Raney & Sons, bond brokers, of Little Rock, Arkansas, appeared before the Council and submitted a proposed offer on the part of T. J. Raney & Sons, to serve as fiscal agent for the City in connection with the contemplated issuance of ad valorem bonds for construction of a City Library and improvements to the Municipal Airport. Mr. Raney read a proposed contract of employment which provided, among other things, that T. J. Raney & Sons would perform customary fiscal agent services and pay the expense of printing the bonds, trustee's fee, and bona approving attorney's fee for $4.45 per x$1000.00 John Gorman, representing Dabhs�Sullivan Co., Bond Brokers of Little Rock, Arkansas, also appeared before the Council and submitted a proposed offer on the part of Dabbs -Sullivan Co. to serve as fiscal agent for the City in connection withfthe contemplated issuance of ad valorem bonds for construction of a City Library and improm:ements to the Municipal Airport. Mr. Gorman read a proposed contract of employment which provided, among other things, that Dabbs -Sullivan would perform customary fiscal agent services and pay the expense of printing the bonds, trustee's fee, bond approving attorney's fee, and publica- tion costs for $p5.00 per $1000.00 T.J. Raney After a brief discussion, Alderman Hatfield moved to accept the bid of T. J. Raney & S &ISons to serve as fiscal agent for the City in connection with the Contemplated issuance of awarded ad valorem bonds for construction of a City Library and improvements to the Municipal contract. Airport and that the Mayor and City Clerk be and they are hereby authorized to execute said contract with T. J: Raney & Sons, Little Rock, Arkansas, as presented by their representative, Bob Raney. The motion was seconded by Alderman Smith and passed unanimously. a, There being no further business, Alderman Walker moved to adjourn. Davis, City Controller Albert J. Jones, City Attorney A. D. McAllister, City Engineer W. C. Smith, and Aldermen: Lynn Smith, Ellis Burgin, Bruce Lunsford, Herbert Hatfield, Dale Kent and Bryan Walker. Absent: Aldermen Ralph Barnhart and J. E. McClelland. The Mayor reported that the purpose of the meeting was to discuss the Option for Lease pose and Lease Agreements on a proposed Municipal Golf Course, a proposed ordinance for ting control of additional Off -Street Parking Facilities, award contract for repairs and painting the five buildings in the City Housing Project, and to receive and open bids for the construction of a Chemical Building as a part of the 1958 Water and Sewer Expansion Vroject. The Mayor further reported that Alderman J. E. McClelland could not be present due to pressing business and that Alderman Ralph Barnhart was out of the City and could not be present but both had signed"Waiver Of Notice"of the meeting. Alderman Kent introduced a proposed ordinance entitled, "AN ORDINANCE AMENDING ORDINANCE N0. 1083 AS AMENDED BY ORDINANCE NO. 1197 RELATING TO TRAFFIC AND REGULATING THE USE OF OFF-STREET PARKING FACILITIES OF THE CITY OF FAYETTEVILLE, ARKANSAS; CREATING AND DEFINI PARKING METER ZONES; PROVIDING FOR THE DESIGNATION OF INDIVIDUAL PARKING SPACES; DEFININ AND PROVIDING FOR THE INSTALLATION, OPERATION AND IviAINTENANCE OF PARKING METERS; PRESCRI ING PARKING TIME LIMITS; REQUIRING DEPOSIT OF COINS FOR THE USE OF PARKING METERS AND PARKING METER ZONES AND PROVIDING FOR THE COLLECTION AND DISPOSITION OF SUCH COINS, REPEALING CONFLICTING ORDINANCES; PROVIDING FOR THE ENFORCEMENT THEREOF; DEFINING OFFENS. AND PRESCRIBING PENALTIES; AND PROVIDING THAT INVALIDITY OF PART SHALL NOT AFFECT THE VALIDITY OF THE REMAINDER". Alderman Kent then read the ordinance in its entirety for the first time. After a brief discussion, Alderman Burgin moved that the rules be suspended and the ordinance placed on its second reading. The motion was seconded by Alderman Lunsford and passed unanimously. The ordinance was then read for the second time. Alderman Walker moved that the rules be further suspended and that the ordinance be placed on its third and final reading. The motion was seconded by Alderman Burgin and passed unanimously. The ordinance was then read for the third and last time. The Mayor then declared the ordinance open for discussion. There being no further discussion, the Mayor asked the question, "Shall the Ordinance pass"? Upon roll call the following vote was recorded: 'Aye" Smith,:,Bur§in, Lunsford, Hatfield, Kent, and Walker. "Nay" None. There being Six Ayes" and No "Nays'.', the Mayor declared the Ordinance passed. Alderman Kent then moved that the emergency clause be adopted. The motion was seconded by Alderman Smith and upon roll call the following vote was recorded: "Aye" Smith, Burgin, Lunsford, Hatfield, Kent, and Walker. "Nay" None. The motion was seconded by Alderman Smith and passed unanimously. Option ffor A long discussion was had concerning the option and lease agreement attached thereto for p a proposed municipal Golf Course on City owned property near Lake Fayetteville. Golf Cou�se. Alderman Burgin moved that the Mayor and City Clerk be and they are hereby authorized to to execute an option to lease a tract of real estate owned by the City and located near Carl Tuna.. Lake Fayetteville to Carl Tune, and/or his assigns. The motion was seconded by Alderman Kent and upon roll call the following vote was recorded: "Aye" Smith, Burgin, Hatfield, Kent, anis Walker. "Nay" None. Not voting: Lunsford. Absent and not voting: Barnhart and McClelland. There being five "Ayes" and No "Nays", the Mayor declared the motion passed. Bids receded The Mayor reported that there were only two bids for construction of a Chemical Building in connection with the 1958 Water and Sewer Expansion Project. 8�opened fBldg. After a brief discussion, Alderman Hatfield moved to authorize Consulting Engineer W. N. Holway to negotiate with the low bidder and report back at the next regular Council Meeting. The motion was seconded by Alderman Smith and passed unanimously. There being no further business, Alderman Smith moved to adjourn.
