Absent: Chief of Police Pearl Watts, and Alderm6n Bruce Lunsford r #gAe5R7 A; #rr-i&xa The minutes of the regular session on Tuesday, August 26, 1958, and of the special session on Thursday, August 28, 1958, were read but the City Attorney stated he wished to make some amendments to the minutes of the special session. Alderman Burgin then moved to approve the minutes after the City Clerk had read the amendments. The motion was seconded by Alderman Smith and passed unanimously. Scarbrough Alderman Kent reported that the firm of Myers, Scarbrough, and Baker had been employed to be employed by the City to audit the City Books for several years and he moved that the City employ for CAy them to audit the City Books for the year of 1958. Alderman Kent read a letter from the Firemen's Relief & Pension Fund Board of Trustees Firemen's requesting the Council to levy 1/2 of one mill against the real and personal property Relief & of the City of Fayetteville to raise and provide additional money for the Firemen's Pension Fund Relief and Pension Fund as approved by the legal voters of the City of Fayetteville in request the General Election of 1957. 1 mill levy. Alderman Kent reported that the Finance Committee had recommended that each Department a of the City Government make a report of the estimated expense for the year of 1959 to the Finance Committee and that the various committees study these reports in order that the data for the 1959 budget be compiled. After a brief discussion, Alderman Walker moved to accept the recommendation of the Board of rublic Affairs and award the contract of roofing the hangar at the Municipal Airport to the Parker Roofing Co. for the sum of.$3302.40, providing the 10 year bond and the performance and payment bond is approved by the City Attorney before the execution of the contract. Brown appeared before the Council with a petition signed by a group of citiz living on North Garland Avenue requesting that the raising of rabbits and poultry be prohibited in that area. After a brief discussion, Alderman Barnhart moved to refer this to the Sanitation Committee for study and report. The motion was seconded by Alderman Williams and passed unanimously. Land lease for The City Engineer reported that the Western Methodist Assembly had agreed to lease elevated tank property to the -City for an elevated water tank. from Methoist After a brief discussion, Alderman Williams moved to authorize the Mayor and City Clerk Assembli. to sign a 99 year lease agreement for a tract of land 100 feet by 100 feet square on th Western Methodist Assembly Grounds for the purpose of erecting a new elevated water tank, for the annual rental of one ($1.00) dollar. The motion was seconded by Alderman Smith and passed unanimously. The Mayor reported he had several quotations on traffic control signals and that Moody Traffic Equipment & Supply Co. of Little Rock, Arkansas, had the lowest bid of $1148.32 for Signs all steel signs or $1470.28 for the all aluminum signs and he asked the Council's to be opinion on which to purchase. The City Controller read the Lease Agreement between the City and The Fulbright Invest - Lease for ment Company. The City Attorney then explained that he had changed the option to purcha Off Street this property from 2 years, as formerly agreed, to 4 years by agreement with the Parking Fulbright Investment Co, and subject to the approval of the Council. • with Albright. Co. with the Fulbright Investment Co. with a 4 year option to purchase instealt of the two years as formerly agreed. The motion was seconded by Alderman Williams and passed unanimously. The motion was seconded by Alderman Kent and passed unanimously, whereupon the Ordinance was read for the second time. Alderman Kent then moved that the rules be further suspended and that the Ordinance be placed on its third and final reading. The motion was seconded by Alderman Williams and passed unanimously, whereupon the Ordinance was read for the third and last time. The Mayor then declared the Ordinance open for discussion. There being no discussion,the Mayor asked the question,"Shall the Ordinance pass?" Upon roll call the following vote was recorded: "Aye" Barnhart, Smith, Burgin, Williams, Kent, and Walker. "Nay" None. There being Six 'Ayes" and No "Nays", the Mayor declared the Ordinance passed. J ORDINANCE NO, 1179. ORDINANCE SUBMITTING TO THE QUALIFIED ELECTORS OF THECITY OF FAYETTEVILLE, ARKANSAS, QUESTION OF PROHIBITING KEEPING OF GROCERY STORES OPEN ON SUNDAY WITHIN THE CORPORA ITS OF THE CITY OF FAYETTEVILLE, ARKANSAS, AND FOR OTHER PURPOSES, NOW,THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF FAYETTEVILLE) ARKANSAS: SECTION 1. That there shall be submitted to the qualified voters of the City of Fayetteville, Arkansas., at the next General Election to be held on the 4th day of November, 19589 the question of prohibiting keeping of grocery stores open on Sunday within the corporate limits of the City of Fayetteville, Arkansas. SECTION 2. The ballot title shall appear as follows: "The Question of Adopting An Ordinance Prohibiting Keeping Grocery Stores Open on Sunday". For Compulsory Closing of Grocery Stores on Sunday. After a brief discussion, Alderman Smithrmoved that the Resolution ine adopted. The motion was seconded by Alderman Williams and passed unanimously, whereupon the Mayor declared the Resolution adopted. Alderman Kent then moved that the emergency clause be adopted.
