Alderman Bissett, Chairman of the Street and Street Lighting Committee, presented
a report recommending the installation of several new street lights. Among the
locations cited were Ellis Avenue, Oakland Addition, Woodlawn Drive, and University
Avenue near the FPisco Tracks. The report was turned over to the Mayor for
further action*
Water Superintendent, W. C. Smith outlined to the Council the need for a a/4 ton
ptok-up truck to be used by the maintenance and repair foreman (Rex George) of the
water and sewer departments. During the discussion that followed, the Mayor presented
the prices he had received for a used pick-up truck to be used by the Sanitation
foreman.
After discussing .the prices, Alderman Richardson moved that the Board of Public
Affairs be requested to advertise for bids for the purchase of ani (h),:3/4 ton
pick-up truck and one (1) 1/2 ton pick-up truck with specifications to be prepared
by the City Engineer. The motion was seconded by Alderman Alexander, and passed
unanimously.'
Bob Wise, Pak -Mor representative for this area appeared before the Council with a
proposal to sell the City a second hand Pak&$Mor. No action was taken.
The Mayor reported that the sealeoat job on Gregg Street had been completed and that a:
the property owners had made their payments to the City.
There being no further business, the motion to adjourn was made by Alderman Bronson,
seconded by Alderman Bissett, and the Mayor declared the meeting adjourned.

Minutes of the regular meeting held July 9, 1956 were read and approved.
Alderman Alexander moved that the Application of the Brophy Accounting Service for Build
Permit # 2112 be approved. The motion was seconded by Alderman Holland and passed
unanimously.
Alderman Lunsford moved that the application of Mr. Loy Sizemore, for Building Permit
2115 be approved. The motion was seconded by Alderman Bronson and passed unanimously.
(Alderman Bronson moved that the application of Mr. Cy Carney, for Building Permit # 2143
be approved. The motion was seconded by Alderman Alexander and passed unanimously.
Alderman Holland moved that the application of Mr. Elbert Carson, for Building Permit
# 2129 be approved. The motion was seconded by Alderman Lunsford and passed unanimously
City Building Inspector, Harold E. Lieberenz, outlined the proposed expansion of the
Boston Store and requested the Council to express their opinion on the requirement of
double fire doors in this particular instance. After a brief discussion of the
I involved, it was the opinion of the Council that no change in the present
J irdinance pertaining to double fire doors would be made.
r' The Building Inspector then read a letter he had received fromtihe Arkansas Inspection
({✓and Rating Bureau regarding the Ordinance to allow wooden shingles in the City of
Y �S Fayetteville. The Ordinance had been prepared by the Building Inspector and the City
Attorney in accordance with the instructions of the City Council. After a brief
> 3iscussion of the letter from the Bureau, the Ordinance was shelved:

Dear Sir:
The proposed wood shingle ordinance which your city is considering
would increase the charges against the city by about 15 points. The National
Building Code permits wood shingles on an optional basis but the Grading
Schedule penalizes a city if they are used. The charges against the city,
however, are greatly increased if the restrictions indicated in the Building
Code for the control of these inferior roofs are not enforced.
By way of explanation here is an outline of the apparent feeling
of the National Board of Fire Underwriters:
1. There can be no questions but that wood shingle roofs contribute
to the spread of fires and it is desirable that no such inferior
roofs be permitted.
2. If
good grade
shingles
are permitted
in areas not closely
built
the
hazard is
increased
fromthe ideal
condition but within
limits.

3. The indiscriminate use of wood shingles has caused most of our
serious conflagrations in the United States and such indis-
criminate use of wood shingles should never be permitted.
We hope that this will help answer your questions. It. is our'opinion
that wood shingle roofs are highly undesirable. If the problem should be
merely one of aesthetics we suggest the use of tile or slate shingles which are
similar in appearance to wood shingles though somewhat more expensive.

