Fayetteville City Council met'in regular session, Mondays August 31st, 1953.
Present: Mayor Pro -tem Webb'H.Williams, City Clerk 7.W.McGehee, City Attorney A.D.McAllister.,

Minutes of the regular meeting of August 17th, were read and approved.
ANcORDIbTANCE TO ABANDON A PORTION OF HIGHLAND AVENUE IDT THE CITY OF FAYETTEVIGLLE,
RKANSAS,LYING BETWEEN PROSPECT STREET AND THE SOUTH LINE OF BLOCK 189 A.L.T RENTIS REVIS D
PLAT OF CITY PARK ADDITION OF THE CITY OF FAYETTEVILLE, ARKANSAS, which was left on its
First reading at•the- regular meeting of the. City Council, August 17th, was presented by the
City Attorney and read for the second time, after, discussion, Alderman Kent made a motion
khat the rules be suspended and the Ordinance placed on its third and final reading,this
motion was seconded by Alderman Heflin, and was passed unanimously by the Council.
The City Attorney then read the Ordinance the third and finalritIme.
'The Mayor then put the question"Shall the Ordinance pass", and'on roll call by the Clerk,
the follwing vote was recorded: Ayes; Richardson, Burge, Pratt, McAlltster, Heflin and
Kent. Nays:None. Absent and not voting Hunt. And the Mayor declared the Ordinance Passed.

AN ORDINANCE TO ABANDON A PORTION OF HIGHLAND AVENUE IN THE CITY OF FAYETTEVILLE,
ARKANSAS, LYING BETWEEN PROSPECT STREET AND THE SOUTH LINE OF BLOCK 18,A.L.TRENTIS REVISED
LAT OF CITY PARK ADDITION OF THE CITY OF FAYETTEVILLE, ARKANSAS.
4IHEREAS, a petition,was duly filed with the City Council of the City of Fayette-
ville, Arkansas, on the 3rd day of August,l953,asking that said City Council vacate and
labandon all that portion of Highland Abenue lying between Prospect Street and the South
Line of Block 182A.L.Trent's Revised Plat of City Park Addition to the City of Fayette-
Iville,Arkansas, and
WHEREAS, the abutting lots affected are Bots 4 '(except the east 10 feet), 5, and
Ithe East 10 feet -of Lot 6, in Block 18, A.L.Trent's Revised Plat of City Park Addition
to the City'of Fayetteville, Arkansas,having been heretofore accepted by the Fayetteville
City Council, and
WHEREAS, Lot 52 Park Village Addition to the City of Fayetteville, was included
in the petition (which petition was signed by Oliver Lollar), but the City Council has
found this lot does not abutt on said portion of Highland Avenue, and
WHEREAS, after due notice as required by law, the City Council has,at the time
and place mentioned in the notice,heard all persons desiring to be heard on the question
and has ascertained that the portion of the Avenue hereinbefore described was heretofore
dedicated to the public -use as a street; that the described portion of said Avenue never
has been opened, and that the public interest and welfare will not be adversely affected
by the abandonment of said Avenue,
NO ITHEREFORE, BE IT ORDAINED BY THE CITY COUNCIL
SECTION 1. The City of Fayetteville, Arkansas hereby releases,vacates and aban-
dons all of its rights, together with the rights of the public generally, in and to that
portion of Highland Avenue lying between,Prospect Street and the South Line of Block 18,
A.L.Trent's Revised Plat of City Park Addition of the City of Fayetteville,Arkansas,
subject to existing facilities as same are now located.
SECTION 2. A copy of this Ordinance duly certified by the City Clerk shall be
filed in the office of the -Recorder of said County and recorded in the deed records of
said County.
SECTION 3. This Ordinance shall take effect and be ih force from and after its
passage.
PASSED AND -APPROVED this 31st day of August, 1953.

