The payment of a • fine to the traffic clerk shall be deemed an acknowledgment of conviction of the alleged I ffense, and the traffic clerk,. shall issue a receipt to the violator acknowledging payment thereof. 11 6. The following duties are hereby imposed upon the traffic clerk in reference to traffic offenses: (a) He shall accept designated fines, issue receipts, and represent in court such violators as are permitted and desire to plead guilty and waive court appearances. (b)He shall receive and issue receipts for cash bail from the persons who must or wish to be heard in court, enter the time of their appearance on the court dicket, a notify the arresting officer and witnesses, if any, to be present. (c) He shall keep an easily accessible record of all violations of which each per- son has been gthilty during the preceding 12 months, whether such guilt was establishe in the court or by plea of guilty, waiver of appearance and payment of fine to the traffic'clerk. (d) He shall keep records and submit summarized monthly reports to the Judge of t' 7 1' Fayetteville Municipal Court of all notices issued and arrests made for violations of Ifthe traffic laws and ordinances of this city and of all the fines collected by him, a' the final disposition or present status of every case of violation of the provisions said laws and ordinances. Such records shall b)e so maintained as to show all types of violations and the totals of each. Said records shall be public records. 7. The traffic clerk shall exercise the powers and duties as provided in this ordinance nd in addition thereto shall perform the duties of Clerk of the Fayetteville Municipal ourt as same are now prescribed by Sections 221-713 and 22-719 of Arkansas Statutes of 947, Annotated, or as shall hereafter be prescribed by lawn. The traffic clerk,, before entering upon the duties of said office, shall make and le with the City Clerk a good and sufficient bond for the faithful performance of his ties as traffic clerk and as 81erk of the Fayetteville Municipal Court in the sum of ,500.00;; said bond to be approved by the City Council and the premium therefor, if a rety bond be approved, to be charged as an expense of operating said municipal court. 9. Special Se$kion. • Alderman Lunsford moved to authorize the City Engineer to prepare plans and specificati for two new pickup trucks (one to., -bb' -used by the City Building Inspector and the other by the Water Department) and two new radios for these pickups and to advertise for bids on this equipment. The motion was seconded by Alderman Walker and passed unanimously. Alderman Smith then moved that three street lights -be installed as follows: Une at the intersection of Lunsford Avenue and Hammond Street, One at the intersection of James Street and Mt. Comfort Road, and One at the intersection of Vandeventer Avenue and Hol Street The motion was seconded by Alderman Lunsford and passed unanimously. Austin Parish, City Clerk George J. Davis, City Controller Albert J. Jones, City Attorney A. D. McAllister Jr., City Engineer W. C. Smith, and Aldermen: Barnhart, Smith, Burgin; Lunsford, McClelland, Hatfield, Kent, and Walker. f Absent: None. The Mayor reported that the gurpose of the meeting was to receive and open bids for the purpose of second and last section of Water Main Extensions of the 1958 Water and Sewer Expansion meeting. Project and that all members had been notified by U. S. Mail and by oral announcement at the regular council meeting on Monday, June 22, 1959. The bids were opened by the City Clerk and read by Consulting Engineer L. M. McGoodwin. Bids opened. The Mayor than declared the meeting in recess while Consulting Engineers Jbhn Mahaffey and L. M. McGoodwin made a complete tabulation of the bids. Upon reconvening, Engineer McGoodwin reported they had not completed a tabulation of al .the bids but a tabulation of the bid of Danco Construction Co., North Little Rock, Arkansas, for the su4i of $216,912.25 was complete and was the low bid according to the quotations from the other bidders. 410 C Const. McClelland, Herbert Hatfield, Dale Kent, and Bryan Walker, P Absent: None. e• The Mayor reported that the purpose of the meeting was for the construction purposes of land at the lake area, and that all members of the Council had been notified by mail an by _telephone. After a brief discussion, Alderman Lunsford moved to exercise the option and purchase Five the Musselman Property for $35,000.00. The motion was seconded by Alderman Walker but tracts more discussion followed and Alderman Lunsford, with the consent of Alderman Walker, of land withdrew his motion. Alderman Hatfield then moved to exercise the options and purchase five tracts of land listed as follows: One tract known as the M. L. Musselman tract , listed on the map as M-1, consisting of 164.8 acres, more or less, for the sum of $35,000.00 t One tract from C. A. Phillebaum and Mary Phillebaum, husband and wife, listed as tract P-2, consisting of 97.75 acres, more or less, for the sum of $9,803.75. One tract from Phania L.Bowen Miller and Turner Miller, wife and husband, listed as tract M-3, consisting of 82.0 acres, more or less, for the sum of $12,325.00 Cine tract from Randall E, Roberts and Jane B. Roberts, husband and wife, listed as tract R-2, consisting of 46.6 acres, more or -less, for the sum of $8,783.50 One tract from Harold•JA.Roberts and Ruth H. Roberts, husband and wife, listed as tract R-1, consisting of 58.8 acres, more or less, for the sum of •$149700.00. with no reservations whatsoever in any of the above options. The motion was seconded by Alderman Smith and passed unanimously. Alderman McClelland then moved to exercise the option and purchase one tract from Adriar Fletcher and Marie Fletcher, husband and wife, listed as F-1, consisting of 40.0 acres, more or less, for the sum of $112 340.00 with no reservations whatsoever. • The motion was seconded by Alderman Barnhart and passed unanimously.
