That there is hereby appropriated_ out of the unappropriated surplus of t e • eneral Fund of the City of Fayetteville, Arkansas, the sum of Six Thousand Dollars ($63000.00 ) to be credited to a fund which is hereby designated as the "Off Street Parking nd",for the purpose of prov/:ding funds for the planning,designing, locating,acquiring, onstructing, alt a ring, using,maintaining, leasing and operating of off street parking acilities within the corporate limits of the City of Fayetteville, Arkansas. Section 2. that each and every month -from and after the passage and approval of th s rdinance until terminated by appropriate action of the Citi* Cou_ncil,there shall be appro-.i riated from the general funds of the City of Fayetteville, the sum of Five Hundred Dollrs ($590.00) per month which shall also be credited to the "Off Street Parking Fund",.,or th� urposes set forth in Section 1 hereof. Section 3.That the City Council may at any time hereafter direct the deposit of the ands credited to the "Off Street Parking Fund", as a general deposit in any bank or banks f this City, either in a checking or savings account;or the investment of said funds in onds which are the direct obligations of or the principal and income of which are uncon- litionallSr-guaranteed by the United States of America. Section 4. That all -revenues and expenditures from the "Off Street Parking Fund" shall be accounted for independently of other funds. Section 5. That the appropriations hereinabove authorized shall not be diverted by the City Council geccept in the event of emergency. For the purposes of this section "emergency" shall defined as a sudden unexpected and unforeseen condition or occurrence in municipal affaibs of such public gravity and exigency as'to require forthwith municip 1 actio and does not mean expediency, convenience, or best interests. Kinutes of the regular meeting of April 5th. were read and approved, Po start• delegation from the Chamber of Commerce appeared before the Council to request immediate action on an expansion program at DRAKE Field, and after statements from Pf.C.Hitfield, work on Hubert Cowan, Wesley J,Gordon, Wo R,IvicNair read a Resolution which had been adopted at the Airport ,egular meeting of the Board of Directors, April 19, 1954 ,the Resolution being as follows: e pansion"he Board of Directors of the Fayetteville Chamber of Commerce requests that the City Co n- il take what action is necessary to have the work at the City Airport,including the exte - ion of the runway to 3800 feet,the completion of the taxi strip and the parking apron ,tarted immediately as a City Project with the help promised by the County Judge." After discussion, the Council advised City Engineer to stabt work and eitherficquire the ecessary adjoining land by swapping with the present owners,or purchase'what is needed, authority for which had been authorized by the Council February 22, 1954. S burban The contract of Suburban Water District No,4 was presented by Attorney Price Dicks n, Water end after discussion, Alderman Burge made a motion that the Contract be Approved, after i s Dist y pproval by the City Attorney and City Engineer,and that the PIayor and City Clerk be auther- 4 zed to execute the Contract, this motion was seconded by Alderman PJilliams, and was pas; ed unanimously by the Council. Co ract Alderman Richardson reported that the bills had been approved by the Auditing Committee End made a motion that they be allowed as approved, this motion was seconded by Alderman Alexander, and was passed unanimously by the Council. The City Building Inspector presented the anplicatioh of Floyd Elliot for a build ng permit at 111 East Davidson Street, Alderman Burge made a motion that Permit No. 1281 be sued to Foyd Elliott, this motion was seconded by Alderman Richardson, and was passed unanimously by the Council. The City Engineer presented tEstimate No.5 for Stewart Electric Co., for work n Water Treatment Plant and thePump Station, amounting to X495.00, Alderman Williams mad motion that Estimate No 5 be approved, this motion was seconded by Alderman Richardson End was passed unanimously by the Council. •Advertise Alderman Burge made a motionnthat the BOARD of Public Affairs be authorized to ids foradvertise for bids on a Camden Street Roller, bids to be opened at the regular meeting of Street the City Council, 1,1ay 3rd, 1954, this motion was seconded by Alderman Richardson, and was Roller passed unanimously by the Council.. . Alderman Pratt introduced I AN DRDINANCE ESTABLISHING SEPIER IMPROVEPENT DISTRICT UIdBER TWO OF THE CITY OF FAYETTEVILLE, ARKANSAS,APPOINPING CO-PILEISSIONERS FOR SAID DISTRI ND FOR OTFER PURPOSES". The Ordinance was read in its entirety by Alderman Pratt, Alderr 'illiams made a motion that the rules be suspended and the Ordinance placed on its second eading, this motion was seconded by Alderman Richardson and was passed unanimously by t?- ouncil. The Ordinance was then read the second time, and after discussion, Alderman Rich- ,rdson made a motion that the rules he further suspended and the Ordinance placed on its hird and final roading, his motion was seconded by Alderman Williams and was passed une iously by the Council. The Ordinance was then read the third and final time. he Mayor then put the o_uestion "shall the Ordinance pass"?a and on roll call by the Cler he following vote was recorded: AYES: Richardson, Burge, Hunt, Pratt, Williams,?:?cAllister, feflin and Alexander". Nays: None. And the Mayor declared the Ordinance passed, as there v ayes, and no nays. Alderman Heflin made a motion that the emergency clause be adopted, this motion waF econded by Alderman Richardson, and on roll call by the Clerk, the following vote was becorded:Ayes: Richardson, Burge, Hunt, Pratt, Williams, McAllister, Heflin and Alexander, fays:None. A r wed _e� pp o Attest : Mayor 1ty C erk 'he petition of H.G.Hotz was presented asking the Council to close the alley between lot; ?7 and 30 in the Hotz Subdivision of the City of Fairetteville. This alley, as shown in tI >lat, is 30 feet wide and 149,82 feet long, It extends from Palmer Avenue on the west,rur >astward,and comes to a dead end at the rear of these tots. Alderman Richardson made a notion that the petition be referred to the Planning Commission for recommendation,this potion was seconded by Alderman Burge and was passed unanimously by the Council. The City Building Inspector presented the application of C.A.Swanson & Son on or a Building Permit,V:AldPrman hunt made a motion that Permit No.1325 be issued to C.A. Permi,wanson & Son, provided that some satisfactory arrangement be made with the City Engineer o preserve the usefulness of the existing manhole which is located under the proposed uilding.This !lotion was seconded by Alderman Williams,.and was passed unanimously by the ouncil. ;T P eal W F C� • •
