Alderman Walker moved that the Council negotiate with engineers to supervise the work on
the new Waterworks and Sewer System as follows:
1. W. R. Holway and Associates, Tulsa, Oklahoma, for the Dam, Transmission Line, and
Filter Plant.
To negotiate 2. John Mahaffey for Distribution System under supervision of W. R' Holway and Associates•
with engineers 3. Marion L. Crist and Associates, Little Rock, Arkansas, for All'Sewer Lines, Disposal
for suplervision Plant, and Lift Pumps.

which several changes were suggested, Alderman Walker,with Alderman Burgin's approval,
withdrew his motion.
Alderman Williams then moved that the Water and Sewer Committees shall proceed to negot-1
iate and recommend for Council approval a formal contract of employment with W. R. Holway
and Associates to perform professional engineering services in connection with construct=
ion of the dam, pumping station, pipeline, filter plant and water distribution system
for the 1958 Water & Sewer Improvement Project..
The motion was seconded by Alderman Burgin and passed unanimously] -
Alderman Barnhart then moved that the Water and Sewer Committees shall proceed to
negotiate and recommend for Council approval a formal contract of employment with
Marion L. Crist & Associates, Little Rock, Arkansas, to perform professional engineering
services in connection with construction of all sewer lines, disposal plant, and lift
pumps for the 1958 Water and Sewer Improvement Project.

City Clerk Alderman Smith then moved that the Mayor and City Clerk be authorized to execute a release
to execute of the lien on the real estate owned by Horrier Winkler and Euna Winkler (Man and Wife)
release of pursuant to an agreement for sidewalk construction dated July 31, 1953a
lien. l The motion was seconded by Alderman Walker and passed unanimously.
There being no further business, Alderman Smith moved to adjourn. The motion was seconde
by Alderman Walker and passed unanimously, whereupon the Mayor declared the meeting
adjourned..

Present: Mayor J. Austin Parish,.City Clerk George J. Davis, City Controller Albert J.
Jones, City Engineer W. C. Smith, and Aldermen': Barnhart, Smith, Burgin, Lunsford,
Williams, Hatfield, Kent, and Walker. Absent: None,
The Mayor reported that the purpose of the meeting was to reconsider the proposal of
Mahaffey and McGoodwin for engineering of the Water Distribution System of the 1958
Waterworks and Sewer System Project and that all members had been notified by telephone
After a brief discussion, Alderman Lunsford moved that the Water and Sewer Committees
negotiate a formal contract, subject to Council approval, with John Mahaffey and
L. M. McGoodwin to perform professional engineering services in connection with the
proposed Water Distribution System, for the 1958 Water Project.
The motion was seconded by Alderman Barnhart and after a brief discussion, the followir
vote was recorded: "Aye" Smith, Lunsford, Williams, and Kent. "Nal" Barnhart, Burgin,
Hatfield, and Walker. Since there were four."Ayes" and four "Nays' it became the Mayor'

The Mayor stated that the purpose of the meeting was to consider the employing of an
engineer(or engineers) to.supervise the work on the new Waterworks and Sewer System and
that all members of the Council had been notified both by letter and by telephone.
Alderman Smith introduced a proposed ordinance, which was read by the City Attorney,
entitled,"AN ORDINANCE TO ALLOCATE CONSTRUCTION FUNDS DERIVED FROM THE ISSUANCE OF WATER

After a long discussion, Alderman Smith moved that the ordinance•be placed on its first
defeated.

vote was recorded: "Aye" Smith, Lunsford, and Kent. "Nay" Barnhart, Burgin, Williams,
Hatfield, and Walker. There being five "Nays" and only three "Ayes", the Mayor declared
