Present: Mayor Roy A. Scott, City Engineer W. C. Smith, City lalerk and Auditor Albert •
J. Jones, City Building Inspector Harold Lieberenz, Police Chief Pearl Watts, Asst.
Fire Chief Bill Morris, and Aldermen: Parish, Holland, Lunsford, Williams, Bissett,
Bronson, and Alexander. Absent: Fire Chief Burl Skelton and City Attorney A. D.
McAllister, Jr.
inutes of the regular meeting held August 13, 1956 were read and approved.
Mayor Scott presented to the Clerk a letter he had received from the management of the
Boston Store pertaining to the double fire doors that would be required in the proposed
expansion. After the Clerk read the letter, Mr. Clarence Young, and the City Building
Inspector outlined to the Council the fire door requirements of the different Building
odes.
lderman Richardson then moved that the City Attorney, City Building Inspector, and
ity Engineer draw up an ordinance to change the section of the City of Fayetteville's
uilding Code so as to allow the installation of a single fire door._ The motion was
econded by Alderman Lunsford and passed unanimously.
he City Building Inspector then presented the Building Permit applications that re-

uired Council approval. The applications were acted upon as follows:
Alderman Holland moved that the application of Swanson & Sons for Building Permit
# 2173 be approved. The motion was seconded by Alderman Williams and passed unanimously.
Alderman Lunsford moved that the.application of Doctor Nance for building permit #2174
be approved. The motion was seconded by Alderman Parish and passed unanimously.
Mr. W. H.gryor, Chairman of the City Planning Commission, appeared before the Council
to repor recommendations of the Planning Commission on the proposed construction of a
trailor court by Mr. H. D. Hammond. The Commission submitted the following recommendation:
(1) Insert in the zoning Ordinance the definition of a trailox court, (2) Amend Zone "E"
by the insertion of the words"traildrr court.", (3) In the event that recommendations (1)
and (2) are accepted, the City should draw up and adopt an ordinance,'gouerning trailor
courts. The Commission further felt that no trailtr courts should be allowed in resi-
dential areas. However, in view of the fact that the trailf9r court proposed by Mr.
Hammond was unique in that part of the area was in one zone and part in another zone,
they felt that the matter should be taken up at the October Council meeting, which is
the time that all zoning cases would be acted upmin this quarter.
Alderman Richardson moved that the City Attorney draw up an ordinance amending the .
zoning ordinance to incorporate the recommendations of the Planning Commission. The
motion wasrseconded by Alderman Holland and passed unanimously.

Mr. Pryor then outlined a petition he had received for,r.rezoning from Zone "A" to Zone
"C" and area' bounded by Mission, Maple, Fallin, and Assembly Drive. The petition was
initiated by Mr. Doyle Morrison, and was signed by all but two of the residents in
the area. Alderman Richardson moved that the petition be referred to the Planning
Commission in order that it could be brought up at the October meeting. The motion was
seconded by Alderman Bronson and passed unanimously.
he City Clerk next read.a letter from Mr. James A. Hale, a local Attorney, addressed
o the Mayor and �it Council, outlining the status of the Beaver Dem Project. Mayor
Cott stated that t'he City Engineer had already written the Corps of Engineers in
ittle Rock, Arkansas for all available information concerning the project.
Mayor Scott next presented the recommendations 9,f theopecial water Committee and
asked that the Clerk read and incorporate the in Council minutes. After the
report was read, Alderman Williams moved that'the recommendations of the Committee
to hire Mr. W. R. Holway and Associates of Tulsa, Oklahoma to conduct a preliminary
Vwsurvey and render a report for the purpose of determining sources of water supply, .
at a cost not to exceed 1,000, be accepted and acted upon immediately.
v The motion was seconded by Alderman Lunsford and passed unanimously.
"MEETING OF THE SPECIAL CITIZENS WATER COMMITTEE" MITTEE"
meeting was held on August 24, 1956, of the Water Committee recently appointed by
Le Fayetteville Chember of Commerce and City Council.
It was voted that this committee recommend to the City Council that they employ W. R..
Holway and Associates of Tulsa, Oklahoma, to conduct a preliminary survey and render a
report for the purpose of determining sources of water supply, including estimated cost,
for the City of Fayetteville, and including the possible sources of Beaver Dam, White
River; Middle Fork, West Fork, Winslow area and any other area that might be feasible
and practicable.
Mr. W. R. Holway is considered as one of the outstanding water engineers in the South-
west and he has indicated that he can conduct a survey not to exceed $ 1,000.
t is further recommended by this committee that the g•ouncil take action in order that
his work may proceed without delay.

