At this time a report was read by the Clerk which report had been prepared by
red J.Herring, Engineer Statistics and Analyses' after afield crew from his ,£feces esa7
d by a group of�iocal boys had made a study of traffic and pedestrian conditions in and
round the City Squared His report states that " The plan which we propose here as the
irst step in relieving congestion and lessening accident hazards is not newo It is not
n experimento It is now being used very successfully throughout the Nation in cities of
.11 sizes with remarkable degree of success*" We submit and strongly recommend the One -

In order for this plan to function properly it must necessarily follow that the bus
.oading zone be moved to a location on the outer perimiter of the Squareo This will auto-
iatically eliminate the necessity for bus patrons crossing the street to and from the
.neer perimitero
A further reduction in pedestrian crossings can be made by -providing 12 -minute lima
>arking spaces on the inner perimi ter for those people coming to the Post office by auto-
iobAleo
We also recommend the building of pedestrian refuge islands (as shown on the atta(
sketch). These islands will serve three important and essential functions.:
1. Provide a safety area for pedestrians at mid -street.
2 . Allow for vehicle movement in either lane when the crosswalk'in the lane is not
occupied by pedestrianso'
3. Keep vehicles in their proper lanes and make it difficult for turns to be made
from the wrong laneso'
After_a lengthy discussion was had on the subject, Alderman Hunt made a motion that
:he report ".be accepted" by the Council and that the City Attorney be instruebed to drag
xp an Ordinance on one-way streets to be'presented to the Council, this motion was seconi
>y Alderman McAllister, and on'r0ll call by�the Clerk, the following vote was recorded:

and not voting: Alexandero And the Mayor declared the motion carried, as there were 5 aye

DrsFred Ogden presented a plan to control the traffio, under his plan one-way
traffic would be routed north on Block and south on East Avenue ( The Engines plan wouli
send traffic south on Block and North on East) . Alderman Richardson made a motion that
the plan suggested by Dro0gden be sent to Little Rock for evaluation by the Highway De-
partmentp this motion was seconded by Alderman Huht and was passed unanimously by the
�Oouncilo
The City Building Inspector presented the application of Tune Construction
.o, for a permit to erect a building for Central Methodist Church at Dickson & Hi&landp
Alderman Pratt made a motion that: permit •Noo 1443 be issued to Tune Construction Coo,
this motion was seconded by Alderman Heflin and was passed unanimogsly by the Councilo
The Bldg Inspector presented the application of Time Construction to remodel
Nheeler+s Drive-in on Dickson Street, Alderman McAllister made a mention that permit No.
1444 be -issued to Tune Construction Co., this motion was seconded by Alderman Williams,
and was,passed,unanimously by the Councilo
. The Bldg Inspector presented the application of Roy M.Gabbard for a permit to
remodel a building on East First Street, Alderman Heflin made a motion that Permit No*
1449 be issued to Roy M.Gabbards this -motion was seconded by Alderman Richardson, and
was passed unanimously by the Ctiunoilo
Mr.Wilson registered a complaint abmut the Grade of the Street at his Service
inStationat the corner of Government Avenue and Highway 629 west, Alderman Richardson
ad made a motion that the matter be referred to the Mayor and C&ty Engineer, with power to
act, this motion was seconded by Alderman Williamsp and was passed unanimously by the
Councilo
Alderman Richardson reported that the bills had. been approved by the Auditing
eerCommitteep and made a motion that they be allowed as approved# this motion was seconded
by Alderman Burge, and was passed unanimously by the Councilo
The City Attorney introduced "AN ORDINANCE ORDERING THE REMOVAL,'RAZING AND/01
REMODELING OF CERTAIN BUILDINGS, AND OTHER STRUCTURES IN THE CITY OF FAYETTEVILLE,
ARKANSAS, AND FOR OTHER PURPOSES".
The Oridnance was read in its entiretyp and Alderman Burge made,a motion tha+
the rukes bw suspended and the Ordinance placed on its second reading, this motion was
seconded by Alderman. McAllister and was passed unanimously by the Council,
The Ordinance was then read the second time, and after discussions Alderman
Heflin made a motion that the rules be further suspended and the Ordinance placed on iti
third readingp'this motion was seconded by Alderman McAllister and was passed Unanimous:

The Ordinance was then read the third and final timed
The Mayor then put the question "Shall the Ordinance pass"?, and on roll call by the

