Phe City Council of Fayetteville, Arkansas, met in regular session on Monday, March 16,
1959, at 7:30 P. M.
Present: Mayor J. Austin Parish, City Clerk George J. Davis, City Controller Albert J.
Jones, City Attorney A. D. McAllister Jr., City Engineer W. Co'Smith, Chief of Police
Pearl Watts, Fire Chief Burl Skelton, and Aldermen: Barnhart, Smith, Burgin, Lunsford,
Hatfield, Kent, and Walker.
Absent: Alderman J..E. McClelland.

ing parallel sanitary water lines and crossings to serve the City of Fayetteville,
Arkansas.

Alderman Walker moved that a resolution be adopted covering the sewer lines and crossings
easements by execution of an agreement with the St. Louis & San Francisco R. R. Co.
The motion was seconded by Aldermm Smith and passed unanimously.
RESOLUTION 4-59
RESOLVED, that the Mayor J. Austin Parish, and the City Clerk George J. Davis, be and
they are hereby authorized to execute an agreement dated March 17, 1959, between the
City of Fayetteville, Arkansas, and the St. Louis -San Francisco Railway Company covering
parallel sanitary sewer lines and crossings to serve the City of Fayetteville, Arkansas.

RESOLVED, that the Mayor be and he is hereby authorized and directed to confer with the
Prgsidents of the Fayetteville Chamber of Commerce, and local Civic Organizations and t
then appoint a Citizens' Committee to study and make recommendations to the City Counci
for:
1. A method of financing an acceptable and adequate long range street progaam.
2. Whether or not the proposed constitutional amendment contemplated by SJR No. 4, adop
at the 1959 session of the Arkansas Legislature shoud be supported or opposed.

A long discussion was held concerning a proposed ordinance entitled, "AN ORDINANCE PRO-

Alderman Kent moved to place the ordinance on its first reading. The motion was seconded
Alderman Lunsford and upon roll call the following vote was recorded: "Aye" Barnhart,

only one "Nay", the Mayor declared the motion passed.

The ordinance was then read in its entirety by Alderman Kent for the first time, and no
action was taken at this time, leaving the ordinance on the first reading.

The Mayor reported that the purpose of the meeting was to receive and open bids for a

The bids on the construction of the Administration (Terminal) Building at the Muctcipal
Airport were opened by the City Clerk and read by Architect Paul Young.
