That revenues from all parking lots, both now in existence and future planned to be collected under the Business Office control in order to insure accurate accounting records on each lot. This is especially important in view of the fact that many of the lease contracts and other agreements are dependent upon such revenues. 21, That an electric driven coin sorter and an electric driven coin counter and packager e purchased for use of the Business Office in carrying out the above work. These two machines can be purchased for approximately $60a,.00 total cost. 3. That the revenues from the street meters continue to be sorted and counted by the Ibank as has previously been done. 4. That the meter repairman be given a monthly car allowance of $25.00 for use of his personal car in connection with the proper maintenance of the meters. He makEs many trips daily to the Dickson Street area in order to repair and remove bad coins. 5. That all street meter coin box reventes be collected each week for accurate accounts records. . That all keys to the coin box compartments be placed in a metal box and kept in the usiness Office safe, and that a key register be maintained showing the disposition of ach key when checked out, or the destruction of any worn out keys, hat no such keys be kept out of the safe for more than 10 hours ari any one time, ere being no further business, Alderman Burgin moved to adjourn. That the City Council of the City of Fayetteville, Arkansas, adopt the Major Street Plan, approved by the Fayettevill e.Planning Oommisslon on May 5, 1959, as mope -pal titularly set forth in words and figures as followst MAJOR STREET PLAN Relations to the Comprehensive Plan A comprehensive city plan usually has three principal elements: 1) Land Use Plan 2) Major Street Plan 3) Community Facilities Plan The zoning ordinance, subdivision regulations and related municipal codes are tools for carrying out the land use plan. The public improvements program is the systematic scheduling of those improvements - such as streets, public buildings, parks and playgrounds, schools.and parking facilities with possible methods of financing -proposed in the comprehensive plan. This Plan pertains primarily to the major streets of the City of Fayetteville and to minimum standards for street widths. Purpose of Major Streets Major streets make up the structural framework of the city and are the principal channkls for moving people and utility services throughout the city with ease, convenier speed and safety. These streets also determine some land uses, many block sizes and the accessibility to adjoining property. Classification of Streets In many cities, as in Fayetteville, the need for at least three classes of streets is apparent. These classes generally are determined (1) by the kind of traffic and (2) by the volume of traffic a street carries and are described as follows: Major Thoroughfares (Federal or.'State Highways) •Those ^which carry heavy and fast traffic, within and through the city on a continuous route. Collector Streets Those which carry traffic to and from minor or residential streets to the system of major streets. :e, 398 jor reet solut Minor or Residential Streets Those which are used primarily for access to residences or other abutting properties. Determining Right -of -Way Standards The width of a street is directly related to its use or function --traffic volume, use by passenger cars or trucks and similar factors. The terms used to describe street -width sections are: Rifhtt-of=(paved width plus utility strip) is the total distance between oppo- site lot liwanes as for traffic, parking, utilities and sidewalks. Paved width is the distance between opposite curb lines used for parking and rafTI '1'7n e a . Utilit stri for the planning area for the City is the distance between the curb line and the property line used or u ies, sidewalks and planting. The number and width of traffic lanes, parking lanes and utility strips vary somewhat depending on the traffic volume involved and the kind of district --residential, %ommercial, or industrial --served. Right-of-way Standards The minimum right-of-way standards for the planning area for the City of Fayetteville shall be as follows: A. :_ B Outside City Inside City Major Thoroughfares 1201 it 841 Collector Streets 70' 601 iH% Minor or Residential Streets 50' 50' sr Also 15th Street within the City ;rtr Dickson Street within City from College Avenue to Arkansas Avenue to be 70' Minor or Residential Streets With the exception of the requirement of a minimum right-of-way of 50 feet, plans for ;cific minor and residential streets are not included.. The minor street circulation tem rests upon the framework of major thoroughfares and collectoa streets. er the basic framework of major streets has been established, the fitting of the minor residential streets into the major street pattern can be accomplished best on a local neighborhood basis. Major Street Plan The following maps are a part of and are included in the Major Street Plan for the City: , Map 1 - Major Street Plan showing existing and proposed Major Thoroughfares and Collector Streets. Map 2.- Major Street Plan setting forth Right-of-way Standards and Improvements Required. Map 3 - Vicinity map showing existing and proposed Major Thoroughfares and Colle Streets within planning area. For the purpose of this plan, major streets refer to major thoroughfares, (Federal and State Highways) and collector streets. 2,That a copy of the above and foregoing major street plan with maps and regulati ittached thereto, together withca certified copy of this resolution be filed in the of )f the City Clerk and in the office of the Circuit Clerk and Ex -Officio Recorder for lashington County, Arkansas.
