lderman Smith then moved to refer the bids to Engineer W. N. Holway for a complete

ngineer Holway reported that Mc.E. Gillioz, Monett, Missouri, was the low bidder for thq
onstruction of the White River Dam and Damsite with a bid of $673,075.00 and he recom-
ended that Contract No. 1 be awarded to M. E. Gillioz.

Crist Engineer Marion L. Crist gave an up-to-date report of the work done on the Sewage Collect
Report. ion System of the 1958 Water & Sewer Improvement Project.
He also presented plans and specifications for the Sewage Collection System and explaine<
these to the Council and estimated the total cost to be $9229779.19.
Alderman Burgin then moved to approve the plans and specifications for the Sewage Colleci
System as recommended by Engineer Marion L. Crist.
The motion was seconded by Alderman Smith and passed unanimously.

Crist Alderman Kent then moved to authorize up to date payment to Marion L. Crist & Asaociatea,l
paid. Sewer Engineer, for work completed in accordance with their contract, a total of $29,067:54.
The motion was seconded by AldermeiWalker andpeissed unanimously.
Gov. Alderman Barnhart moved that the Mayor be authorized to deposit Government Securities in
Bonds the registry of the Washington Circuit Court in lieu of a cash bond as a surety bond in ,

Wager Alderman Smith then moved to approve the original site,recommended by Engineers McGoodwin
Storage. and Mehaffey, at the intersection of Center Street and Sang Avenue for the elevated
water storage and that the Mayor be authorized to negotiate the purchase of the land
necessary for the location of the elevated water storage.
The motion was seconded by Alderman Hatfield and upon roll call the following vote was
recorded: "Aye" Smith, Burgin, Lunsford, Williams, Hatfield, and Walker.
„Nay" Barnhart and Kent. There being six "Ayes" and only two "Nays,", the Mayor declared
the motion passed.
The Mayor reported that the Fayetteville Parking Association had objected to the clause
Off -St, in the original motion pass.ed by the Council on October 16, 1958, whereby ten (10)
Parking individual members of the Association would be required to sign anCagreement to indemnify
the City up to 35% of the City's loss, if any, thereby binding the members individually
against the,City's loss, in the Off -Street Parking Agreements.
(They stated that so many of the larger stores were owned by corporations that the owner
could not sign the agreements but the managers were willing to sign as members of the

arking Association and agreed to furnish photostatic copies of the signatures and

Parking (Alderman Burgin then moved that the motion passed on October 16, 1958, be amended to

Mr. Edd Connell reported that Mr. Fred Bowen was dissatisfied with the classification of
some of his land by the appraisers.
After a lengthy discussion, the Council agreed to request the appraisers.to reconsider
their classification of this property.

Council yet and they could either recess for supper or have an adjourned session later.
To have The Council decided to have an adjourned session and the Mayor announced that this
adjourned meeting would be held on Wednesday, November 26, 1958, at 7:30 i'. M.

passed unanimously, whereupon the Mayor declared the meeting adjourned until Wednesday,

The minutes of the regular session on Monday, November 10, 1958, were read and approved.
Alderman Kent reported that the Finance Committee had approved the bills and moved they

Water & Section 2, Paragraph (2) of Ordinance No. 1165, which provides for water and sewer rate

Dear Mr. Jones:
In regard to the amount and quality of sewage entering the city sewer mains from the
Campbell Soup Company Plant located on West Spring of this city, I wish to present the
following findings which are concurred in by the Water and Sewer Committees of the City
Council as evidenced by their signatures below.
I have carefully gone -over all the facts and records on their consumption of water and
taking into consideration water used for steam boilers, water used and recirculated for
cooling their refrigeration plant, and the fact that they are at the present time scree
Ing out a major portion of the solid -contents, and the fact that they have for more the
twenty years been operating in this manner and have from time to time improved such
operation, and further in view of the plan of the company to further improve and expand
their equipment to more adequately remove the solid wastes entering into our sewer
system, I believe that a fair estimate of the load imposed upon our sewer system and di
osal plant is equivalent to twenty per cent of the water consumed at the plant.
I, therefore recommend, subject to the concurrence of the Water and Sewer Committee,
that the above percentage be used for a period of two years, and also that the waste
removal system at the Campbell Soup Company will be improved and properly.operated and
maintained during said period, and that thereafter a sestudy of the situation be made
with a view of reducing the above established percentage.
