(Fayetteville City Council met in regular session, Monday, January 11th, 1954, with
Roy A Scott, the newly elected Mayor, who had taken the oath of office before Judge Butt,
anuary 1st, 1951x, in the Chair.
w The Mayor then asked that all the newly elected Aldermen present their certificate
until of election and Oath of Office, properly notarized, which was then complied with by
F�ldermen: Davis P.Richardson,Dr Max F.McAllister and Paul Alexander, Alderman Fred Hunt
reported that he did not have his certificate and Oath of Office. The Mayor then stated t
the law provided that he was to serve until his successor was elected and qualified, and
'f there was no objection, Alderman Hunt would�be permitted to serve until he could obtai
is certificate of Election and Oath of Office, and file with the City Clerk.

The Mayor then directed the Clerk to call the roll�,/Aldermen, which showed the
�ollowing present: Aldermen; Richardson, Burge, Hunt, Pratt, Williams, McAllister, Heflii

Alderman Richardson, chairman of the auditing Committee, reported that the billls
ad been audited and approved, and madde a motion that they be allowed. as approved, this
otion was seconded by Alderman Pratt and was passed unanimogsly by the Council.
The Petition of Gus A Henbest was presented, asking that Lots 9-10-11 & 12 of
Block'5, Rosehill Addition -be rezoned from "C" Residential District to "E" Commercial Dis-
trict, Alderman Williams made a motion that the Petition be referred to the Planning Comb
mission for recommendation; this motion was seconded by Alderman MacAllister, and was pased v_::
inanimously by the Council.
The City Building Inspector presented the application of Wood Cunningham for
permit to reroof the 1st Presbyterian Church, Alderman Richardson made a motion that Permit
o. 1215 be issued to Wood Cunningham, this motion was seconded by Alderman Pratt, and w s
assed unanimously by the Council.
The Building Inspector presented the application of E.F.Norwood for a permit
�t 37 East Mountain Street for Roy Wood, Alderman Pratt madd a motion that Permit No..121.

RULES And Regulations of City Water Plant.
Under the authority of Ordinance No.953,dated 15 August,1949,Fayetteville, Arkan-
deas,the following rules and regulations governing plumbing requirements,plumbing inspect'1ons,
umbing inspection fees.M aintenance of plumbing,and provisions for discontinuance of water
rvice for violations,for water consumers using water from the City of Fayetteville watdr
lines or water lines attached to the City of Fayetteville for a source of water supply,
iha7:1 become effective upon approval of the City Council of the City of Fayetteville,
#rkansas.
1. For the purpose of these rules- and regulations. the word plumbing shall be defined as
all piping,fixtures, faucets,valves,hydrants and devises both water and sewer,all sewage
disposal systems and' connections thereto,both inside and outside of buildings, whi ch are
attached to and/or used or transmit water from the City of Fayetteville water system.
These rules and regulations apply to all consumers,both inside and outside the corpo-
rate limits of the City of Fayetteville, Arkansas,except as herein mentioned,
. All pnunbing must meet -the requirements of the Plumbing Code for the City of Fayettev
Arkansas, if the installation' is -within the corporate limits of the City of Fayettev
Arkansas, or the State of Arkansas Plumbing Code'if the installation is outside the
orporate Limits of the City of'Fayetteville,Arkansas, before water service will be aut
zed,installed and/or turned on.

• To insure the fulfillment of the provisions' of paragraph 3above,the City Plumbing
Inspector will inspect all plumbing both inside and outside the Corporate Limits of
the City of Fayetteville, Arkansas,and renddr a certificate to the City Mater Superin-
tendent after the plumbing has satisfied the requirements concerned.

Inspection fees to be charged by the City Plumbing Inspector for inspections of plumb
outside the Corporate Limits of the City og Fayetteville, Arkansas,shall be the same.
as those provided by City Ordinance for inspections within the Corporate Limits of th
City of Fayetteville,Arkansas. These fees will be paid in advance of the inspection.
To each inspection charge for inspections- outside the Corporate Limits a fee of $1.00
will be charged to defray added transportation costs.
. Any new plumbing fixtures,or devises added or installed as replacements must be inspe
and must meet the Code requirements as set forth in Paragraph 3 above.
Should the Arkansas State Board of Health establish an inspection service for plumbi
a certificate of acceptance from this agency will be acceptable for installations ou
side the Cotporate Limits of Fayetteville, Arkansas, in lieu of the certificate from
City Pluming inspector.
All plumbing must be maintained in good physical and operating condition. Owners or
renters, will permit authorized inspectors from the City of Fayetteville, to make
necessary inspections to determine the status and condition of all plumbing on the
premises.
. Consumers outside the Corlo'rate Limits of the City of Fayetteville will not extend a
plumbing to other residences or other property owners and will not sell,barter or tr
water in any manner to other persons,firms, corporations and/or partmers.
. Violations of any of the provisions of these.rules and regulations will be full just]
fication for immediate discontinuance of service with no liability or responsibility
placed upon ythe City of Fayetteville, Arkansas, for damages incurred as a result of
discontinuance of said service.

The City Attorney presented a LEASE -Contract of Thurman Parsons, which providds
for the sodding of the land and the right to pasture stock on certain land in the vicinity
of Lake Fayetteville, Alderman Williams made a'motion that the Lease -contract be approved,
and the Mayor and City Clerk be authorized to execute the contract, this motion vias sec
onded by Alderman T,.IcAllister, and was passed unanimously by the Council.
There being no further business, Alderman Williams moved to adjourn, seco
by Alderman Heflin and was passed unanimously by the Council, and the Mayor dedlared t
Council adjourned, and stated the nest meeting would be January 25th.

Minutes of the regular meeting of January 11th, were read and approved.
Alderman Richardson, Chairman of the Auditing Committee, reported that the bills had bee:
approved by the Auditing Committee, and made a motion that they be allowed as approved,
this motion was seconded by Alderman Pratt and was passed unanimously by thevCouncil.
The City Engineer presented Estimate No. 7 for Tune Construction Co, for. work
on Mt.Sequoyah Filter Plant, amounting to X13,930.80, Alderman Richardson made a motion
that Estimate No 7 be approved, this motion was seconded by Alderman Williams, and was
passed unanimously by the Council.
The City Engineer presented Engineers Estimate No:l for Fayetteville Plumbing Co,
amounting to X148.50 for Plumbing work done on Iwit.Sequoyah Filter Plant, Alderman
Richardson made a motion that Engineer's Estimate No.l be approved, this motion was
seconded by Alderman Pratt, and was passed unanimously by the Council.

The City Engineer presented]EXTENSION NO ONE to HOTZ SUB -DIVISION, Alderman
Richardson made a motion that the Plat be referred to the Planning Commission for recom-
mendation, this motion was seconded by Alderman Alexander, and was passed unanimously b;
the Council.
The City Building Inspector presented the application of Oliver Lollar for a Perr
to build a Motel on North College Avenue 2 doors north of the former First Prebyterian
Church Building, Alderman Hunt -made a motion that Premit No.1225 be issued to Oliver
Lollar, subject to Surveyor's Certificate of the Plat,'this motion was seconded by Alder
man Williams and was passed unanimously by the Council.
The Building' Inspector presented the application of Dr.H.G.Kennedy, owner of
the Dunn-Romin Tourist Court on College Avenue and Trenton Street for a.Permit, Alderma
Hunt made a motion that the request be referred to the Building Committee for study and
recommendation; this motion was seconded by Alderman 'dlilliams and was passed unanimousl
by the Council.
