The City Council of Fayetteville; Arkansas, met in'regular session on Monday, June 9,
19589 at 7:30 P.M.
• Present: Mayor J. Austin Parish, City Clerk George J. Davis, City Controller Albert J.
Jones, City Attorney A. D. McAllister Jr., City,Engineer IV, C. Smith, Chief of Police.
Pearl Watts, Fire Chief Burl Skelton, and Aldermen: Barnhart, Smith, Lunsford, Williams,
Hatfield, Kent, and Walker.
' Absent: Alderman Ellis Burgin.
The minutes of the regular meeting on Monday, May 26, 1958, were read"and approved.
lderman Kent reported that the Finance Committee had approved the bills, and moved they
e allowed as approved. The motion was seconded by Alderman Lunsford and passed unanimously.
Mr. Bill Morton appeared before the Council and explained a pension and retirement plan.
New pension for City Employees, who are not covered by a pension plan at the present time other than
and ret, ement Social Security, whereby the Employee and City each contribute a certain amount each
plan for City month into a retirement fund.
Employees After a long discussion, Alderman Kent reported that the Finance Committee had recommend
adopted. ed that a retirement program for City Employees who are not now covered under the Police
men's and Firemen's Plans be adopted as outlined by Mr.. Morton and in accordance with
the outline as follows:
1. Employee contributions be authorized effective May 31st
2. Contributions by.the City be included in the 1959 budget.
3. The City be permitted to deposit any funds which may be available during the year 1958.
4. That the Mayor be authorized to negotiate with Mr. W. C. Morton*Jr, any papers necessL
ary for carrying out these recommendations.
5. And that this Plan be offered to eligible employees With the understanding that the
funds deposited by the City are in excess of what would be required to provide normal
salary increases for 1959.
Alderman Kent then moved to accept the recommendation of the Finance Committee and adopt
the retirement plan as outlined above.
The motion was. seconded by Alderman Walker and passed unanimously.
Mayor tolattend Alderman Williams moved that the Mayor be authorized to attend a meeting of the Arkansas
meeting of Municipal League's Traffic Committee in Little Rock on Wednesday, June 11th at 10:00 A.M
Municipal League The motion -was seconded by Alderman Lunsford and passed unanimously.

Committee. The City Clerk presented a plat for a sub -division to be known as "Meadowlark Addition"
lying in the newly annexed property on the south side of the City.

After a brief discussion, Alderman Kent moved that the rules be suspended and that the
confirmed. ordinance be placed on its second reading.
The motion was seconded by Alderman Williams and passed unanimously.
The City Clerk then read the Ordinance for its second time.
Alderman Kent then moved that the rules be further suspended and that the Ordinance be
placed on its third and final reading. The motion was seconded by Alderman Walker and
passed unanimously.
The City Clerk then read the Ordinance for the third and last time.
The Mayor then declared the Ordinance open for discussion. There being no further dis-
cussion, the Mayor asked the question,"Shall the Ordinance pass"?
Upon roll call the following vote was recorded, "Aye" Barnhart, Smith, Lunsford, William
Hatfield, Kent, and Walker. "Nay" None. There being seven "Ayes" and No "Nays", the
Mayor declared the Ordinance passed and it was given the number of 1175.

AN ORDINANCE TO ACCEPT AND CONFIRM THE DEDICATION OF ALL STREETS, ALLEYS AND EASEMENTS,
IN MEADOWLARK ADDITION TO THE CITY OF FAYETTEVILLE, ARKANSAS.
WHEREAS, there has been duly presented to the City Council of the City of Fayette -
Ordinance ville, Arkansas, a plat dated April,1958, known as Meadowlark Addition to the City of
No. 1175. Fayetteville, Arkansas, and being a part of the Northwest Quarter of the Northwest
Quarter; part of the Northeast Quarter of the Northwest Quarter; and part of the North-
west Quarter of the Northeast Quarter; Section 28, Township 16 North, of Range 30 West
of the 5th Principal Meridian, by which the owners of the platted real estate have
dedicated for the public use the streets, alleys, and easements shown upon said plat; a
WHEREAS, the City Planning Commission of the City of Fayetteville, Arkansas, has
recommended the acceptance of said plat.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL•OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
SECTION 1. That the City of Fayetteville, Arkansas, hereby accepts and confirms
the dedication of all streets, alleys, and easements, dedicated in Meadowlark Addition
the City of Fayetteville, Arkansas, and hereby declares said streets, alleys and ease-
ments, to be public streets,.alleys, and easements; and the said City Council hereby
assumes the care, control and jurisdiction of the same.
SECTION 2. That this ordinance shall take effect and be in force and effect from
and after its passage, approval and publication.
Dated this 9th day of June, 1958.

lderman Walker moved that the Board of Public Affairs be requested to prepare specific=
tions and advertise—for bids for a new truck chassis to replace this truck,

here being no further business, Alderman Hatfield moved to adjourn,

The City Council of Fayetteville, Arkansas, met in regular session on Monday, June 23,
1958, at 7:30 P M.
Present: Mayor �. Austin Parish, City Clerk George J. Davis, City Controller Albert J.
Jones, City Attorney A. D. McAllister Jr., City Engineer W'. Co Smith, Chief of Police
Pearl Watts, Fire Chief Burl Skelton, and Aldermen: Barnhart, Smith, Burgin, Lunsford,
Williams, Hatfield, Kent, and Walker. Absent: None.
The City Building Inspector reported that a Mr. Carroll Elkins has made application to
him for permission to erect three Church of Christ Directional Signs at various places
in the City.
The Building Inspector stated that he had investigated the proposed sign locations and
recommended that the State Highway Department be consulted about those that would be
erected on a State Highway Right of Way and that the matter be referred to the Street
Committee. No further action was taken.
lderman Burgin reported that he had a letter signed by all the full time paid firemen
lary and one from the members of the Police Dept. requesting a substantial raise in their
rease base pay from $260.00 per month to $300.00 per month.each.
Fire- Fire Chief Burl Skelton, Chief of Police Pearl Watts, and several members of the Fire

Alderman Walker reported that the hangar at the Municipal Airport needed a new roof
