Adjourn Aldermen: Richardson, Paftph, Hunt, Lunsford, Williams, McAllister and Alexander. meeting A}jsent: Alderman Bronson. The Mayor stated that the meeting had been adjoined from the regular meetpg of June 6th, so that Business men and residents near the University and along West Dickson Street might have an opportmnity to -present their views on the proposal of the State Highway Department to re-route Highway No. 16 fromt.;its preseht location along West Dickson toArkansas Avenue tlken North aLohg�Xrkansastavenue to Maple Street, then West along Maple Street to Garland Avenue to a route beginning at the intersection of Highway 71 and 62, and running Vilest to Ra¢brback Road, then North to Maple Street, then East along Maple Street to Garland Avenue. Aid stated that the Highway Commission had set a DEAD -LINE date of June 13th. for the Citylto accept their proposal. After a general discussion of the proposal ,it was agreed for the Mayor to put in a phone call to Highway COmmisionEDirector Herbert Eldridge and ask for an rxtension of-the"DEAD=LINE", which was done, and the Mayor was told -to put his request in the form of a letter and mail to him the next day, and that he would present the request to the Commission at their next meeting. Alderman Williams made a motion that the Mayor .be authorized to investigate the cost of re -surfacing the Square, this motion was seconded by Alderman McAllister, and was p sled unanimously by the Council. "which had been left on its second reading at the regular meeting of June 6th., was called up for consideration, and after a lengthy discus) sion of the merits of the Ordinance by several persons, both for and against the Ordinance was heard by the Council,Alderman Williams made a motion that the Ordinance be read the third time,'this motion was seconded by Alderman'Hunt, and on roll call by the Clerk the following vote was"recorded;-Ayes:'Richardson;Parish, Hunt, Lunsford, Williams, -McAllister, Bronson) qnd Alexander. AN ORDINANCE AUTHORIZING THE INTRODUCTION OF FLUORINE INTO THE DRINKING WATER SUPPLY SYSTEM WHICH SERVICES THE -CITY OF IAYETTEVILLE,ARKANSASy PROVIDING FOR THE REGULATION ND OF FLUORIDATION AFOR OTHER PURPOSES. WHEREAS, it appears to be the consensus of scientific,medical and dental opini that the presence of fluorine in drinking water is a dbterrent to tooth decay;and WHEREAS, such chemical element is not found in a high enough concentration in I natural supply of water ddistributed to the City of Fayetteville,Arkansas;and WIEREAS,fluoridation of drinking water has been endorsed by the United States Public Health Service,the American Public Health Association, the American Dental Associi nion,and the American Water Works Association; and WHEREAS fluoridation of drinking water within the State of Arkansas,has been approved in pricipal by the State Health"Department, and plans for the necessary equipmwn- if installed, must be approved by the State Health Departmemt.before the City of Fayette, Ville could install and operate such equipment; and WHEREAS, it appears that fluoridation could be introduced into the drinking later supply of the City of Fayetteville,Arkansas, as a measure to promote public health d welfare, NOW,THEREFORE,BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, i�RKANSAS: SECTION 1. Upon receiving'a permit from the State Health Department,the City W. Superintendent be and he is hereby authorized to provide the means and to proceed with t] introduction of fluorine into the water supply for the City of Fayetteville,Arkansas,in Ji uantities as are required'to maintain throu}hout the pipe distribution system a concent: ibn of'approximately one part per mibllion, provided plans for the necessary equipment, • installation and operation involved in such introduction be first approved by!the State ealth Department. The Building Inspector presented the application of A.J.Head for a permit to erect building next to Ward's Ice creat Company on Block Avenue,with the plan calling for a -inch block wall with 2 -inch air cavity and a 4 -inch brick wall, -the walls to be tied ogether at evey