The City Council of Fayetteville, Arkansas, met in regular session Monday, March 11,1957
• Present: Mayor Roy A. Scott, City Clerk George J. Davis, City Auditor Albert J. Jones,

City Attorney A.D. Mclister, City Engineer W.C. Smith, Chief of Police Pearl. Watts,
Fire Chief Burl Skelton, and Alderman: Richardson, Parish, Lunsford, Williams, Bissett,
and Alexander. Absent: k1derman Bronson. Absent at roll call but later entering:
Alderman Holld.
The minutes of the regular meeting of February 25, 1957, were read and approved.
The City Clerk read a letter from Mr. Wesley J. Gordon of the Fayetteville, Chamber of
Commerce, in behalf of the Retail Merchants Committee, recommending that Section 4, of
the New Traffic Ordinance, be changed to require angular parking instead of parallel
parking on the Square.
A brief discussion followed among members of the Council, the City Engineerr; and some
members of the Retail Merchants Association, during which the Merchants explained that
they were in full cooperation with the Council but as the desired change would permit a
great deal more parking space on the Square, they felt it would be better for all
larking concerned.
on Alderman Williams then moved that the City Attorney be requested to rewrite Section 4,

on the Public Square. The motion was seconded by Alderman Parish and passed unanimously.

Gentlemen:
This is to let you knowfthe Retail Merchants Committee has
endorsed the new traffic ordinance but believes that certain
changes should be made in Section 4 of the ordinance.
The Committee believes that instead of parallel parking that
angular parking should be retained around the Square. The
Committee feels there will be a loss of parking places if
parallel parking is used and that parallel parking will slow
the traffic around the Square because it will be necessary for
motorists to reverse themselves in parking their cars.
The Retail Merchants Committee is in hopes this section of the
ordinance will.be changed.

The City Clerk read a recommendation from the City Planning Commission which was the
creation of Anderson'Place, a thoroughfare 30 ft, wide, by widening a 10 ft. alley
which is located between Hill and Duncan Streets and one block south of Highway 62,West,

alley Alderman Parish moved to accept the recommendation of the Planning Commission to widen
to a an alley located between Hill and Duncan Streets and one block south of Highway 62, Wesi
treet. from 10 ft. to 30 ft and changing same from an alley to a street to be known as
Anderson Place. The motion -was seconded by Alderman Lunsford and passed uhanimously.

The Fayetteville City Planning Commission recommends the approval
of the petition for the creation of "Anderson Place", a 30 ft
thoroughfare, between Hill and Duncan Avenues and a block south
of Highway 62 West (street) in place of the present 10 ft. alley.
This recommendation is conditioned on a dedication of the necessary
footage by the abutting property owners for street purposes, or a
deed from them for the same purpose, which dedication or deed would
be for 5 ft. on the north side and 15 ft, on the south side
of the present alley.
A 30 foot width is recommended because the need for a street
exists, because the railroad embankment to the west would prevent
a through street ever being created, and because buildings both north an(
south of the alley would prevent a street's being wider than 30 feet.

The Mayor then asked the City Attorney for his opinion as to whether or not the City
could lease City Owned Property on a long term basis to the U.S.Navy Department for a
building. The City Attorney said it could if it was- done for a consideration.
Mr. Steve Starwyck, representing the Navy, stated that the place upon which the Navy
wished to build a Standard Electronics Facility is located on City owned property in
• the Northwest part of a tract formerly owned by the Boys' Club.

notice of the City of Fayetteville's election to call for redemption on April 1,1957
Sewer Revenue Bonds cf 1954 numbered 55 and 56.
The bonds, in the principal amount of $ 1,100.00 and maturing October 1,1970, were
issued pursuant to the terms and provisions of Ordinance No. 1072,

Mr. Hatfield asked the Council to consider the removing of a parking meter located on
the corner of East Meado* Street at the intersection of Meadow and East Streets, *hlch
makes a blind corner for traffic when a car is parked in this space, Whereupon
Alderman Williams moved this be referred to the Street Committee.
The motion was seconded by Alderman Richardson and passed unanimously.

Alderman Bissett moved that the Council will consider approval of a contract with
• Concerning Suburban Water District No. 4 to assume payments of annual assessments of all property

v o.4 agreement can be reached between the two parties and that the agreement be presented to
the Council before final approval is given.
The motion was seconded by Alderman Williams and passed unanimously.
Alderman Richardson reported that the Finance Committee had approved the bills and
moved they be allowed as approved. The motion was seconded by Alderman Alexander and
passed unanimously.
The City Attorney then introduced and read a proposed ordinance entitled," AN ORDINANCE
FIXING THE TERM OF OFFICE FOR MEMBERS OF THE CITY PLANNING COMMISSION OF THE CITY OF
FAYEPTEVILLE, ARKANSAS". I '
No further action was taken and the ordinance was left on the first reading.
There being no further business, Alderman Lunsford moved the meeting adjourn. The
Motion was seconded by Alderman Alexander and passed unanimously, whereupon the Mayor
declared the meeting adjourned.
