The City Council of Fayetteville, Arkansas, met in regular session Monday, May 27019572
• at 7:30 P.M.
Present: Mayor Roy -A. Scott, City Clerk George J. Davis, City Auditor Albert J. Jones,
City Attorney A. D. McAllister, City Engineer W. C. Smith, Chief of Police Pearl Watts,
Fire Chief Burl Skelton, and Aldermen Richardson, Pariah, Holland, Lunsford, Williams,
' Bissett, Bronson, and Alexander.
The minutes of the regular meeting of Monday, May 13, 19570 were read and approved.
Alderman Bronson then moved that the ordinance,'ttT9 ACCEPT AND CONFIRM THE DEDICATION OF
ALL STREETS, ALLEYS, AND EASEMENTS IN GREEN VALLEY ADDITION TO THE CITY OF FAYETTEVILLE,
RKANSAS", be placed on the second reading.

Addition (recorded: Aye Richardson, Parish, Holland, Williams, and Bronson. Nay Lunsford,
Bissett, and Alexander.
There being five "Ayes" and three "Nays", the Mayor declared the motion passed and the
ordinance was read for the second time.
After a brief discussion, Alderman Williams moved that the rules be suspended and the
ordinance placed on the third reading.
The motion was seconded by Alderman Holland and upon roll ca 1T the following vote was
recorded: "Aye" Richardson, Parish, Holland, Williams, and Bronson.
!'Nay" Lunsford, Bissett, and Alexander.
The City Attorney then explained that the vote being five in favor of the motion and
three opposed, the motion to suspend the rules failed for lack of the required 2/3
majority vote for passage, therefore the ordinance could not be placed on the third
treading until the next meeting of the Council.
After a brief discussion, during which Mr. Clay Yoe urged action as soon as possible on
this ordinance# Alderman Lunsford stated that since the final vote on the ordinance
would probably be five for and three opposed, that he wished to change his vote on the
preceding motion"to suspend the rules"from "Nay" to "Yes" in order to give the required
2/3 majority.of six votes in favor thereby placing the ordinance on the third and
final reading.
The Ordinance was then read in its entirety for the third and ]last time.
The Mayor than asked the question "Shall the ordinance pass,?"
Upon roll call the followin� vote was recorded "Aye" Richardson, Parish, Holland,
Williams, and Bronson. "Nay' Lunsford, Bissett, and Alexander.
There being five "Ayes" and three "Nays", the Mayor declared the Ordinance passed.

Ord. 1135 AN ORDINANCE TO ACCEPT AND CONFIRM THE DEDICATION OF ALL: STREETS, ALLEYS AND EASEMENTS
IN GREEN VALLEY ADDITION TO THE CITY OF FAYETTEVILLE, ARKANSAS.
WHEREAS, there is duly filed in the office of the Circuit Clerk and Ex -Officio
Recorder for Washington County, Arkansas, a plat known as Green Valley Addition, and
being a part of the Southeast Quarter of the Southeast Quarter and the Northeast Quarter
of the Southeast Quarter, Section Four, Township Sixteen North, Range Thirty West of the
5th Principal Meridian, and which the owners of the platted real estate have dedicated
for the pubiLic use the streets, alleys, and easements shown upon said plat.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS.
Section 1. That the City of Fayetteville, Arkansas, hereby accepts and confirms
the de ca on of all streets, alleys and easements dedicated in the Green Valley Addit
ro the City of Fayetteville, Arkansas, and hereby declares said streets, alleys, and
easements to be public streets, alleys and easements; and the said City Council hereby
assumes the care, control and juriddiction of the same.
Section 2. That this ordinance shall take effect, and be in force and effect from
and after its passage, approval and publication.
PASSED AND APPROVED THIS 27th day of May, 1957.

