Crist, Consulting Engineer for the Bids Vitrified Concrete Vitrified City, after which the Council recessed while Engineer Crist and Associates tabulated a ened the bids. .d. Upon reconvening, Engineer Crhst read the tabulated bids and announced that the low $4489219.00 bidder was Forsgren Bros., Ft. Smith, Arkansas, with a bid. totaling $890,911.18 for all three schedules, and he recommended that the contract be awarded to Forsgren Bros. for that amount. using clay pipe, or less if concrete pipe were used. The motion was seconded by Alderman Lunsford and upon roll call the following vote was (recorded: "Aye" Smith, Burgin, Lunsford, McClelland, Hatfield, Kent, and Walker. "Nay" Barnhart. There being Seven "Ayes" and only One "Nay", the Mayor declared the Motion passed. I (Alderman Burgin moved to accept the Basic Bid of Forsgren Bros., Ft.
