That the City of Fayetteville, Arkansas, hereby accepts and confirms the Ord. dedication of all streets, alleys, and easements, dedicated in Center Addition, # Fayetteville, Arkansas; and 'hereby declares said streets, alleys, and easements, to be 1144 public streets, alleys, and easements; and the said City Council hereby assumes the care Center control, and jurisdiction of the same. Add. Section 2. That this Ordinance shall.take effect and be in force and effect from andnafter its passage, approval and publication. Thornbur; lalsell requesting the opening of Halsell Street, Street, Alderman Bissett moved to refer this back to Mr. Thornsbury with the understanding that if Mr. Thornsbury can obtain the satisfactory right of way, the City will open the stree- as soon as money is available. The motion was seconded by Alderman Williams and passed unanimously. The Mayor then read a letter from Mr. William S. Bonner to the Secretary of the Planning Commission, in which Mr. Bonner stated that the University of Arkansas had submitted an Kapplication to the Urban Renewal Administration, Housing and Home Finance Agency, for an Urban Planning Grant to assist with the development of the Fayetteville Planning Progrpm Mr. Bonner also stated that this application should be initiated on the City Program about January 1, 1958, according to the University's experience with the federal agency on previous applications. The City Engineer recommended that Mr. Julian Stewart be further employed by the City :wart until he is called into the military service. 3r Alderman Bissett moved that the Council acceAt the recommendation of the City Engineer red. and continue to employ Mr. Stewart as Assistant City Engineer until he enters the klilitary Service, he motion was, seconded by Alderman Alexander and passed unanimously. The minutes of the regular meeting on Monday, August 26, 1957, were read and approved. The City Attorney reported that he had checked the proposed ordinance which Attorney e (W. M. Murphy had brought before the Council on August 26, 19579 concerning the taxi -cab fare and base area, and that;:was satisfactory, both as to the price to be charged, and the base area. The City Attorney then read the proposed ordinance entitled,"AN ORDINANCE TO AMEND ORDINANCE NO, 910 OF THE CITY OF FAYETTEVILLE, ARKANSAS, REGULATING AND FIXING FARES OR ARIFFS TO BE CHARGED BY THE PUBLIC PASSENGER CARRIER IN THE CITY OF FAYETTEVILLE, ARKANSAS, PRESCRIBING PENALTIES AND OTHER PURPOSES". Alderman Lunsford moved that the Ordinance be passed. The motion was seconded by Alderman Holland and passed unanimously, whereupon the Mayor declared the ordinance passed. Alderman Williams moved that the emergency clause be adopted. The motion was seconded by Alderman Lunsford and passed unanimously, whereupon the Mayor declared the emergency clause adopted. N ORDINANCE TO AMEND ORDINANCE N0. 910 OF THE CITY OF FAYETTEVILLE, ARKANSAS, REGULATIN, ND FIXING FARES OR TARIFFS TO BE CHARGED BY THE PUBLIC PASSENGER CARRIER IN THE CITY OF AYETTEVILLE, ARKANSAS, PRESCRIBING PENALTIES AND OTHER PURPOSES. WHEREAS, all persons, firms, and corporations operating taxi cabs in the City of tteville , Arkansas, have agreed and consented and have shown cause whereby the s should be raised. And for their other services, and whereas, the City Council of City of Fayetteville has made a careful study of rates and fares to be charged by -cabs that will give the public reasonable rates with a fair return to the taxi operators. Sincerely yours, (S) Heydon Lewis Alderman Bissett reported that the Street Committee and City Attorney had studied the Rodgers contract offered by Richard and Lucille Rogers pertaining to opening a street to be Drive known as "Rodgers Drive" and they objected to the contract because the City does not contract provide retaining walls and the street would be too narrow. rePased. Alderm@,n Bissett then moved that the City not enter into a contract with Richard and Lucille Rogers in .the construction of a street to be known as "Rodgers Drive" because of the objections stated by the Street Committee and the City Attorney. The City Attorney then read a letter from Mr. Glenn Zimmerman, Direc"tor of the Municipal League, in which he stated that under the new State Law, it would be unlawful to collect for City License Tags after October 1, 1958, therefore the City can collect for only 3,/4 of a year in 1958, which in our case will be $3.75. There being no further business, Alderman Richardson moved to adjourn. The motion was seconded by Alderman Holland and passed unanimously, whereupon the Mayor declared the meeting adjourned. The City Attorney then read a letter from the Martin -Smith Co. in which they stated they would furnish a new machine for $1,895:00 less the $795.00 already paid them by the City for the overhauling of the old machine, provided the City would buy insecticide concen- trate from their company to the amount of $1,072P.50. After a lengthy discussion, the Council instructed the City Attorney to write the Martin-�ith Co., requesting immediate delivery of the old machine, overhauled and in First Class Condition.