Est.No The City Engineer presented the Estimate N0.5, contract No 1 for- construction by Culver &
�5. MFGuire., amounting t•o $18,249,70, Alderman Burge made a motion that the Estimate be approved,
this motion was seconded by Alderman Richardson, and was passed unanimously by the Council.
The City Engineer presented EstimateNo.2 for work on Mt.Sequoyah Filter Plant by Tune Con-
st.No s, ruction Co., amounting to $5,337.18, Alderman Richardson made a motion that the Estimate
be. approved, this motion was seconded by Alderman Pratt, and was passed unanimously by the
C)uncil.
The City Building Inspector presented the application of Mrs J.U.Phipps for a
Building Permit on North College Avenue, Alderman Kent made a motion that Permit No. 1105
be issued to Mrs J.U.Phipps, this motion was seconded by Alderman Burge and was passed
unanimously by the Council.
The City Building Inspector presented a proposed ordinance..governinguthe.hangin@
of signs in the City,after discussion, Alderman Richardson made a motion that the proposes
ordinance be referred to the Building Committee for study and recommendation, this motion
was seconded by Alderman Heflin, and was passed unanimously by the Council.
.A.Martin Alderman Pratt, Chairman of the Sanitation Coimnittee, to whom the bids for a

reported that after a careful study of the various bids submitted, it was the recommendat9
ecept- of the Committee that the bid of E.A.Martin Machinery Co., of $8,377.26 be accepted,
d Alderman Richardson made a motion that the recommendation of the Committee be approved,
and that the Mayor and City Clerk be authorized to sign the contract, this motion was
seconded by Alderman Heflin, and was passed unanimously by the Council.

Alderman Burge, chairman of the Street Lighting Committee, made a motion that the follow

This motion was seconded by Alderman Heflin, and was passed unanimously by the Council.
Alderman 'Richardson made a motion that the City Engineer be authorized to ask fo

rooms and also the West windows of the delivery room at the City Hospital, this motion

Alderman Pratt made a motion that two parking meters be removed from the South
est cornet' of the Postoffice grounds, in order to make room for the installation of
drive-in mail box, said installation to be under the supervision of the City Engineer,
his motion was seconded by Alderman Burge, and was passed unanimously by the Council.

space,be marked off on West Meadow Street/one more School Bus to park, Alderman Burge
a motion that the request be approved, this motion was seconded by Alderman Pratt, and
passed unanimously by the Council.
A letter from UNIVERSITY CITY TRANSIT CO. was presented, asking permission to
to make some changes in routes and provide additional service, Alderman Kent made a mo-
tion that the request be approved, this motion was seconded by Alderman (Richardson, and
was passed unanimously by the Council.

Gentlemen:
With the hope of serving more 'students at the time of the opening an
closingof the City's high school and grade schools we wish to submit for your approval
plans for additional service and changes in routes as follows:
1. Since the greater number of our passengers between eight and nine oclock in the
morning and three and four in the afternoon are school students, we can greatly improve
the service for them by making detours past'the various schools to be served,since none
are more than a few blocks off regular runs. In such cases we ask your permission to make
changes of this kind where there is enough demand to justify it.
2. Vie wish to add two special school buses on the days when schools are mpen.
One of these buses will take care of pupils going to and from Washington School;Junior
High and Senior High, serving homes nn North 71 Highway, Veterans Hospital area, City P lr
area,and the North Central part of the City. This blas -would also serve the Parksdale and
South 71 areas. The second bus will serve the grade and High School students on Prospect,
Highway 45 East, Assembly Drive,"Skyline Drive, Texas Way,Fletcher Avenue, East Lafayette
and the Central part of the City.
On all returm trips made by the regular Garland, Maple and Leverett buses1we wis

to change the route as follows: Instead of turning around on Garland at the south edge)
of the U.of A. Farms we propose to turn west along the south edge of that farm for one
block,then south on Janice Avenue -to Deane Street, then east to Garland Avenue, then south
to Sycamore, then Eabt to Orikland,then south to North Street, where our present route
back to the Square will be resumed.

There being no further business, Alderman Kent moved to adjourn, seconded by Alde
man Heflin, which was passed unanimously by the Council, and the Mayor declared the Co
cil adjourned, and stated that the next meeting would be September 21st, 1953.
