The motion was seconded by Alderman Richardson and passed unanimously. The City Attorney, A. D. McAllister , Jr. introduced the proposed ordinance '# 1114 entitled:"AN ORDINANCE TO AMEND SECTION 10 OF ORDINANCE # 577-B OF THE ORDINANCES OF THE CITY OF. FAYETTEVILLE, ARKANSAS, AND FOR OTHER PURPOSES." The ordinance was read in its entirety by the City Attorney. At this time, the City Building Inspector, Harold E. Lieberenz, outlined to the Council that the ordinance was a stop -gap measure and consideration should be given to adoptulthe National Building Code*. After a brief discussion, Alderman Richardson moved that the City Building Inspector obtain five copies of the Nationalilding Code and National Electric Code and that the City Clerk, upon receipt of Codes,publish a ten day notice of the City's intention to adopt the National Building Code. The motion was seconded by Alderman Lunsford and passed unanimously. Alderman Parish then moved that Ordinance # 1114 be passed. The motion was seconded by Alderman Richardson and upon roll call by the Clerk the following vote was recorded: Ayes: Aldermen Parish, Bronson, Bissett, Williams, Richardson, Lunsford, Holland and Alexander. B�._. ui1 ORDINANCE N0. 1114 AN ORDINANCE TO AMEND SECTION 10 OF ORDINANCE # 577-B OF THE ORDINANCES OF THE CITY OF FAYETTEVILLE, ARKANSAS, AND FOR OTHER PURPOSES: i BE IT ORDAINED BY THE CITY COUNCIL•OF THE CITY OF FAYETTEVILLE, ARKANSAS: SECTION (1). That Section 10 of Ordinance # 577-8 of the Ordinances of the City of Fayetteville, Arkansas, passed and approved October 5, 1925s is hereby amended to read as follows: "10. PROTECTION OF WALL OPENINGS. If the opening be in a party or fire wall it shall have a standard automatic fire door on one side only of the. wall. If an opening in a fire wall is made to serve as an emergency exit,lit shall not exceed 48 square feet in area, and a self closing swinging fire door shall be substituted for the au- tomatic fire door. The total openings in a fire wall shall not ex- ceed 25% in linear length of the wall. Every building within the fire limits, except churches, dwellings, tenement houses, dormatories, and lodging houses, shall have standard fire doors, shutters, or wired glass in incombustible frames and sash on.every exterior opening above the first story, except when fronting on a street not less than 50 feet wide, or where no other building is within 35 feet of such opening. All openings in the side and rear walls of the first story except show windows shall be protec- ted as prescribed in this section when within 50 feet of another building. All exterior windows more than 75 feet above the curb shall have incom- bustible frames and sash glazed with wired glass. Occupants of buildings shall close all exterior and interior fire doors, shutters, and windows at the close of business each day." SECTION (2). All Ordinances or parts of Ordinances in conflict here- with are hereby repealed and this Ordinance being necessary for the preservation of the public health, peace and safety, an emergency is hereby declared to exist and this Ordinance shall be in full force and effect from and after its passage and approval. Alderman Richardson moved that the permit be approved subject to provision that all building ordinances of the City of Fayette- ville be complied with, Motion was seconded by Alderman Parish and passed unanimously. Alderman Williams moved for the adoption of the emergency clause for Ordinance # 1114. The motion was seconded by Alderman Alexander and upon roll call by the Clerk the following vote was recorded: Ayes: Aldermen Parish, Bronson, Bissett, Richardson, Williams, Lunsford, Holland, and Alexander. Nays: None. Whereupon the Mayor declared • the motion passed there being eight ayes and no nays. Mr. Jim Gregory appeared before the Council and read the petition'of the Arkansas Alpha Chapter of Pi Beta Phi Sorority pertaining to rezoning. Alderman Richardson moved that the bills ;4-e approved by. the Finance Committee, and that they be allowed as approved. Motion was seconded by Alderman Alexander and passed unanimously. Alderman Richardson introduced a resolution directing the City Clerk to publish notice of the City's election to call for redemption sewer revenue bonds of 1954 numbered 57-65. Alderman Richardson read the resolution then moved that itebe adopted. SCOTT, MAYOR AT TEST : ALBE4 JONES, CITY CLERK Alderman Richardson next reported that it was time to consider the audit for the year 1956. After a brief discussion, City Attorney, A.D. McAllister, Jr, reminded the Councilmen that the City could have the audit of all funds except the water and sewer done by the Municipal Audit Division at no cost to the City. Alderman Lunsford requested the City Auditor to write the Municipal Audit Division and report back to the Council at the September 24 meeting. At this time the Mayor presented to the Clerk the letter he had received from Paul Young in reply to the Mayor's letter written at the Council's request. The Clerk read both letters in their entirety, and after a brief discussion, Alderman Lunsford request that a meeting of the Building Committee be held in order that the recommendations of the Committee could be presented at the September 24 Council Meeting, Mayor Scott reported that several of the City Housing Apartments were in need of repair and due to the need of additional housing in Fayetteville, requested an opinion from the Council as to whether these units could be repaired and by whom. Alderman Williams moved that the Mayor and City Engineer , using City labor whenever possible, be authori; to make the necessary repairs so as the units would be suitable to rent. Before a secoi to thef,motion was made, Alderman Lunsford asked to have the residence at the City Park included, whereupon Alderman Williams amended his motion