The motion was seconded by Alderman Williams and upon roll call the following vote was
recorded: "Aye" Burgin, Williams, Kent, and. Walker..
"Nay" Barnhart, Smith, Lunsford, and Hatfield. There being four "Ayes" and four "Nays",
the vote was a tie and it became the duty of the Mayor to cast the deciding vote.
The Mayor then stated that he wished to have more timeto study the question before
casting the deciding vote to break the tie.

Mr. Ray Ellis appeared before the Council and explained the need for some repairs on thf
hangar at the Municipal Airport and the installation of a heating system in the hangar.
After a lengthy discussion, Alderman Hatfield moved that the City Engineer investigate
the condition of the hangar at the Municipal Airport and estimate the cost of the
needed improvements and report at the next regular Council meeting.
The motion was seconded by Alderman Smith and passed unanimously.

The City Clerk presented a plat for a proposed subdivision to be known as "Garriott
Subdivision to the City of Fayetteville, Arkansas"
The City Attorney then introduced a proposed ordinance entitled,"AN ORDINANCE TO ACCEPT
AND CONFIRM THE DEDICATION OF ALL STREETS, ALLEYS AND EASEMENTS IN GARRIOTT SUBDIVISION
TO THE CITY OF FAYETTEVILLE, ARKANSAS.
Alderman Smith moved that the Ordinance be passed.
The motion was seconded by Alderman Williams and passed unanimously, whereupon the
Mayor declared the Ordinance passed.

CONFIRM THE DEDICATION OF
ALL STREETS, ALLEYS AND EASEMENTS
IN
GARRIOTT
SUB
DIVISION TO
THE CITY OF FAYETTEVILLE,
ARKANSAS.
WHEREAS, there'is duly filed in the office of the City Clerk of the City of Ffyetteville
Arkansas, a plat of Garriott Subdivision to the City of Fayetteville, Arkansas, being a
part of the"Southwest Quarter of the Northwest Quarter of Section 21, Township 16 North
of Range 30 West of the 5th Principal Meridian, in which plat the streets, alleys and
easements shown thereon have been dedicated for public use as streets, alleys, and
easements; and
WHEREAS, the City Planning Commission of the City of Fayetteville, Arkansas, has recom-
mended the acceptance of said plat.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, A
SECTION 1. That the City of Fayetteville, Arkansas, hereby accepts and confirms thi
dedication of all streets, alleys and easements dedicated in Garriott Subdivision to tho
City of Fayetteville, Arkansas, and hereby declares said streets, alleys and easements,
to be public streets, alleys, and easements, and the said City Council hereby assumes
the care, control and jurisdiction of the same.
SECTION 2. That this ordinance shall take effect and be in force and effect from
and after its passage, approval and publication.

The City Building Inspector read a proposed resolution authorizing the City Clerk to
Resolution, have notice published in the Northwest Arkansas Times Newspaper for a public hearing
on the passage of an ordinance concerning the Arkansas State Plumbing Code and the
Sanitation rules.
Alderman Williams moved that the resolution be adopted.
The motion was seconded by Alderman Hatfield and passed unanimously, whereupon the
Mayor declared the Resolution adopted.

Northwest Arkansas Times, a newspaper having a general circulation within the City of
Fayetteville, Arkansas, the following notice:

Notice is hereby given that the UIFY=Ouncil of the City of Fayetteville, Arkansas,)
is considering the passage of an ordinance to adopt by reference thereto, a pamphlet
entitled "A"rkansas State Plumbing Code, Rules and Regulations of the State Board of
Health Governing the Construction, Installation and Inspection of Plumbing and
Drainage, 1957, Third Edition issued by Arkansas State Board of Health, Little Rock,
Arkansas", also a pamphlet entitled "Septic Tank Systems, Arkansas State Board of
Health, Bureau of Sanitary Engineering, Bulletin No. 911; the requisite number of l
copies of said pamphlets are now on file in the office of the City Clerk of the City

Alderman Kent then moved that Alderman Webb Williams be commended for his long and
faithful service to the City of Fayetteville as -Alderman.
The motion was seconddd by Alderman Burgin and passed unanimously by acclamation.
(Mr. Williams had served as Alderman since Apr. 19, 1943,.or a period of 15 yrs.
Alderman Kent moved that the regular council meetings be held on the 1st and 3rd hi.onday
Night in each month, starting with the first Monday night in January, 1959. (January 5)
The motion was seconded by Alderman Burgin and passed unanimously.
There being no further business, Alderman Walker moved to adjourn. The motion was secon
by Alderman Hatfield and passed unanimously, whereupon the Mayor declared the meeting

The City Building Inspector appeared -before the Council and discussed the existing"AFire
Zone" with reference to some building permits which had been requested,and were now
pendingo for some buildings at the "Phipps Lumber Co" on Highway 62 West.
The City Attorney introduced a proposed ordinance Entitled, "AN ORDINANCE RELOCATING THE
FIRST FIRE ZONE BETWEEN ROCK STREET AND FIFTEENTH STREET ALONG SOUTH SCHOOL AVENUE AND
BETWEEN A NORTH -SOUTH LINE PARALLEL TO AND 140 FEET WEST OF THE WEST LINE OF SOUTH SCHOO
AVENUE AND THE WEST LINE OF BUCHANAN AVENUE AS EXTENDED WITHIN THE CORPORATE LIMITS OF
THE CITY OF FAYETTEVILLE, ARKANSAS.
Aldermen Hatfield moved that the ordinance be placed on its first reading.
The motion was seconded by Alderman Walker and passed unanimously.
The City Attorney then read the ordinance in its entirety for the first time.
Alderman Kent moved that the rules be suspended and the ordinance placed on its second
reading.
The motion was seconded by Alderman•Walker and passed unanimously.
The ordinance was then read for the second time.
Alderman Smith then moved that the rules be further suspended and the ordinance placed
on its third and final reading.
The motion was seconded by Alderman Kent and passed unanimously whereupon the Ordinance
was read for the third and last time.
The Mayor then declared the Ordinance open for discussion.
There being no discussion, the Mayor asked the question,".Shall the Ordinance pass"T
Upon roll call the following vote was recorded: "Aye" Barnhart, Smith, Burgin, Lunsford,
Hatfield, Kent, and Walker. "Nay" None.
There being seven "Ayes" and no "Nays", the Mayor declared the Ordinance passed.
Alderman Walker then moved.that the emergency clause be adopted.
The motion was seconded by Alderman Kent and upon roll call the following vote was rec-
orded: "Aye" Barnhart, Smith, Burgin, Lunsford, Hatfield, Kent, and Walker. "Nay" None.
There being seven "Ayes" and no "Nays", the Mayor declared the emergency clause adopted.

AN ORDINANCE RELOCATING THE FIRST FIRE ZONE BETWEEN ROCK STREET AND FIFTEENTH STREET
ALONG SOUTH SCHOOL AVENUE AND BETWEEN A NORTH -SOUTH LINE PARALLEL TO AND 140 FELT WEST
THE WEST LINE OF SOUTH SCHOOL AVENUE AND THE WEST LINE OF BUCHANAN AVENUE AS EXTENDED
WITHIN THE CORPORATE LIMITS OF THE CITY OF FAYETTEVILLE, ARKANSAS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
SECTION 1. The first fire zone is hereby established to include a zone three hundred
and forty (340) feet wide, extending one hundred and seventy (170) feet on each side of
the center line of South School Avenue, from the north line of Rock Street south to the
south line of Fifteenth Street.