The City Attorney then introduced a proposed ordinance entitled," AN ORDINANCE AMENDING
ORDINANCE N0. 1008 APPROVED OCTOBER 229 19519 REZONING AND ADOPTING BY REFERENCE THERETC

Alderman Richardson moved to place the ordinance on the first reading.
The motion was seconded by Alderman Holland and passed unanimously, whereupon the
ordinance was read in its entirety for the first time.
A large number of citizens were present for the Public Hearing on this ordinance and
the Mayor declared the meeting open for discussion by anyone who wished to do so.
After a long discussion , during which Attorney John (Jack) Joyce, Dr. Hall,
Miss Lighton, and others spoke in favor of the ordinance and Atty. Paul Jameson, Mr.
Fred Stevenson, Mr. W. J. Good, and others spoke against the passing of the ordinance,
Alderman Richardson moved that the ordinance be left on the first reading until the next
meeting of the Council. The motion was seconded by Alderman Bissett and upon roll call
the following vote was recorded:"Aye" Richardson, Parish, Lunsford, Williams, Bissett,
and Bronson. "Nay" Holland and Alexander.

• Alderman Richardson moved to pay the bills as approved by the Finance Committee.
The motion was seconded by Alderman Alexander and passed unanimously.
The City -Clerk then read a petition from Mr. Floyd Gregory and others, residing on Nortl
Street-, concerning the closing of truck traffic on North Street.
After a brief discussion, Alderman Richardson moved this be referred to the Street and
Pojice Committees for study and report.
The motion was seconded by Alderman Parish and passed unanimously.

The City Clerk then read four bids on a residence and outbuildings located on Lake
Fayetteville property, which the Water Superintendent had advertised for sale as
authorized.
Alderman Williams moved to accept the recommendation of the Water Superintendent which
was to accept the highest bid which was $450.00 by Mr. A. Haskel Carnes of Fayetteville;
provided he meets the conditions for payment and bond stipulated in the advertisement.

Alderman Alexander moved that the ordinance be passed. The motion was seconded by

There being eight "Ayes" and no "Nays", the Mayor declared the Ordinance passed.
ORDINANCE NOe 1136.
AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE QUALIFIED VOTERS OF THE CITY OF
FAYETTEVILLE, ARKANSAS, THE QUESTION OF LEVYING AN ANNUAL TAX OF NOT MORE THAN ONE MILL.
ON THE ASSESSED VALUE OF THE ,REAL AND PERSONAL PROPERTY WITHIN THE CITY FOR THE PURPOSE
OF PAYING PENSIONS TO RETIRED FIREMEN, AND PENSIONS TO WIDOWS AND MINOR CHILDREN OF
DECEASED FIREMEN, AND TO WIDOWS AND MINOR CHILDREN OF DECEASED RETIRED FIREMEN.
WHEREAS, the City of Fayetteville, Arkansas, is a city of the first class and is
authorized by Amendment 31 to the Constitution of the State of -Arkansas to levy an annus
tax of not to exceed one mill on the dollar upon the assessed falue of the real and per-
sonal property of such city for the purpose of paying firemen retirement pensions, and F
sions to the widows and minor children of deceased firemen, and pensions to widows and
minor children of deceased retired firemen; and
WHEREAS, 8.judidilously:.administered pension fund would be a potent agency for
securing and retaining the services of the most faithful and efficient class of"men
connected with a department of municipal service in -'which every property owner and
resident of this city is most vitally interested; and
WHEREAS; it is the opinion of the members of the City Council of the City of
gayetteville, Arkansas, that it is for the best interest of the City of Fayetteville,
Arkansas, that such a pension fund be established.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL: OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section'l. That there shall be submitted to the qualified voters of the City of
Fayetteville; Arkansas, at the next general election to be held on the 5th day of
November , 19570 the question of the levy of an annual tax of not more 'Man one mill on

the purpose of paying pensions to retired firemen, and pensions to widows and minor
children of deceased firemen, and pensions to widows and minor children of deceased
retired firemen.
Section 2. The ballot title shall appear as follows:

Fayetteville, Arkansas, for purpose of Paying Pensions to Retired Firemen, and Pensions
to Widows and Minor Children of Deceased Firemen, and Pensions to Widows and Minor
Children of Deceased Retired Firemen."

