IA'£ter a brief discussion, Alderman Burgin moved to adopt the first six items for the
maintenance of the parking meters, as recommended by the Uity Engineer* with one amend-
ment which was to change the car allowance of the meter repairman from $20.00 per month

Maintenance. The Recommendations adopted are as follows;
RECOMMENDATIONS
1. That revenues from all parking lots, both now in existence and future planned to be
collected under the Business Office control in order to insure accurate accounting
records on each lot. This is especially important in view of the fact that many of the
lease contracts and other agreements are dependent upon such revenues.
21, That an electric driven coin sorter and an electric driven coin counter and packager
e purchased for use of the Business Office in carrying out the above work.
These two machines can be purchased for approximately $60a,.00 total cost.
3. That the revenues from the street meters continue to be sorted and counted by the
Ibank as has previously been done.
4. That the meter repairman be given a monthly car allowance of $25.00 for use of his
personal car in connection with the proper maintenance of the meters.

coins.
5. That all street meter coin box reventes be collected each week for accurate accounts
records.

The minutes of the regular meeting on Monday, April 27, 1959, were read and approved.
Off -Street The Mayor read a letter from Mr. Clint Walden, President of the Merchants Parking Ass,oc-

He further stgted that the Merchants Parking Association would endorse an agreement simi-
lar to the ones it has already made with the City on the lots on Rock Street and East
ft enue, and that the understanding was that this lot is 117 feet x 104 feet, would park
36 cars, and that the owner would raze the building to the foundation and tease the
property for a period of 25 years beginning March 1 19 for the sum of $2400.00 per,
ear plus taxes (which now amount to $410.703-, witt¢ an option to purchase for the sum of
35,000.00.
fter a long discussion, Alderman Hatfield moved that the City accept the proposal of
the Parking Lot Committee to acquire the Whitfield property located at the Northwest
Forner of the intersection of East Avenue and Meadow Street and to ask the Committee to
explore the possibility of acquiring the Mays Property on the North to be included in
the proposal.
The motion was seconded by Alderman Lunsford -.and upon roll call the following vote was

Rezoning Attorney Leonard Greenhaw appeared before the Council with a petition for rezoning

The City Engineer presented a Right -Of -Way Deed from Virgil Ramsey and Elsie Ramsey,
husband and wife, for street purposes, this property being located in the Northeast pa
of the City.
After a brief discussion, Alderman Smith moved to accept the Right -Of -Way Deed from
Virgil Ramsey and Elsie Ramsey, husband and wife, for street purposes and to name the
street, Ramsey Avenue.
The motion was seconded by Alderman Kent and passed unanimously.
The City Engineer then presented a plat for a subdivision to be known as the "Irwin
Sub -Division" which had been approved by the City Engineer and the Fayetteville Planning
Commission.
After a brief discussion, the City Clerk introduced a proposed ordinance entitled,
"AN ORDINANCE TO ACCEPT AND CONFIRM THE DEDICATION OF ALL STREETS, ALLEYS AND EASEMENTS
IN IRWIN SUB -DIVISION TO THE CITY OF FAYETTEVILLE, ARKANSAS".
Alderman Kent moved that the ordinance be placed on the first reading.

AN ORDINANCE TO ACCEPT AND CONFIRM THE DEDICATION OF ALL STREETS, ALLEYS AND EASEMENTS
IN IRNIN SUB -DIVISION TO THE CITY OF FAYETTEVILLE, ARKANSAS.
WHEREAS, there has been duly presented to the City Council of the City of Fayette-
ville, Arkansas, a plat dated April, 1959, known as Irwin Sub -Division to the City of
Fayetteville, Arkansas, and being a part of the Northwest Quarter of the Northeast
Quarter of Section 102 Towhship 16 North, Range 30 West of the 5th Principal Meridian,
by which the owners of the platted real estate have dedicated for thenpublic use the
streets, alleys, and easements shown upon said plat; and
WHEREAS, the City Planning Commission of the City of Fayetteville, Arkansas, has
recommended the acceptance of said plat.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
SECTION 1. That the City of Fayetteville, Arkansas, hereby accepts and confirms the

Major Street Plan for the City of Fayetteville, Arkansas, as approved by the Fayetteville
City Planning Commission and as identified by Maps No. 19 2, and 3.

WHEREAS, a public hearing was held before the Planning Commission of the City of Fayette
mille, Arkansas, on May 5, 1959, on the proposed adoption of a Major Street Plan with mal

WHEREAS, a notice of said public hearing setting forth the time, place and purpose
thereof was published in the Northwest Arkansas Times, a newspaper of general circulatiol
in said City, more than 15 days prior to said public hearing, and
WHEREAS, following the said public hearing, said Planning Commission certified to
the City Council of the City of Fayetteville, Arkansas, its recommendation that a resolu•
tion be passed adopting said Major Street Plan with maps and regulations pertaining
thereto,

MAJOR STREET PLAN
Relations to the Comprehensive Plan
A comprehensive city plan usually has three principal elements:
1) Land Use Plan
2) Major Street Plan
3) Community Facilities Plan
The zoning ordinance, subdivision regulations and related municipal codes are tools
for carrying out the land use plan.
The public improvements program is the systematic scheduling of those improvements -
such as streets, public buildings, parks and playgrounds, schools.and parking facilities
with possible methods of financing -proposed in the comprehensive plan.
This Plan pertains primarily to the major streets of the City of Fayetteville and
to minimum standards for street widths.
Purpose of Major Streets
Major streets make up the structural framework of the city and are the principal
channkls for moving people and utility services throughout the city with ease, convenier
speed and safety.
These streets also determine some land uses, many block sizes and the accessibility
to adjoining property.
Classification of Streets
In many cities, as in Fayetteville, the need for at least three classes of streets
is apparent. These classes generally are determined (1) by the kind of traffic and (2)
by the volume of traffic a street carries and are described as follows:
Major Thoroughfares (Federal or.'State Highways)
•Those ^which carry heavy and fast traffic, within and through the city on a
continuous route.
Collector Streets
Those which carry traffic to and from minor or residential streets to the system
of major streets.

Minor or Residential Streets
Those which are used primarily for access to residences or other abutting
properties.
Determining Right -of -Way Standards
The width of a street is directly related to its use or function --traffic volume,
use by passenger cars or trucks and similar factors.
The terms used to describe street -width sections are:
