Alderman Bissett moved that the Council will consider approval of a contract with
Co cerning Suburban Water District No. 4 to assume payments of annual assessments of all property
Nater within the Corporate Limits of the City of Fayetteville, Ark. in consideration of
District unlimited and unrestricted useoof the water mains by the City, provided a satisfactory
0.4 agreement can be reached between the two parties and that the agreement be presented to
the Council before final approval is given.
The motion was seconded by Alderman Williams and passed unanimously.
Alderman Richardson reported that the Finance Committee had approved the bills and
moved they be allowed as approved. The motion was seconded by Alderman Alexander and
passed unanimously.
The City Attorney then introduced and read a proposed ordinance entitled," AN ORDINANCE
FIXING THE TERM OF OFFICE FOR MEMBERS OF THE CITY PLANNING COMMISSION OF THE CITY OF
FAYEPTEVILLE, ARKANSAS".
No further action was taken and the ordinance was left on the first reading.
There being no further business, Alderman Lunsford moved the meeting adjourn. The
Motion was seconded by Alderman Alexander and passed unanimously, whereupon the Mayor
declared the meeting adjourned.

AN ORDINANCE AMENDING ORDINANCE NO. 1111 ESTABLISHING ONE-WAY STREETS, T"RAFFIC AND
PEDESTRIAN CONTROL LIGHTS, AND FOR OTHER PURPOSES,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
Section -l. -That Section 4 of Ordinance N6.Illl passed and approved July 23, 1956,
be and the same is hereby amended to read as follows:
'No .1111,Section 4. The Mayor is authorized to eduse"to be erected signs -upon the left-
hand side of any one-way street, -alley; or part thereof to_. prohibit -the standing of
parking of vehicles, and when -such signs""are"in plane;"no person shall stand or park a
vehicle upon such left-hand aide in violation of any such sign.
Section 2. -That all existing ordinances or parts of ordinances in conflict herewith
are hereby repealed.

Naval Reserve Electronics Facility in regard to their proposed.building in Fayetteville.

Members of the Council:
Members of"the'Naval Reserve Electronic Divisions in Fayetteville wish to
express their -sincere appreciation for your cooperation in offering a site
for our proposed-building."If the building is located on the City property,
we hope it'proves beneficial to the City of Fayetteville, as well as to our
Reserve Training Program.
The Washington County'Fair Board has also offered a'site. The information
on -both sites has been forwarded to our headquarters in New Orleans for
processing. We hope they will send representt'atives to Fayetteville in the
near future to further negotiate on these sites.
Alderman Bissett then moved to accept the recommendation of the City Engineer, to accept
the water mains as stated above. The motion was seconded by Alderman Holland and passed
unanimously.
The City Engineer then presented quotations for pipe, pipe fittings, valves, valve boxes
and fire hydrants, necessary for the 1957 Water Mains Extension Program to provide fire
service into built up areas of recently annexed territories to the City and recommended
Water Dept. acceptance -of the quotations for pipes and pipe fittings from KKK James B. Clow & Sons,
equipmeimt"' Birmingham, Alabama; the quotation of Service'Supply Co. of Fayetteville, Arkansas for
quotations. `valves and valve boxes; and the quotation of Harry Cooper Supply Co. of Springfield,
Missouri, for fire hydrants.
Alderman Williams moved the Council accept the recommendation of -'the City Engineer for "
the purchase of the above equipment. The motion was seconded by Alderman Bissett and
passed unanimously. '

The' -City Building Inspector"introduced Mr. Clifford Mills,"who presented and described
1 sample of a certain type of roofing material which he wished to use on a building.
After 6 brief discussion; the Coijncil instructed the Building Inspector to investigate
lire to whether or not this type of material can be used under our Code.
The City Engineer made a recommendation for using stucco for the front of Fire Station
No.1 but no further action was taken:

The City'Engineer recommended that the City accept their offer. A copy of their

{Partnership Dissolution was presented which confirmed the above agreement and was
signed by 85% of the share owners of the water mains.
Alderman Bissett then moved to accept the recommendation of the City Engineer, to accept
the water mains as stated above. The motion was seconded by Alderman Holland and passed
unanimously.

JMr. Hinton, an agent for the Ma France Cof(P,"appeared before the Council and reported

(contract )acceptable"'to"the Company -and asked the Council to deviate their specifications to meet
the proposal of thb-Company.

Alderman'Alexander moded'-the"Mayor and City Attorney notify the'LaFranae Co. by letter
that since the Company has not accepted the -contract, the City considers it void.
The motion was seconded by Alderman Williams and passed unanimously.
Alderman Alexander then moved -that the'Board'of-Public Affairs be authorised to advertii
for -bids for one piece -of fire equipment to -comply with -specifications to be furnished
by the City Engineer and Fir6 Chief; and that each bid be accompanied with a Bid Bond
or Certified Check. The motion was seconded by Alderman Bissett and passed unanimously.

The City Attorney explained the new state law which fixes the salary of the Municipal
Judge -of Fayetteville, at-$ 6000.00 per annum.
Alderman Alexander then asked the City Attorney -if the City Clerk could also perform
the duties cf City Court Clerk, legally, and the City Attorney said that in his opinion
he could.
After a brief discussion, Alderman Bronson moved that the Finance Committee meet -with
the County Judge and Municipal Judge to determine whether or not the City Clerk can
devote part of his time as Clerk of the Municipal Court.
The motion was seconded by Alderman Bissett and passed unanimously.
There being no further business, Alderman Alexander moved to adjourn. The motion was
seconded by Alderman.Rieiardson and passed unanimously, whereupon the Mayor declared
the meeting adjourned''