AN ORDINANCE ORDERING THE REMOVAL, RAZING AND /OR REMODELING OF CERTAIN BUILDINGS',
S, AND OTHER STRUCTURES IN THE CITY mF FAYETTEVILLE,•ARKANSAS,AND FOR OTHER PURPOSE
WHEREAS, in many parts of the City of Fayetteville, Arkansas, owners of real estat
allowed certain buildings and /or structures situated theremn to become run down,
idated,unsafe, unsightly,dangerous, obnoxious,unsanitary,and detrimental to the
c welfare of the citizens of Fayetteville,and
WHEREAS, the condition of such buildings and /or structures constitute a serious
fire hazard and unless immediate action is taken to remedy this situation,there is a gr
likelihood that the surrounding property will be destroyed by fire originating in such
unsafa and hazardous structuress
,THEREFORE,BE IT ORDAINED BY THE CITY COUNCIL OF.THE CITY MF FgYh'TTEVILLE,ARKANSAS:
Section 1. That the owner or owners of the following described real estate be
hey are hereby ordered to remodel, remove or raze the dilapidated buildings and/or
tructures now standing upon said real estate within thirty (30) days from the date of
ervice of a copy of this ordinance upon said ownerr:or owners to -wit:
A part of the Northwest Quarter (NW;) of the Southwest Quarter (SWI) of
action 18:Township 16 North, Range 30 West,described as commencing at a point which is
9 rods and 10 feet East of the Northwest Corner of said forty (40) acre tract and runni:
hence East dlxty-five (65) feet to the place of beginning; running thence South thirtee:
13) rods: thence East sixty-five (65) feet; thence North thirteen (13) rods;thence West
ixty-five (65) feet to the place of beginninngg$and bemng in the City of Fayetteville and
urther known and described as the East Half(EJ) of Lot Eight b (8b) in the County Cour
lat of the Southwest Quarter (SW -1) of Section Fifteen (15), Township Sixteen (16) North

Section 2. The Chief of the Fire Department is hereby agthorized and instructed t
rve the owner or owners of each of said above described tracts of real estate with a
py of this ordinance and notify said owner or owners that the dilapidated buildings
d/or structures now standing thereon must either be torn down and removed or remodeled
accordance with applicable bAilding and zoning ordinances of the City of Fayetteville
kansas,within thirty (30) days from date of service of a certified copy of this ordina
on said owner or owners.
Section 3. In the event the 'owner or owners of any of said real estate cannot be
ated, the Chief of the Fire D partment is instructed to serve notice by posting a cop
this ordinance on the front door or exterior wall �of each of said buildings and to
1 a certified copy of same by registered mail to said owner or owners last known addr
report such action to the Fire Committee of the City Council.
Section 4. All persons, firms, corporations violating the terms and provisions
this ordinance shall upon conviction thereof be fined in any sum not less than Twen
ve Dollard ($25.00) nor more than Three Hundred ($300.00) Dollars.
Section 5. The City Attorney is hereby directed to institute such legal procee
gainst such persons as may be necessary in order to enforce the provisions of this Or
ance, to remedy the dangerous, unsanitary,and unsightly conditions brought about as a
f the failure of the owner to properly keep up said real estate.
Section 6. Because the dilapidated buildings and/or structures situated upon
e real estate heretofore described causes a constant fire hazard and menace to the pub:
ace, health and safety; and because this hazard and the condition of the nuisance crea
such property should be removed and abated at once,an emergency is hereby declared to
ist, and this ordinance is found to be necessary for the preervation of the public pea
alth and safety, and the some shall be ih full force and effect from and after its
ssage and approval.

Jack Burge, Chairman of the Insurance Committee presented the following recommendations
and made a motion that they be appgoved:
1. Amount of Insurance on the City Administration Building be increased from
$75,000.00 to $175,000.00. (or an increase of $100,000.00)
2. Amount of insurance on Fire Station No.l be increased from
$10,000.00 to $30;000.00 (or an increase Bfo$20,000.00)
3e That the Fayetteville Insurance Exchange which services the policies be
given 80%.of the business. And that 10% be given to George McKinney Agency
and 10% to Kincaid & Company.
Alderman Pratt seconded the motion which was -passed -unanimously by the Count
The proposed Ordinance regulating -use of Air conditioning equipment came up for discuss
and Alderman Richardson made sa�ion that it be read the third time, this motion was sec
onded by Alderman McAllister, and on roll call by the Clerk, the following vote was rec
ed: Ayes: Richardson,Hunt, Williams and McAllister. Nays: Burge, Pratt and Heflin' Abse
and not voting: Alexander* and the mayor declared the motion lost, as there were 4 ayes
and 3 nays.
There being no further business, Alderman "Richardson made a motion to adjourn
this motion was seconded by Alderman Heflin,end was passed unanimously by the Counell,
and the Mayor declared the Council adjourned.