to include the residence at th( City Park. The motion was seconded by Alderman Richardson and passed unanimously. Alderman Holland, Chairman of the Sanitation Committee, reported that with the Pak -Mor recently purchased that pick-ups in Ward 2 and part of Ward 1 required 7 1/2 days the first time over, and 4 1/2 days the second time over. This was compared with 22 days required for this area when the open trucks were used. In addition, the open trucks vyere required to haul 106 loads, whereas the Pak=Mor required only 9 loads. The report stated that with 2, 16 cubic yard Pak -Mors the entire residential area could be covered once a week, picking up cans and garbage at the same time. The addition of another Pak -Mor would eliminate 1 can and two garbage trucks. Of the 8 men now employ 4 would go on the new Pak -Mor, and 1 on the other Pak -Mor, and 2 on the can truck. Therefore, 1 job and two trucks would be eliminated, which would amount to an annual saving of 4,800. After some discussion, Alderman Holland moved that a used 16 cubic yard demonstrator Pak -Mor mounted on a Ford Truck be purchased for 6,00000 The motion was seconded by Alderman Lunsford and passed unanimously. City Attorney, A. D. McAllister, Jr., introduced'and read in its entirety a proposed ordinance entitled, "AN ORDINANCE DEFINING AND REGULATING TRAILER COURTS: ESTABLISHING MINIMUM STANDARDS GOVERNING THE CONSTRUCTION AND MAINTENANCE OF TRAILER COURTS ESTABLISI MINIMUM STANDARDS GOVERNING THE PROVIDED UTILITIES AND FACILITIES, AND OTHER PHYSICAL THINGS AND CONDITIONS TO MAKE TRAILER COURTS SAFE, SANITARY, AND FIT FOR HUMAN HABITATII FIXING THE RESPONSIBILITIES AND DUTIES OF OWNERS AND OPERATORS OF TRAILER COURTS;AUTHOR: THE INSPECTION OF TRAILER COURTS; AND FIXING PENALTIES FOR VIOLATIONS. After reading the Ordinance it was felt that ire provision was made only for transit trailers and that the Ordinance overlooked that most modern trailers can readily be connected to all utilities. Due to these factors the Ordinance was tabled for further City Attorney, A. D. McAllister„/Jr., then reported on the annexation case that will be coming up in the near future. After a brief discussion the Council authorized the Mayor and the City Attorney to hire additional legal Counn[1 to assist the City Attorney in Presenting the City's case. Minutes of the regular meeting held September 102 1956 were read and approved. Southwest I Ed Harding of the Southwest Piano Service appeared before the Council and requested Piano Service the Council to go on record as sanctioning he and his partner Ellis Poole, going into Request for the transfer and storage business in Fayetteville. After a brief discussion, Alder - Sanctioning man Alexander moved that the City of Fayetteville, Arkansas would welcome a new transfer and storage business should the Public Service Commission see fit to grant the permit. The motion was seconded by Alderman Parrish and passed unanimously. Chamber ofl Charles Brannan, President of 'the Chamber of Commerce, Bill Morton, Chairman of the Commerce Chamber of Commerce Aviation Committee, and Wesley Gordon, Secretary -Manager of the proposal to Chamber of Commerce outlined to the Council a proposal to expand the municipal airport - expand the Drake Field. After a lengthy discussion, Alderman Williams movel that the recommen- airport, dations of the Chamber of Commerce be referred to the Aviation Committee for study and recommendation. The motion was seconded by Alderman Bronson and passed unanimously. PROPOSAL TO EXPAND AIRPORT: The following project has been proposed by the Aviation Committee approved by the Board of Directors of the Chamber of Commerce and referred to the Airport Committee of the Fayetteville City Council: Administration Building Parking and Entrance Additional Land at End Taxi Way Lights Sewer of Runways City's Share Less Credit of CAA on land purchase 45,000 3,000 25,000 40,000 1,000 1,000 115,000 57,000 15 000 _ 42, 0 The additional land which may or may not amount to the $25,000 enumerated here is being placed in this tentative project of expense because Mr. I. D. Miller, Airport Engineer, A.A.A., Oklahoma City stated that there must be clear zones at the ends of runways in order for the Fayetteville Airport to qualify for more C.A.A. aid. Mr. Miller went over these figures with representatives of the Aviation Committee of the Chamber of Commerce. In addition to this, the Aviation Committee contacted Mr. Keith Kahle, President of Central Airlines on the adequacy of the Fayetteville, Airport and Mr.•Kahle stated that Central's use of the Airport in the forseeable future would not call for any great extension other than perhaps an adaition.bf 300 br 400 feet on the runway, the reason for this being the company might go to Turbo Prop airplanes. Ray Ellis stated his opinion of the Fayetteville Airport as similar to that of Mr. Kahle and said he believed the Airport, because of its proximity to Fayetteville was a valuable Airport. H. D. Hammond appeared before the Council and outlined some recommendations for changes in the proposed trailer court Ordinance which was left on its first reading at the September 109 1956 Council Meeting. After a brief discussion, Alderman Bronson moved that the proposed trailer court ordinance be placed on its second reading. The motion was seconded by Alderman Holland and passed unanimously. City Attorney A. D,McAllister, Jr, read the=proposed ordinance in its entirety; where- upon the Mayor declared the meeting was open for discussion of the Ordinance. After a lengthy discussion, Alderman Williams moved that Ordinance No. 1115 as amended be passed. The motion was seconded by Alderman Bronson and upon roll call by the Clerk the following vote was recorded: 'Ayes", Richardson, Parrish, Holland, Lunsford, Williams, Bissett, Bronson, and Alexander.
