HomeMy WebLinkAbout1957-10-28 Minutes• 0 275 The City Council of Fayetteville, Arkansas, met in regular session, Monday, October 26, 1957, at 7:30 P.M. Present: Mayor Roy A. Scott, City Clerk George J. Davis, City Attorney A'., D. McAllister, City Engineer W. C. Smith, Chief of Police Pearl Watts, Fire Chief Burl Skelton, and Aldermen: Richardson, Parrish, Holland, Lunsford, Williams, Bissett, Kent, and Alexander Absent: City Auditor Albert J. Jones. The minutes of the regular meeting on Monday, October 14, 1957, were read and approved. Alderman Parrish left at 8:00 P.M. Petition to The City Clerk read a petition signed by a number of citizens living in the area of changethe School Avenue and Spring Street, requestin the changing of the stop light at School traffic light A"venue and Spring Street to either a four �4) way"stop and go" intersection, posted wits at signs, or to a flashing red signal, due to the .traffic not being heavy enough to warrant School use of the present traffic signal, especially during daylight hours. & Alderman Williams moved to refer this petition to the Street Committee. Sprina St. The motion was seconded by Alderman Richardson and passedunanimously. the City Clerk then read a petition signed by several citizens living on"Baxter Lane"' Petition for 'requesting that "No Parking"Zones" be established for both sides of Baxter Lane extendir No-Parling on from North College Avenue eastward to the alley running north,aof. approximately 100 feet Baxter Lane Alderman Alexander moved to refer this petition to the Street Committee. The motion was sed'onded by Alderman Richardson and passed unanimously. Mr. Lynn Smith and others appeared before the Council and requested that parking be Problem of pro4ibited on the west side of Garland Avenue between Maple and Cleveland Streets. No -Parking on They stated that, since that is also the route of State Highways 16 and 112, the traffic west side of is heavy and parking on the west side creates a hazard. Garland. The Mayor reported that he had discussed this problem with the University of Arkansas Traffic Department and that the University has plans to provide parking space along this street in the near future. After a brief discussion, Alderman Bissett moved to refer this to the Street Committee: for study and report. The motion was seconded by Alderman t;unsford and passed unan imously. Alderman Richardson reported that the Finance Committee had approved the bills and }�}oved that they be allowed as approved. ,_ he Motion was seconded by Alderman Alexander and passed unanimously. The Water Superintendent, W.. C. Smith, presented a request from a possible industry to Water problem be located near Fayetteville for supplying 400 gallons per minute of treated water, for nem He stated that this rate would involve over one half million gallons per day if the plar industry operated 24 hours per day. He also stated th`a't he could not give the concern a definite answer in view of the fact that this amount of water could be furnished during the 3 or 4 summer months only by the curtailing of the use of water for sprinkling and other uses within the city. The Water Superintendent requested an expression from the Council as to their willingnes to approve the furnishing water to the prospective industry on such a basis. After a brief discussion, Alderman Williams moved that the Mayor requEt the Citizens Committee, working on a larger water supply for,Fayetteville, meet within a week or ten days and to present this problem to them and get an expression from this Committee; and that the Water Superintendent notify the prospective concern that a definite answer as to the City furnishing water will be given at a later date. The motion was seconded by "'lderman Lunsford and passed unanimously. The City Attorney then read a proposed ordinance entitled, "AN ORDINANCE TO REPEAT; ORDINANCE NO. 1139, PASSED AND APPROVED ON THE 22ND DAY OF JULY, 19571'. Ordinance Alderman Lunsford moved that the rules be suspended and the ordinance placed on the No. econd reading. 1151 he motion was seconded by Alderman Williams and passed unanimously. The ordinance was then read for the second time. Alderman Williams moved that the rules be further suspended and the ordinance placed on the third reading. The motion was seconded by Alderman Alexander and passed unanimously. The Ordinance was then read for the third and last time. The Mayor then declared the Ordinance open for discussion. There being on discussion,the Mayor asked the question,"Shall the Ordinance pass?" Upon roll call the following vote was recorded: "Aye" Richardson, Holland, Lunsford, Williams, Bissett, Kent, and Alexander. "Nay" None. There being seven "Ayes" and No "Nays", the Mayor declared the Ordinance passed. Copy of Ordinance No. 1151. AN ORDINANCE TO REPEAL ORDINANCE N0. 1139, PASSED AND APPROVED ON THE 22ND DAY OF JULY, 1957. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. That Ordinance No. 1139, passed and approved on the 22nd day of July, 1957, be and the same is hereby repealed. Where being no further business, Alderman Lunsford moved to adjourn. Scott, City Clerk George J. Davis, City Auditor A-lbert J. Jones, ncil City Engineer W.C. Smith, City Attorney A. D. McAllister Jr., and Alderman Richardson, Parish, Holland, Lunsford, Williams; Bissett, and Alexander. Absent: Chief of Police Pearl Watts, Fire Chief Burl Skelton, and Alderman Dale Kent, The Mayor reported that all members of the Council had been notified and that Alderman Kent was unable to attend, due to the illness of one of his employees. The Mayor reported that the purpose of the special meeting was to decide whether or not the City could furnish treated water up to one-half million gallons per day for a new industry which has expressed a desire to locate near Fayetteville. Mr. W. C. Whitfield and several citizens$ representing the Citizens Committee of the Chamber of Commerce, appeared before the Council and discussed this problem. Water Mr. Whitfield stated that a Mr. George Bazore, representing a large company, wished to If for build a poultry processing plant near Fayetteville, in the Johnson Area, if the City ew could furnish the required amount of water which would start with approximately two ultry hundred fifty thousand (250,000) gallons• per day and increase to about'one-half million ocess-ing gallons per day when running full capacity which vo uld be about July 1, 1959. ant. The Water Superintendent was asked if we'could guarantee the Company one-half million gallons of treated water per day and he stated that we could not without restrictions being made during the summer months but we would do everything within our means if the company decided to locate near Fayetteville. Alderman Alexander moved to accept the recommendation,of the Water Committee of the Council.and a committee from the Chamber of Commerce, which was to'furnish the treated water to the new, industry to the amount of one-half million gallons,.per day by. July 1, 1959. The motion was seconded by Alderman Holland and passed unanimously. The Mayor then reported that the purpose of the meeting had been accomplished and declared the meeting adjourned.