�T,' The City Clerk then read a petition from the Citizens and property owners along U. S.
Highway 71 North, and North Street, petitioning the City Council to install a traffic
• signal at the intersection of North 71 and North Street. After a brief discussion,
lderman Lunsford moved that a_ span -wire suspended traffic signal, the specifications,
type of signal light, and the method of suspending or installing the signal light at
the intersection of Highway 71 North, and North Street be worked out with and approved
Iby.the State Highway Department.
The motion was seconded by Alderman Bronson, and upon roll call by the Clerk the
following vote was recorded: Ayes: Richardson, Parish, Holland, Lunsford, Williams,
Bronson, and Alexander. Nays: Bissett. Whereupon, the Mayor declared the motion
Ipassed, there being 7 ayes and 1 nay.
(/ Mayor Scott then reported that the front doors of the City Administration Building
Q�!Y were in bad shape, and that the Contractor who is at present installing the windows
in the building, would install.Aluminum doors for the price of 566.22. After
discussion Alderman Bronson moved that the Mayor be authorized to have the doors
installed. The motion was seconded by Alderman Holland and passed unanimously.
hila the Council was discussing the construction now in progress on the City Administra
ion Building, Alderman Lunsford stated that some deviationsfrom the specifications had
een made by the contractor. After additional discussion the Council requested the
ayor to write Mr. Paul Young, the Architect, about the deviation from the specifica-
ions in order that an adjustment could be worked out.
lderman Alexander moved.that the City Plumbing Inspector be sent to Little Rock on the
, 7, & 8 of September in order that he could participate in the Arkansas Plumbing
onference and short school for Plumbing Inspectors and Plumbers. The motion was
econded by Alderman Richardson, and passed unanimously.
lAlderman Richardson moved that the bills had been approved by the Finance Committee,
land that they be allowed as approved. Motion was seconded by Alderman Alexander, and
Ipassed unanimously.
lderman Bronson, Chairman of the Ordinance Committee, introduced an Ordinance # 1113
ntitled , ".ADT ORDINANCE PRESCRIBING THE DUTIES OF THE MAYOR OF FAYETTEVILLE, ARKANSAS,
1XING THE SALARY OF THE MAYOR, AND FOR OTHER PURPOSES." The Clerk read the ordinance
n its entirety. Whereupon, Alderman Williams moved that the Ordinance pass. The
otion was seconded by Alderman Richardson and upon roll call by the Clerk, the
ollowing vote was recorded: Ayes: Richardson, Parish, Holland, Lunsford, Williams,
ronson, Alexander, and Bissett. Nayes: None. Therefore, the.Mayor declared the Or-
inance passed, there being eight ayes, and no nays.

OF THE MAYOR,
AND FOR
OTHER PURPOSES."
WHEREAS, the terms of Mayors of Cities of the First Class expire on December
st in odd years, and by statutes adopted, the emoluments of the office of the Mayor
n be neither increased or diminished for the term for which he was elected, and,
WHEREAS, it is the desire of the City Council of the City of Fayetteville,
rkansas to provide compensation to the Mayor of the City of Fayetteville, Arkansas,
n an amount at least equal to the average salaries received by the mayors in other
ities of comparable size in the state of Arkansas;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
SECTION 1. The short title of this ordinance shall be "SALARY AND DUTIES
THE MAYO— RR
SECTION 2. The Mayor of the City of Fayetteville, Arkansas shall perform
h duties as are prescribed by law for Mayors .�of Cities-.6f,.thecFirst>Class'having
aldermanic form of government, and such duties as he is at present performing for
City of Fayetteville, Arkansas,
SECTION 3. The salary of the Mayor of the City of Fayetteville, Arkansas is
ereby fixed at 49800.00 per year, beginning on January 1, 1958 at the time a new term
egins, which salary shall be full compensation for all services required to be per-
ormed by the Mayor of the City of Fayetteville, Arkansas.
SECTION 4. All ordinances or parts of ordinances in conflict herewith are
ereby repealed, and it appearing that the next term of the Mayor of the City of Fay-
tteville, Arkansas will begin on January 10 19580 and it being the intention that this
rdinance shall take effect at the same time that the term begins; this ordinance shall
e in full force -and effect on and after January 1, 1958.

to be held before the Fayetteville City Council at its regular meeting
Monday, September 240 1956, at 7:30 O'clock P.M., in the City Adminis-
tration Building for the purpose of considering and acting upon a
recommendation of the City Planning Commission to amend applicable
zoning ordinances of the City of Fayetteville, Arkansas, so as to
provide for the zoning of land for the use of trailer coaches and

ordinances of the City of Fayetteville, Arkansas, so as to change an
area bounded on the ,south by Maple Street on the east by Fallen Avenue
on the north by,Assembly Drive and on the west by Mission Boulevard,
within the corporate limits of the City of Fayetteville, Arkansas, from
Zone A residential to Zone C Residential; to change a tract of land
lying between two parallel lines one 150 feet and the other 226 1/2 feet
north of and parallel with the north line of Maple Street and extending
from Vandeventer Avenue to Wilson Avenue within the corporate limits of
the City of Fayetteville, Arkansas from Zone B Residential to Zone D
Residential; and to rezone the following described real estate to:_Zone
G Industrial, to -wit: All that area not now assigned as Zone G Industrial
lying between the main track of the St. Louis and San Francisco Railroad
on the west and the main tracks of the spur track sometimes known as the
P & GE or the 0 & CC Railroads and now owned by the St. L. & S. F. Railroad
as the east boundary; and 6th Street sometimes called Wall Street or U. S.
Highway No. 62 as the south boundary and West Center Street as the North
Boundary.
Be it further Resolved, that the City Building Inspector be and he is hereby
directed to post placard notices of intention to rezone upon said above
described tracts of real estate.