Section 3. That in the event of the approval of said tax levy by the qualified
voters of the City of Fayetteville, Arkansas, that such steps be taken as are necessary
to comply with the will of the people as expressed in said election,

Mr. Carl Tune appeared before the Council with a plat for a building annex which he
wished to construct. The City Building Inspector explained that in order for Mr. Tune'
to erect -this building as proposed he would have to sprinkle the building or build fire
walls to separate the new additions from the present building.
After a lengthy discussion, Alderman Williams moved to refer this to the Buildings Com-
mittee and City Building Inspector for study and report.
The motion was seconded by Alderman Holland and passed unanimously.
Alderman, Bissett, Chairman of the Street Committee, reported the investigation of that
Committee found that a traffic signal light isn't necessary at the intersection of
Dickson Street and Gregg Avenue at this time.
The Mayor then read a telegram from U.S. Senator Fulbright stating that he had been adv
that the Fayetteville Airport had been included by Civil Aeronautics Administration in
the 1958 Federal Aid Program& in the amount of $57,000.00.
The Mayor also read a letter from Mr. L.C. Elliott of the Cii'il Aeronautics Administrat
in regard to the Federal Aid Program in which he stated the requirements as well as the
allocation of the funds. A copy of this letter was inserted in the minutes.

In response to your request to participate in the Federal -aid Airport Program, the
Arlministrato has tentatively allocated $57,000.00 for a project at te•Municipal Air-
port as the United States' share of allowable project costs in performing the following
airport development:
Land acquisition including clear zones $12;500;00
Taxiways and apron 2020000-00
Entrance road and auto parking area 1;500.00
Terminal building 230000.00
These funds are
to be
used only
for the
development specified above and may not be
applied toward
other
development
without
the approval of the Administrator.
Under the terms of the Federal Airport Act an actual grant of funds can be made only
after a Project Application (incorporating plans, specifications, and other basic
documents) has been submitted and approved. Therefore, this tentative allocation of fund
is subject to your Project Application meeting the requirements of the Act and the
Regulations promulgated thereunder..
This allocation is based upon fund authorizations which will.become available on July 1,
1957. The purpose of this advance allocation is to permit you to commence the pmeparatio
of project documents so that a Grant Agreement may be entered into shortly after July 1,
1957. To this end we ask that you immediately undertake the preparation of the details o
your project, and that you submit the Project Application with other necessary documents
as promptly as possible.
There are a number of specific requirements and considerable detail work necessary in th
processing of a Project Application. One of the requirements with which you are no doubt
familiar, is the policy of this Administration concerning clea5G zones at.the ends of
runways. Therefore, you will understand issuance of the Grant ffer in this case will
require, as a condition precedent, disposition of the matter of acquisition of clear
zones in a manner satisfactory to the Administrator, if such has not already been accom-
plished. For further information regarding these requirements and this tentative alloca-
tion, please contact the District Airport Engineer, Civil Aeronautics Administration,
406 Municipal Building, Oklahoma City, Oklahoma.

Alderman Bronson reported that he had had complaints about the parking situation on
East Avenue between Rock Street and the Dead End of East Avenue. After a brief
discublion, the Mayor referred this to the Street Committee for study.
Alderman Bissee e moved that the City Attorney be directed to consult with the City
for Engineer -and Ean ordinance defining the duties and responsibilities of the City
ce Engineer.. Among the duties and responsibilities to be defined are repair, maintenance
niz and construction work in connection; with the following:
Airport
Parks
Administration Building
Fire Station
Parking Lots
Shop
Traffic Control Devices
On -street parking
Streets and Drainage Structures.
City Housing
Parking Meters
Street Cleaning