Alderman Alexander moved that the bills presented by the Finance Committee be
allowed and approved. The motion was seconded by Alderman Bissett and the motion
was passed unanimously.
Mayor Roy A. Scott read a letter and a copy of a resolution pertaining to traffic
control, which he had received from the Street and Traffic Control Committee of
the Retail Merchant's Committee of the Fayetteville Chamber of Commerce. .
After a lengthy discussion in which many individuals from the Junior Chamber of
Commerce, other Civic organizations, a=d the Mayor, and Council Members participated,
Alderman Bissett introduced Ordinance #1111 entitled, " AN ORDINANCE ESTABLISHING
ONE-WAY STREETS, TRAFFIC AND PEDESTRIAN CONTROL LIGHTS AND PARALLEL PARKING; PRO-
VIDING FOR FN FORCEMENT• AND PRESCRIBING PENALTIES FOR THE VIOLATION OF ITS PROVISIONS
AND FOR OTEER;PURPOSES.S'
Alderman Bissett then moved that the Ordinance be passed. The motion was seconded
by Alderman Bronson. However, as Alderman Richardson was not present, the Mayor ruled
the motion out of order and asked for a motion to place the Ordinance on its first
reading.
Alderman Williams moved that Ordinance # 1111 be placed on its first reading, The
motion was seconded by Alderman Bissett and passed unanimously.
Phe City Clerk then read the Ordinance the first time in its entirety, Alderman
Bronson moved that the rules be suspended and the Ordinance placed on its second
reading. The motion was seconded by Alderman Bissett and passed unanimously.
he Ordinance was then read the second time, and after discussion and minor corrections,
lderman Bissett moved that the rules be further suspended and that the Ordinance be
laced on its third reading, This motion was seconded by Alderman Lunsford and passed
nanimously. .
The Ordinance was then read the third and final time. The Mayor declared the Ordinance
open for discussion. There being no discussion the Mayor put the question, "Shall the
Ordinance pass?", and upon roll call by the Clerk the following vote was recorded:
Ayes: Williams,. -Bissett, Bronson, Alexander, Holland, Parish, and Lunsford. Alderman
Richardson, being absent, did not vote. Nayes- None.
The Mayor then declared the Ordinance passed, as the vote was seven ayes and no nays.

AN ORDINANCE ESTABLISHING ONE-WAY STREETS, TRAFFIC AND PEDESTRIAN CONTROL LIGHTS AND
PARALLEL PARKING; PROVIDING FOR ENFORCEMENT; AND PRESCRIBING PENALTIES FOR THE VIO-
LATION OF ITS PROVISIONS AND FOR OTHER PURPOSES,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
SECTION 1. Whenever any ordinance of this city designates any one-way
street or alley the Mayor shall cause to be placed and maintained signs, lights,
and/or traffic control devices are in place. Signs indicating the direction of
lawful traffic movement shall be placed at every intersection where movement of
traffic in the opposite direction is prohibited.
SECTION 2. Upon those streets and partsof streets hereinafter described,
vehicular traffic shall move only in the indicated direction when signs indicating the
direction;drtraffic are erected and maintained at every intersection where movement
In the opposite direction is prohibited. It shall be unlawful for any person to
operate any vehicle in violation of such signs except that vehicles of the fire and
police department when responding to an emergency call, when in pursuit of an actual
suspected violator of the law or when responding to but not upon returning from a fire
alarm as the case may be, may disregard the provisions of this ordinance.
SECTION 3. In accordance with Sections 1 and 2 above and when properly
signposted, traffic shall move only in the direction indicated upon the following
parts of streets:

Section 4. Vehicles shall park parallel to the curb in the following locations.
North side of Center Street betwelen East Avenue and Block Avenue. •
West side of Block Avenue between C enter Street and Mountain Street.
.South side of Mountain Street between Block Avenue and East Avenue.
East side of East Avenue between Mountain Street and Center Street.
The Mayor is authorized to cause to be erected signs upon the left-hand side
of any one-way street,'alley, or part thereof, to prohibit the standing or parking of
vehicles and when such signs are in place, no person shall stand or park a vehicle upon
such left-hand side in violation of any such sign.
SECTION 5. The Mayor shall cause to be placed and -:maintained traffic and
(pedestrian control signal lights or other devices at the four intersections or control
devices shall be placed on the sidewalk ataa.minimum of three corners of each intersection.
The control device shall provide separate intervals for traffic to move on each of the
intersecting streets and an interval when anLvehicular traffic shall stopypermitting
simultaneous movement of pedestrians in all directions within the designated area of the
intersection.
SECTION 6. It shalls;be unlawful for anpedestrian or for the driver of a vehicle
to disobey the instructions of any such traffic control signal light or device, unless
otherwise directed by a police officer, subject to the exceptions granted the driver of
in authorized emergency vehicle in thisoordinance.
SECTION 7. Vehicular traffic shall be permitted to make a left-hand turn from

SECTION 11. All existing ordinances or parts of ordinance of the City of
Fayetteville, Arkansas, are hereby repealed insofar as they may be inconsistent with
the provisions of this ordinance.

