Present: Mayor Roy A,. Scott, City Attorney A. D. McAllister, Jr., City Engineer W. C. Smith, City Clerk Albert J. Jones, City Building Inspector, Harold Lieberenz, Police Chief Pearl Watts, Fire Chief Burl Skelton, and Aldermen: Richardson, Pariahs Holland, Lunsford, Williams, Bissett, Bronson, and Alexander. Minutes of the regular meeting held June 25, 1956 were read and approved. Alderman Alexander moved that the application of John Gibbs for Building permit Number 2107 be approved. The motion was seconded by Alderman Lunsford and passed unanimously. Alderman Parish moved that the application of J. P. West for building permit number 2085 to construct an addition to a quonset-hut type building, located at 290 West Mountain Street, be approved when the present building is brought up to; the specifications of the first fire zone.. The motion was seconded by Alderman .Holland and passed unanimously. Alderman Williams moved that the six (6) months temporary building permit number f 1940 issued to Cy Carney, Jr. on January 9, ;956, to construct a two-way radio V -U tower on Mt. Sequoyah, be extended an"additional ninety (90)days. Motion was. seconded by Alderman Lunsford and passed unanimously. Ordinance Number 1110 entitled, "'AN ORDINANCE TO ACCEPT AND CONFIRM THE DEDICATION OF ALL STREETS, ALLEYS AND EASEMENTS IN THE REPLAT OF LOTS SEVEN TO FIFTEEN INCLUSIVE IN BLOCK FOUR, WILSON -ADAMS ADDITION TO THE CITY OF FAYETTEVILLE, ARKANSAS," which had been let on its first reading at the June 25, 1956 Council meeting was called up for the second reading. The ordinance was read in its entirety by Alderman Richardson, who made the motion that the ordinance be passed. The motion was seconded by Alderman Alexander, and upon roll call by the Clerk the following vote was recorded: Ayes: Richardson, Parrish, Holland, Lunsford, Williams, Bissett, Bronson, and Alexander. Whereupon the Mayor declared the ordinance passed there being eight ayes and no naves. COPY OF ORDINANCE NUMBER 1110 AN ORDINANCE TO ACCEPT AND CONFIRM THE DEDICATION OF ALL STREETS', ALLEYS AND EASEMENTS IN THE REPLAT OF LOTS SEVEN TO FIFTEEN INCLUSIVE IN BDOCK FOUR, WILSON -ADAMS ADDITION TO THE CITY OF FAYETTEVILLE, ARKANSAS. WHEREAS, there is duly filed in the office of the City Clerk of the City of Fayetteville, Arkansas, a replat dated June 26, 1956 of Lots Seven (7) to Fifteen (15) inclusive, in Block Four (4)9 Wilson -Adams Addition to the City of Fayetteville, Arkansas in which replat the streets, alleys and easements shown thereon have boom dedicated for public use as streets, alleys and easements; and WHEREAS, said replat was duly approved by the City Planning Commission of the City of Fayetteville, Arkansas, on June 18, 1956;. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: SECTION 1: That the City of Fayetteville, Arkansas, hereby accepts and confirms the dedication of all streets, alleys and easeim nts dedicated in the replat of Lots Seven (7) to l''ifteen (15) inclusive, Block Four (4) Wilson -Adams Addition to the City of Fayetteville, Arkansas, and hereby declares said strebts, alleys and easements to be public streets, alleys and easements, and the City Council hereby assumes the care, control, and jurisdiction of same. SECTION 2: That this ordinance shall be in force and effect from -and after its passage, approval and publication. PASSED AND APPROVED THIS 9th day of July, 1956. APPROVED7 - ROY C aT , MAYOR Alderman Richardson moved that the bills presented by the Finance Committed be allowed and approved. The motion was seconded by Alderman Alexander, and passed unanimously. • Alderman Richardson requested that the Committee appointed by the Mayor and the Chamber of Commerce consider the Water report submitted by W. C. Smith, Water Superintendent, at the June 25 Council meeting. A discussion of the many improvements needed throughout the City was held, at the end of the discussion Alderman Williams moved that the Mayor write Mr. George Bowen, Chairman of the Committee, outlining the major improvements needed, and to furnish the Committee 178 all available data pertaining to Water, Sewer, and Street improvements. Alderman Bissett, Chairman of the Street and Street Lighting Committee, presented a report recommending the installation of several new street lights. Among the locations cited were Ellis Avenue, Oakland Addition, Woodlawn Drive, and University Avenue near the Ffiisco Tracks.. The report was turned over to the Mayor for further action.`' . Water Superintendent, W. C. Smith outlined to the Council the need for a 5/4 ton plek-up truck to be used by the maintenance and repair foreman (Rex George) of the water and sewer departments. During the discussion that followed, the Mayor presented the prices he had received for a used pick-up truck to be used by the Sanitation foreman. After discussing the prices, Alderman Richardson moved that the Board of Public Affairs be requested to advertise for bids for the purchase of ane (la).c3/4 ton pick-up truck and one' (b) 1/2 ton pick-up truck with specifications to be prepared by the City Engineer. The motion was seconded by Alderman Alexander, and passed unanimously.' Bob Wise, Pak -Mor representative for this area appeared before the Council with a proposal to sell the City a second hand PakabMor. No action was taken. The Mayor reported that the sealcoat job on Gregg Street had been completed and that the property owners had made their payments to the City. There being no further business, the motion to adjourn was made by Alderman Bronson, seconded by Alderman Bissett, and the Mayor declared the meeting adjourned. The motion was seconded by Alderman Holland and passed animously. derman Lunsford moved that the application of Mr. Loy Sizemore, for Building Permit 2115 be approved. The motion was seconded by Alderman Bronson and passed unanimously. derman Bronson moved that the application of Mr. Cy Carney, for Building Permit #2143 approved. The motion was seconded by Alderman Alexander and passed unanimously. derman Holland moved that the application of Mr. Elbert Carson, for Building Permit 2129 be approved. The motion was seconded by Alderman Lunsford and passed unanimously, City Building Inspector, Harold E. Lieberenz, outlined the proposed expansion of the Boston Store and requested the Council to express their opinion on the requirement of double fire doors in this particular instance. After a brief discussion of the structures involved, it was the opinion of the Council that no change in the present Ordinance pertaining to double fire doors would be made. The Building Inspector then read a letter he had received fromtthe Arkansas Inspection and Rating Bureau regarding the Ordinance to allow wooden shingles in the City of Fayetteville. The Ordinance had been prepared by the Building Inspector and the City Attorney in accordance with the instructions of the City Council. After a brief 3iscussion of the letter from the Bureau, the Ordinance was shelved: COPY OF THE LETTER FROM THE ARKANSAS INSPECTION AND RATING BUREAU: Mr. Harold E. Lieberenz Building Inspector Fayetteville, Arkansas Dear -Sir: The proposed wood shingle ordinance which your city is considering would increase'the charges against the city by about 15 points. The National Building Code permits wood shingles on an optional basis but the Grading Schedule penalizes a city if they are used. The charges against the city, however, are greatly increased if the restrictions indicated in the Building Code for the control of these inferior roofs are not enforced. By way of explanation here is an outline of the apparent feeling of the National Board of Fire Underwriters: 1. There can be no questions but that wood shingle roofs contribute to the spread of fires and it is desirable that no such inferior roofs be permitted. 2. If good grade shingles are permitted in areas not closely built the hazard is increased fromthe ideal condition but within limits. on. ., 0 •
