Gas was shelved for further study. Alderman Alexander read the Fire Department report for October and gave it to the Clerk to be filed. Alderman Bronson moved that the City start condemnation proceedings against the Bob Vaughn property located at the corner of Rock and School Streets. The motion was seconded by Alderman Holland and passed unanimously. There being no further business, Alderman Parish moved to adjourn. Absent, Alderman Bissett, minutes of the regular meeting held Monday, November 5, 1956 were read and approved. ldennan Bronson moved that the Sunday closing ordinance which had been left on its irst reading be placed on its second reading. The motion was defeated for the lack f a second. The Mayor explained that although .the ordinance was tabled for the time sing, it could be brought up again at anytime. AA rece The Mayor then read to the Council a letter he had received from the Civil Aeronautics pt of (Administration acknowledging the receipt of the city's preliminary application for City ap-federal matching funds for improvements to Drake Field. ication. Next, the Mayor stated that he had received a letter and map from the Army Corps of Engineers regarding the proposed construction of Beaver Dam. A brief discussion of the proposed project was held after the Clerk had read the letter in its entirety. Alderman Richardson reported that the Finance Committee had discussed the request of rease tothe Washington County Health Unit for an increase in the City's participation in the my salaries of the Sanitarian and the office typist. The committee recommended that the ealth City increase its appropriation from $ 360.00 to ` 660.00 for the calendar year 1957. Unit Alderman Richardson so moved. The motion was seconded by Alderman Lunsford and passed unanimously. Alderman Richardson then reported that -.the bills had been approved by the Finance Committee and moved that they be allowed as approved. The motion was seconded by Alderman Alexander and passed unanimously. City Building Inspector Harold Lieberenz presented to the Council the application of Mrs. Louise Budd for building permit number 2264. Alderman Alexander moved that building permit number 2264 be approved. Thbemotion was seconded by Alderman Lunsford and passed unanimously. Alderman Richardson then brought up for discussion a master stmet plan for Fayetteville. He stated that the services of the University City Planning Commission could be obtained that matching funds were available for this purpose, and that a master street plan would give the city a degree of cOntr®1 over some streets outside the City. aster After a lengthy discussion, Alderman Richardson moved that the City Planning Commission treet and the Mayor be requested to investigate the possibility of obtaining the services Plan. of the University City Planning Commission to draw up a master street plan, to determine the cost of the plan, the possibility of matching funds, and any and all other facts necessary to start the project. The findings of the Commission and the Mayor to be reported to the Council as soon as their investigation is complete. The motion was seconded by Alderman Parish and passed unanimously. Alderman Bronson then asked the Mayor about the proposed road in the City Park. The Mayor stated that work would start on the road as soon as the leaf program was completed Alderman Holland reported that the sanitation ordinances needed to be revised and requested the Sanitation Committee and the City Auditor to draw up a new sanitation ordinance. (City Attorney A. D. McAllister, Jr. reported that the court order affirming the rt annexation of 937.7 acres to the city had been signed and that an ordinance would be er on drawn up for the next council meeting accepting and assigning the area to wards. He xationthen stated that a brief had been filed with the state Supreme Court in the Tankersley (Brothers Case and that December 3rd was the date set for the hearing. In regard to the 202 Fort Smith Airport Case, he had been unable to attend the Municipal League Convention ; therefore, no further action would be taken by the City until requested by the Fort Smith Attorneys. • At this time the Mayor stated that each of the Councilmen had atopy of the letter of ommend recommendations submitted by the City Auditor pertaining to the City Clerk's vault. City In his opinion a commendable job had been done by the Auditor. Whereupon Alderman uditor Bronson moved that City Auditor Albert J. Jones be commended for his work as Acting City Clerk. The motion was seconded by Alderman Parish and passed unanimously. (COPY OF CITY AUDITOR'S LETTER) CITY BUSINESS OFFICE November 19, 1956 Mayor Roy A. Scott and City Council Fayetteville, Arkansas Gentlemenii The vault located in the City Clerk's Office has been catalogued and the records placed in order. ,The job is by no means to be considered com- plete nor final. Further improvements can be and should be made from time to time. During the period that I have been City Clerk, and while going through the records of the City, several improvements that should be made have come to my attention. The following recommendations are briefly stated for your consideration. 1. Codify and modernize all ordinances. 2. The first section of each ordinance passed should be for the purpose of assigning a brief title to the ordinance. 3. The original copy of all ordinances and resolutions passed should be signed by the Mayor, attested by the Clerk, and filed in the numerical ordinance file in the Clerk's office. 4. Compile and maintain a master index to all of the council - proceedings. 5. The minute books of the council proceedings are cumbersome and impractical. A new system should be adopted on a yearly basis. 6. Purchase a recording machine for recording all council meetings. 7. Lock the vault in the Clerk's office each night and issue keys only tothe personnel that require access to the vault. In condlusion,•I wish to thank Mr. W. C. Smith, City Engineer, and the personnel of the business office for their cooperation and assistance in completing this project. Respectfully submitted, (s) Albert J. Jones, CITY AUDITOR Alderman Richardson askad the City Attorney for an opinion as to whether or not codifying of the ordinances could be done by the City Clerk as a part of his duties. City Attorney A: D. McAllister, Jr, stated that in his opinion codifying the ordinances would be a large undertaking and not a part of the Clerk's official duties. After a lengthy disucssion, the councilmen agreed that the Mayor should write various cities and companies and find out the probable cost and other information for having the city's ordinances codified. There being no further business, Alderman Lunsford moved to adjourn. The motion was seconded by Alderman Holland and passed unanimously, whereupon the Mayor declared the meeting adjourned.
