The minutes of the regular meeting on Monday, September 23, 1957, were read and approved! Attorney David Burleson appeared before the Council with a Transcript -and Court Order foj the annexing of 48.4 acres, located near the Northeast corner of the City and between th( nexA Old r -i Road and Highway 71. 1 .4ocresmrVI llted a proposed ordinance �� entitled,"AN ORDINANCE ACCEPTII TERRITORY ANNEXED TO TIE CITY OF FAYETTEVILLE, ARKANSAS', ASSIGNING SAID TERRITORY TO ity ;YARDS, AND FOR OTHER PURPOSES", which he read at the request of the Council. Alderman Richardson moved that the rules be:suspoended and the Ordinance be paaced on the second reading. The motion was seconded by Alderman Kent and passed unanimously, whereupon the Ordinance was read in its entirety for the second time. Alderman Parish moved that the rules be further suspended and the Ordinance be placed on� the third reading; 'he motion was seconded by Alderman Holland and passed unanimously. he Ordinance was then read in its entirety for the third and last time. The Mayor then declared the Ordinance open for discussion. There being no discussion, the Mayor asked the �uestion, " Shall!.the Ordinance pass?" Are George'Faucette and a group of parents, representing the Washington School Parent;. leachers Association, appeared before the Council in regard to the traffic problem around ;hat school. they recommended that the Council either place a'traffic light at Forrest Avenue and Maple; 1treet or change to One -Way traffic around the school. lfter a lengthy discussion, this was referred to the Street Committee. Mrs. Maurice McClelland and a group representing the Parent Teachers Association Council PTA of Fayetteville, appeared before the Council and recommended that traffic rules and reg- ulations be more rigidly enforced with respect to age of teen-agers for driving license, Council car checks for safety, speed, etc. and recommended a larger fine for young drivers from before 14 to 16 years of age. City The City Attorney recommended that the P.T.A. Council write a letter to the Municipal Council Judge recommending this and to file a copy of this letter with the City Clerk also. After a lengthy discussion, Alderman Holland moved that the City Council go on record as approving this action by the P.T.A. Council. The motion was seconded by Alderman Parish and passed unanimously. . F •.. 271 The City Building Inspector appeared before the Council and reported that both parties wished more time to work out the problem of the alley between Fairview Street and • Williams Street, due to the fact that Attorney E.J. Ball was out of town. He also reported that Mayor Scott had contacted Mr. Hugh Boggs about the possibility of rounding off the corner on the West side of the existing alley at the intersection of Fairview Street. The City Attorney reported that he had a letter from the Branche Machine Co, stating City Fthlgging that if the City would accept their guarantee,on the overhaul work on the Fogging Machine to Machine, they would deliver it immediately and work out an agreement with the be deliver- Martin Smith Co. for their pay, ed bey Branche Co. Attorney Karl Greenhaw appeared before the Council representing Mr. Ward Ramey,who had appealed from the Baard of Adjustment to the City Council, concerning the building of a double carport which conflicts with the City Zoning Ordinance. U.Of to The City Clerk presented a Quitclaim Deed from the University of Arkansas to the City of Deed for Fayetteville for a strip of land 10 feet wide along the North side of Hefley Street, 10 fee for which the University had previously agreed to give, for street purposes. The public hearing on the Billy'Duncan Petition to rezone a portion of Block 37 on the north side of the City Hospital, which had been approved by the City Planning Commission was held at this time. The motion was seconded by Alderman Alexander and passed unanimously. The Ordinance was then read in its entirety for the third and last time. Dozier, deceased, pursuant to contract dated June 21, 1957, for repair and in I installation of a roof on the pump station plant, into the registry of the Court in Chancery order that the parties rightfully entitled thereto may be determined. The various Court! claimants being, Dyke Lumber Co., First National Bank, McCartney-Lewis-Faucett.e Inc., Henry Drain, Paul Watkins, Robert Drain, and Gleece McConnell.. The motion was seconded by Aldermm Alexander and passed unanimously. The Mayor presented a proposed ordinance which was submitted by the Attorney General, Bruce Bennett. The Mayor referred this to the Ordinance Committee for study. • The City Attorney then reada letter from Mr. Fred Voget requesting the regulation of truck traffic on North Street. The letter was referred to the Street Committee:. The Mayor reported that he had a letter from Mr. Victor Russum, resigning from the Civil Service Commission, effective immediately, and recommended the Council appoint Mr. Earl Hall to fill this vacancy.
