GAGE AVIS, CITY. CLERK and Mr. William Morton stated that the cost of these improvements would cost approximately Airport #115,000.00 of which the Federal. Government would furnish $57,000.00. I�prove- Mr. L.L. Baxter, Mr. Ellis Shelton, and others spoke on the urgency of these improvement ments. Only those persons authorized to do'plumb- ing may be issued permits. CLERK `,r. Elliott, representing the St.Louis & San Francisco R. R. Co.,appeared before the Plumb. Council with a problem relative to the installing of some plumbing in one of the'Company permit puildings,located in Fayetteville, for the benefit of Railroad Employees. R.R,Co. He stated.the Railroad Company had been refused a plumbing permit because the Company {lumbers did not have a city plumbing license and the Company cannot employ local plumbers because they are not allowed to employ any workers who do not belong to the Union. He further stated the plumbing will be done according.to the City Plumbing Code and subject to the inspection of the City Plumbing I#spector. A brief discussion followed during which the City vlumbing Inspector stated that a city.' plumbing license is required of all plumbers working in the City. The Council instructed the City Attorney to draft an ordinance whereby the Railroad Compan, could do this work without their plumbers obtaining a city plumbing license. the Council then proceeded to other business. Mr. Brian Walker appeared before the Council with a plat for opening 15th Street from Highway 71, East. After a brief discussion, the Council agreed to accept the plat provided Mr. Walker could obtain the deeds from the landowners for the necessary right-of-way. QBE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. What Section 4 of Ordinance No. 10IL49 passed and approved January 2,1952, be ander same is hereby amended to read as follows: Section 4. That Section 2.1.3 shall be added to the Arkansas State Plumbing ode adopted by the City of Fayetteville as follows: Sec. 2.1.3. Applications, Permits. a. Plumbing permits or service connection permits shallbe granted only nce to a licensed master plumber or his authorized representative; except as provided above 7 in this ordinance. c. All railroads now serving the City of Fayetteville, Arkansas, employing their own qualified crews for plumbing work on property owned by the railroad concerned are hereby exempt from the requirements of this section except that such plumbing work must be subject to inspection and approval by the City Plumbing Inspector and the permit fees described in paragraph b. above shall be paid as herein provided. Section 2. That all ordinances or parts of ordinances in conflict herewith 'are hereby repealed and this ordinance being necessary for the public health and safety; an emergency is hereby declared to exist and this ordinance shall be in full force and effect from and after its passage and approval. APPROVED: Glia(i) telaty"WAVi6l iliiTW'LCLEW — The City Building Inspector appeared before the Council in regard to the problem of an awning to be placed over the sidewalk at the Uzark Theater Building. bue to the height of this'awning, the Building Inspector stated he could not issue a building permit for this awning if it projected over a public sidewalk. I This was referred to the City Attorney to determine whether this sidewalk is public or private. Alderman Alexander reported the Buildings Committee had met with the Building Inspector in reference to the building annex to the General Supply Co. building as presented by Mr. Carl Tune, The Building Inspector stated that he and the Committee believed that Mr. Tune should be t permitted to complete the building according to present plans because he had planned and do started the work prior to the passage.of the present Building Code. The Committee recommended that the Fayetteville City Council authorize the uuilding Inspector to issue a building permit to the General Supply Co. and allow them to complet their proposed enlargement under the old Building Code. Alderman Holland moved the Building Inspector be authorized to issue a building permit to the General Supply Co. for the completed extensions as recommended by the Buildings Committee. The motion was seconded by Alderman Bronson and passed unanimously. The City Clerk then read a letter from Mr. F. F. Stice, General Manager of the Fulbright Wood Products Co. of Fayetteville, outlining the need of 375 feet of six (6) inch water lines which they wish the City to lay from the junction of Razorback Road and Highway 62 West on the property of the Fulbright Wood Products Co, in lieu of the p_...1Lnt 4 inch lines now in use. After a brief discussion, Alderman Williams moved that the City Engineer and Water Committee confer with Mr. Stice in regard to this problem. The motion'was seconded by Alderman Holland and passed unanimously. Alderman Lunsford moved that parking on Campbell Avenue be restricted on East side and Par Ing, limited to "Parking on West Side Only" onl The motion was seconded by Alderman Bissett and passed unanimously. No Goldfish or other species of carp shall be used for bait when fishing in Lake FAyettville. Limits and size of fish shall conform to State Laws. WHEREAS, it appears that location of said liquor store at the corner of College Avenue and Trenton Street would likely cause an increase in the traffic congestion near said intersection, and WHEREASp the proposed location of said liquor store would be in close proximity to the City Recreation Area, The City Swimming PooY and other establishments Visited by the great majority of the youth of the City of Fayetteville. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS. 1..
