Section 1.It shall hereafter be unlawful for any person,firm,or corporation to
or cause to be parked,any vehicle of whatsoever kind upon the East or West sides of

Section 2: Any personsfirm,or corporation violating the provisions of this ordi
ance shall be deemed guilty of 'a misdemeanor and upon conviction thereof shall be fined
ny sum not less than two Dollars($2.00), nor more than Twenty -Five Dollars ($25.00),for
ach offense.
Section 3. That this Ordinance shall be in force and effect from and after

Gentlemen:""
Iri compliance with your request,I have conducted a survey and study of the dam
d Spillway at Lake Lucile in the Clay Yoe Sub -division in the northeast part of Fa-rette-
vYlle and submit the following findings and report.:
1. DATA ON" DAM AS' ORIGI14ALLY BUILT.

(b) Area of Lake approximately 7.2 acres
(c) Spillwayarea at lake outlet is 54.443q.Ft;
at 672ft.north of lake outlet the area is 34.0'sq:ft; •

slope in spillway flume floor is .3%, 1.% and 2.86% grades.

(d) Dam is approximately 30 ft in width on top with _95 ft freeboard.
Slope on down stream fill in dam.is approximately 1.7 on 1;
slope ori water side of dam is unknown but can be assumed to have reached its natural
repose,having been covered with water for a few years.
(e) Nothing is known about the desibgn ,and construction of the dam and spillway
as no plans are available and the writer did not witness the construction.
(f)A small 3 Or 4'inch pipe through the dam is the only means for -lowering the
water in the lake.
(2) FINDINGS'. Based on best Engineering Formulae,records, and practice.
(a) IvIaximum.capacity of present spillway running full is 398 Cu.Fts per second.
(b) Maximum rainfall intensity to be expected in a 50 year period'is 3.5 inches
in one hour, or 4'.0 inches in one hour over a 100 year period.
(c) Average slope of drainage area is 5.8%. Time of concentration for runoff
(100 year exnectancy) is 9 minutes.
(d) Maxia_=runoff to reach the spillway based on the 100 year flood will bev
715 cu.ft.per second.
3. "REC OIVENDAT I ONS .
(a) That the down stream slope of the dam be not steeper than 22 on 1 if the
fill is made of borrow earth.
(b) That a minimum freeboard ori the dam proper be not less than three feet.
(Distance top dam to top spillway).
(c) That spillway section be increased to carry the 100 year expected flood
by widening the present spillway 10 feet or raising the present spillway
flume height 2.5 feet.
(d) That a larger duct with suitable valve controls be installed -to draw
the lake down in the event of emergencies.
(e) That engineering plans and specifications for the entire structure be
submitted to the City"for approval,prior to undertaking any changes
in the existing works.
Since this lake is inside -the Corporate Limits of the City and it can be expected
that much of -the area below the dam will'ybe built up, the 100 year expected flood condi-
tions were used in the above calculations.
It is requested that this peport be made of record.
