Austin Parish, City Clerk George J. Davis, City Controller Albert J. • (Jones, City Attorney A. D. McAllister Jr., City Engineer W. C. Smith, Fire Chief Burl Skelton and Aldermen: Barnhart, Burgin, Lunsford, Williams, Hatfield, and Walker. Absent: Aldermen Dale Kent, and Lynn Smith. Fhe minutes of the regular session on Monday, June 23, 1958, and of the special sessions Ion Monday, June 30, 1958, and on Thdrsd4y;uly 31 1958, were read and approved. �he Mayor stated that this was a meeting adjourned on Thursday, July 3, 1958, at vh ich time a motion by Alderman Lunsford, seconded by Alderman Barnhart and which read as Mayor follows,"That the Water and Sewer Committees negotiate a formal contract, subject to voted council approval, with John Mahaffey and L. M. McGoodwin to perform professional engineer - "Nay" ling services in connection with the proposed Water Distribution System for the 1956 Water ori motion Project", had resulted with 4 voting for the motion and 4 voting against, it became the ofllast duty of the Mayor to cast the deciding vote, whereupon he stated he would like to have m eting, some time to study this question and the Council voted to have an adjourned session on !July 140 1958s at 7:30 P.M. so that the Mayor would have plenty of time for consideration. The Mayor stated that after a thorough study and consideration that he was ready to cast) his vote against the passage of the motion which, of course, defeated -the motion by a Note of 4 votes for and 5 votes against. The purpose of the adjourned meeting having been accomplished, Alderman Walker moved to adjourn. The motion was seconded by Alderman Burgin and passed unanimously, whereupon th< Mayor declared the meeting adjourned. Ilderman Lunsford reported that the Finance Committee had approved the bills and moved they be allowed as approved. The motion was seconded by Alderman Hatfield and passed unanimously. Signs Alderman Lunsford reported that the .Street Committee had recommended that the new Church for of Christ, located on Lev.erett Avenue, be permitted to place three directional signs at New ChurchI arious places within the City limits as recommended by the City Building Inspector. of 'Cheist. Alderman 'unsford then moved that the Church of Christ, located on Leverett Avenue, be given permission to place these signs as recommended by the Street Committee and City Building Inspector. The motion was seconded by Alderman Burgin and passed unanimously.. Ngo action Alderman Burgin reported that the Civil Service Commission had not called a meeting since onlsalary ',the question of increasing the salary of the policemen and the full time paid firemen of Fire- �h ad been referred to them and since the Chairman of the Finance Committee was out of men and the City, no action had been taken on that question. Police. Alderman Burgin moved to accept the recommendation of the Police Department which was to No Park prohibit parking on the south side of Dickson Street between North East Avenue and North o I College:Avenue, during the hours of heavy traffic, from 4:00 P.M, until 6:00 P. M. and Dickson. Ito put this into effect immediately. The motion was seconded by Alderman Hatfield and passed unanimously. Relquest A group of citizens living in the vicinity of the area just north of Lake Fayetteville for aid appeared before the Council requesting City aid in blacktopping a road between the Old i>Iblack. Wire Road and North Highway 71 and lying just north o•f Lake Fayetteville. to in They reported that it would cost the City 20 ¢ per running foot for. a distance of appr road, litreet mately one mile. After a brief discussion, Alderman Burgin moved to refer this to the Committee for study and report. The motion was seconded by Alderman Williams and passed unanimously. Drainage A large group of citizens living in the vicinity of Oakland Avenue appeared before the problem Council with a petition requesting that something be doneftake care.of the water drainage onl in that area. They reported that a great deal of property was being damaged due to the Oakland present conditions existing in that area. Avenue. Aftera long discussion, Alderman Barnhart moved that the Street Committee, City Engineer, and City Attorney investigate this and report at the next meeting. The motion was seconded by Alderman Williams and passed unanimously. Bldg. Alderman Lunsford moved that the City Building Inspector be authorized to issue a Building Permit Permit to Mr. Buck Savage to erect a new residence provided that Mr. Savage secure and for present to the City acceptable deeds for a thirty (30) foot right of way for a street Buck extending west from North Walnut Avenue. Salvage. The motion was seconded by Alderman Walker and passed unanimously. Sewer Alderman Lunsford moved that the Mayor and City Clerk be and they-�are hereby authorized to Contract execute a formal contract of employment with Marion L. Crist & Associates, Little Rock, to Arkansas, to perform professional engineering services in connection with construction of Crist, all sewer lines, disposal plant, and lift pumps for the 1958 Water & Sewer Improvement Project. The motion was seconded by Alderman Williams and upon roll call the following vote was recorded: "Aye" Barnhart, Burgin, Lunsford, Williams, Hatfield, and Walker. Nay" None.