he, Mayor then read alletter he had received from Bob Wise, Pak -Mor Respresentative,
outlining the methods and the number of men used by other Cities in the operation of
Pak -Mor Hauling Equipment. No action was taken by the Council.
A report was made by the Mayor on the installation of Street lights to be made at the
following locations:
South Jackson at the"turn of the hill, at Jackson and Lake Side Drive, Lake Side Drive
in the middle of the block, on Woodlawn at the corner of Oakwood, 14th and Dunn, Ellis
and 12th, South University and Putman, Leverett and Holly, North Leverett approximately
where Hickory would intersect, Ranch Drive and Highway 45, Lunsford and Highway 45,
Vandeventer at Cleburn, and Lawson and Highway 112.
Mr. J., A. Peterson appeared before the Council with a petition signed by thirty-two
people complaining about a dog kennel operated by Mrs. Blanche Joyner in the Rose Hill
Addition. After a brief discussion, Alderman Williams moved that the Mayor write Mrs.
Joyner setting out the complaints contained in the petition'and outlining the City's
position in the matter. The motion was seconded by Alderman Bissett and passed unanimously.
City Attorney, A. D. McAllister, Jr., then read a letter he had received from Dr. Wilma
C. Sacks, M. D., City"Health Officer, pertaining to the condition of the septic tank at •
the Carr residence.

Alderman Bissett moved that the action of the City Council taken on April 160 1956
directing the City Attorney to abate a public nAlsance on the property of Ellis Carr
be rescinded, in as much as it appears that a private, rather than a public nuisance
J^ exists upon the Carr property. Motion was seconded by Alderman Lunsford and was
passed unanimously.
(Alderman Alexander brought up for discussion the problem of cooling the offices of the City
JaXL,After a brief discussion the matter was referred to the City Engineer W. C. Smith to
study ways and means of reducih&g,, the excessive heat conditions in the offices of the
City Jail, and to report his recommendations at the next regular Council Meeting.
Alderman Alexander then presented to the Council a plan whereby the Members of the
Police Department.could load their own shells for target practice and other purposes,
if the City would purchase the necessary loading equipment. After a brief discussion
the purchase of the loading equipment was approved and referred to the Mayor for further
The Mayor outlined the proposed plan to facilitate the flow of traffic to and from the
Oberman Plant. After a short discussion, Alderman Williams moved that the Mayor be
authorized to black top one block of Pettigrew Street and two blocks of Stiirman Avenue,
Ofi and to obtain estimates for widening the bridge on Garland Avenue near the entrance of
e r the Oberman Plant, and estimates for elDbet•ing a bridge at the end.of Sterman Avenue.
The motion was seconded by Alderman Lunsford and passed unanimously.
There being no further business the motion was made by Alderman Alexander to adjourn.
Motion was seconded by Alderman Parish, and the Mayor declared the meeting adjourned.

The Fayetteville City Council met in regular session on Monday, August 13, 1956,
Present: Mayor Roy A. Scott, City Attorney A..D. McAllister, Jr., City Engineer W. C.
Smith, City Clerk and Auditor Albert J. Jones, City Building Inspector Harold Lieberenz,
Police Chief Pearl Watts, Fire Chief Burl Skelton, and Aldermen: Parish, Holland,
Lunsford, Williams, Bissett, Bronson, and Alexander. Absent: Richardson.
Minutes of the regular meeting held July 23, 1956 were read and approved.
Mayor Scott first called upon City Building Inspector Harold Lieberenz.to present the
applications for Building Permits that required Council Approval.
The applications were presented and acted upon in the following order:
Alderman Parish moved that the application of Swanson & Sons for buildin& permit # 2135
be approved. The motion was seconded by Alderman Alexander and passed unanimously.
Alderman Alexander moved that the application of Price Patton Men"s store, for building
permit # 2150 be approved. The motion was seconded by Alderman Holland and passed
unanimously.
Alderman Parish moved that the application of Mr. J. P. West, for building permit
# 2152 be approved. The motion was seconded by Alderman Alexander and upon roll call
by the Clerk the following vote was recorded. Ayes: Aldermen: Parish, Holland,
Lunsford, Bissett?, and Alexander. Nays: Bronson. Absent and not voting: Richardson
and Williams. Whereupon the Mayor declared the motion passed, there being five ayes
and one nay.

�D Oefter a lengthy discussion Alderman Bissett moved that Mr. Hammond's application with

Alderman Alexander moved that the application of the Gulf Oil Company for building
permit # 2161 be approved subject .to the provision that all building ordinances of the
City of Fayetteville be complied with. The motion was seconded by Alderman Holland
land passed unanimously.
Alderman Parish moved that the application of Laner Brother's Shoe Store, for building
permit # 2162 be approved. The motion was seconded by Alderman Alexander and passed
unanimously.
Alderman Alexander then reported that the bills had been approved by the Finance
Committee, and moved that they be allowed as approved. The motion was seconded by
Alderman Pariah, and passed unanimously.
As there were several guests in attendance, Mayor Scott opened the meeting for discussio
• of their particular problems.
Mrs. A. T. Heffelfinger appeared before the Council and asked that they take some action
to get rid of the chicken houses, and horse barns within the City limits, and also to
more rigidly enforce the ordinances pertaining to dogs. Mayor Scott thanked Mrs.
Heffelfinger for her comments.