third tier and would have solid corners, the Ordinance does not mention avity walls,but calls for 12=inch solid wall,but"Alderman Lunsford took the view that he plan would" -meet the requirements of a 12-inch"wall, and made a motion that permit o. 1721 be granted to A,J,Head, this motion was"seconded by Alderman"Bronson, and on roll all by the•Clerk, the following -vote• -was recorded":Ayes:'-Parish, Hunts Lunsford, Williamsl, nd Bronson. Alderman -Richardson meported that the bills had been approved by the Auditing ommittee and made a motion that they be allowed as approved, this motion was seconded y Alderman Alexanddr and was passed unanfamously. The City Attorney kntroduced" AN ORDINANCE APPROPRIATING $1,.400.00 Moi4`AHLY FRO ENERAL REVENUES FOR THE PURPOSE OF PROVIDING FUNDS FOR TIM; MAINTENANCE AND REPLACEMENT F VEHICLES AND MAINTENANCE EQUIPMENT WITHIN THE CORPORATE LIMITS OF THE CITY OF FAYETTE ILLS, ARKANSAS, AND FOR OTHER PURPOSES." The Ordinance was read in its entirety by the City Attorney, and Alderman lexander made a motion that all rules be suspended and the Ordinance passed, this motio ras seconded by Alderman McAllister, and on roll call by the Clerk, the following vote as recorded": Ayes: Richardson,-Parish,Huint, Lunsford, Williams, McAllister, Bronson an lexander. AN ORDINANCE APPROPRIATING $11400.00 MONTHLY FROM GENERAL REVENUES FOR THE PU PROVIDING FUNDS FOR THE MAINTENANCE AND REPLACEMENT OF VEHICLES AND MAINPENANCE EQU T WITHIN THE CORPORATE LIMITS OF TIE CITY OF FAYETTEVILLE,ARKANSAS,AND FOR OTHER PUR WHEREAS, it is the desire of the City Council of the City of Fayetteville, rkansas,to create a cash fund for the purpose of replacing deprecigted and obsolete les and other maintenance equipment used by all departments of the City except the s nd Water Departments, NOW,THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE SECTION I. That there is hereby appropriated from the general revenue funds of th ty of Fayetteville the sum of One Thosand Four Hundred Dollars ($1,400,00) per month t credited to a fund which is hereby desognated as the "Vehicle and Maintenance Equipme placement Fund," for the purpose of providing funds for the replacement of depreciated d obsolete vehicles and other maintenance equipment used by all departments of the Cit cept the Sewer and Water Departments. SECTION 2. That each and every month,from and after the passage and approvak of his Ordinance,until terminated by appropriate action of the City Council,there shall be ppropriated from the general revenue funds of the City of Fayetteville, the sum of One housand Four Hundred Dollars ($13400.00) per month which shall be credited to the "Vehicle nd Maintenance Equipment `Replacement Fund" for the purposes set forth in Section 1 hereof. Section 3. That the City Council may at any time hereafter direct the deposit of f the funds credited to the "Vehicle and Maintenance Equipment Re'-2lacement Fund gas a eneral deposit -in any bank or -banks of this City,either in a checking or savings account; r the investment of said funds in bonds which are the direct obligations of or the princi- al and income of which are unconditionally guaranteed by the United States of Amerieaa. SECTION 4. That all revenues"and expenditures from the It Vehicle: and Iiiintenance quipment Replacement Fund" shall be accounted for independently of other funds. SECTION 5. The dam was built as a private recreational project. Since the City permitted the da nstruction, we believe it is also their responsibility to see that every precaution is ken to minimize the possibility of a disastrous flood which would endanger the lives many people"and the destruction of a vast amount of property. Since part of the dam gas already given away as a result of what appears to be fau nstruction,and the spillway is not sufficiently large to take care of flood stages whic ve been known to -occur in the area, we hereby petition the City Council of Fauetteville take the necessary aotiori to either have the lake drained or reconstrdcted in accordan th the recommendations of an engineer experienced in such matters.
