated November 7, 1955, Fayetteville,
Arkansas, the following rules and rdgulations governing the compensation for municipal
employment and other matters pertaining to municipal employment shall become effective
January 1, 1960.
SECTION 1. The basic compensation for employees of the City shall be that monthly
salary or hourly wage for services performed during employment by the City.

employment by
the City shall be

the
position which indicates
the nature
of
the services
performed.
SECTION 3. Longevity pay shall be that pay added to the basic compensation and she
computed, allowed, and paid only for continuous and uninterrupbed service in employment
by the City.
(A) Vacation leave, sick leave, military leave, and temporary absence excused by the
City Council shall not be condidered an enterruption in service; provided however, no
military leave shall be credited for longevity pay purposes unless employment by the Ci
is resumed within ninety days from the date of separation from military service.

(B) In the event an employee ceases to be employed by the City for any reason other
• than military, all rights to longevity pay shall be forfeited and expire therewith, and if
said employee subsequently again is employed by the City, he or she shall not be entitled
Ito any longevity pay by reason of any previous employment.
(C) Longevity pay shall be considered together with the basic compensation to the end
that the sum thereof be considered the monthly pay.
(0) The rates for longevity pay shall be the sum of ten dollars ($10.00) per month
after the first five years of continuous and uninterrupted service. After each five year
period of continuous and uninterrupted service.thereafter, the sum of five dollars ($5.00)
per month for each of said five year periods; provided however, that thirty dollars
($3 )per month shall be the maximum longevity pay.
SECTION 4. Department heads with the approval of the Mayor may set up probationary
1periods�ployment for new employees from and after the passage and approval by the
City Council of the provisions for employment; provided however, the compensation for a
new employee shall not be the same as provided.in the schedules until, the probationary
period has been satisfactorily comip�eted.
SECTION 5. No applicant, hereafter, will be considered for employment by the City in
a pos io3� nen a department where a relative is already employed. This in no way affects
&mployees already employed by the City.
SECTION 6. The provision for employment may be revised at any time by action of the

SECTION 7. The passage and approval by the City Council of the provisions for employ-
ment shall not modify nor revise any contracts or employment agreements now in effect.
SECTION 8. The following shall constitute.the schedules of employment, classifica-
tion, nor of positions, basic compensation, and longevity pay in five year periods.

Ord. to 4-lderman Smith introduced a proposed ordinance entitled, "AN ORDINANCE FIXING THE COMPEN-

compensa- Alderman Smith then read the proposed ordinance in.its entirety for the first time.
Ion' of Alderman Kent then moved that the rules.be suspended and the ordinance placed on its
Aldermen second reading. The motion was seconded by Alderman Burgin and passed unanimously.

2nd Read- After a lengthy discussion, Alderman Smith moved that the rules.:;be further suspended and
frig. the ordinance placed on its third and final reading.
The motion was seconded by Alderman Hatfield and upon roll call the following vote was
recorded: "Aye" Smith, McClelland, Hatfield, Kent, and Yfalker.
"Nay" Burgin and Lunsford.
There being only five "Ayes" and two "Nays" with one absent and not voting, it lacked one
tote of the required two-thirds majority of six votes to suspend the rules and the
ordinance was left on its second reading.
There being no further urgent business and the purpose of the meeting having been accomp-
lished, the Mayor declared the meeting adjourned.
