The City Council of Fayetteville, Arkansas, met in regular session on Monday, April 28,
1958, at 7:30 P.M. and was opened with a prayer by Dr. Walter Johnson, Pastor of the
University Baptist Church of Fayetteville.
Present: ayor J. Austin Parish, City Clerk George J. Davis, City Attorney A. D. McAlli
ter Jr., City Engineer W. C. Smith, Chief of Police Pearl Watts, Fire Chief Burl Skelto'
and Aldermen: Barnhart, Smith, Burgin, Lunsford, Williams, Hatfield, Kent, and Walker.
Absent: City Controller Albert J. Jones.
The minutes of the regular session on Monday, April 14, 1958, and of the two special
sessions on, Friday, April 18, 1958 were read and approved.
Mr. Fred Hunt and others appeared before the Council in regard to an Off -Street Parking

parking) lot. Mr. Hunt reported that the Chamber of Commerce Off -Street Parking Committee recom-
mended that the City purchase some property near the square on East Avenue and convert

After a lengthy discussion, Alderman Williams moved that the Mayor appoint a committee
from the Council to meet with the committee from the Chamber of Commerce to study this
problem and report at the next regular meeting of the Council.
The motion was seconded by Alderman Hatfiel1_gr}d passed unanimously, whereupon the
Mayor appointed Aldermen Lunsford, Williams,A nd�Kent to serve on the committee.

Alderman Hatfield then,moved that the proposed ordinance be referred back to the
Committee who prepared it, to be referred back to the grocerymen with the Council
recommendation that they reach a "Gentlemen's Agreement" to not,open their stores on
Sunday until 1:00 o'clock P.M.
The motion was seconded by Alderman Lunsford and upon roll call the following vote was
recorded: "Aye" Burgin, Lunsford, Williams, Hatfield, Kent, and Walker.
"Nay" Barnhart and Smith. There being six "Ayes" and only two "Plays", the Mayor
declared the motion passed.
The Mayor read a letter of resignation from Mr. Homer L. Pearson from the Hospital
Board. The Mayor reported that after discussing this with the authorities at the City
Mrs. Meenen Hospital, he recommended that Mrs. Henry Meenen be appointed to this vacancy:r.

The Mayor announced that this was the time set for hearing protests, objections and sug-
gestions concerning Ordinance No. 1166, passed and approved by the City Council of the
City of Fayetteville, Arkansas on April 18, 1958, and concerning the issuance of Water -
Works and Sewer Refunding and Construction Revenue Bonds authorized and ordered issued
thereby and that all members of the Council had been notified both by letter and by
telephone but Alderman Ellis Burgin had reported he would be unable to attend because he
w'4• would be out of the City.
The Mayor also stated that a copy of the ordinance together with notice of the adoption
• thereof, the contemplated issuance of the bonds, and of the meeting on this date for
hearing protests had been duly published as required by law.
He then called upon anyone present who desired to do so to present protests, objections
or suggestions.
A long discussion and explanation of the ordinance followed after which the Mayor stated
that as there was nofurther business, he declared the meeting adjourned.

The City Attorney presented a_.plat which was a replat of Lot 5, Block 2 and Lot 5, Block
