Fayetteville City Council met in regular session Monday, April 6th, 1953.
Present: Mayor Powell M.Rhea, City Clerk J.W.McGehee, City Attorney A.D.McAllister,City

Iviinutes of the regular meeting of March 23rd, were read and approved.
e Mayor stated that this was the time set for the hearing,for the purpose of considering
d acting upon the recommendation of the City Planning Commission to amend the Zoning
diances so as to change the following described real estate from Zone "B" Residential t
ne "D" Residential, to -wit:
Beginning at a point 660 feet south of the northeast corner of the Northwest Quar
the Northeast Quarter of Section Seventeen (17)2 in Township Sixteen (16) North, of Ran
irty (30) West,thence west 209 feet to a point,thence north parallel with the east line
said Northwest Quarter of the Northeast Quarter to the north line of said Northwest Qua

Mr.W.H.Pryor reported that it was the recommendation of the Planning

That certain -tract on both sides of Mission Boulevard, 300 feet wide on each si
Mission Boulevard, extending from the north line of the Plat of Jackson Heights in a
rtherly and northeasterly direction to thB City Limits; and also on the wo erly and nort
sterly side of Mission Boulevard extending in a northerly and northeasterly direction fr
.e northerly line of Rush Drive to the City Limits.
Alderman Williams made a motion that the recommendation of the Planning Commission be
proved and the Uity Attorney be instructed to prepare the Ordinance, this motion was sec
.ded by Alderman Pratt, and was passed unanimoysly by the Council.

proved. Alderman Alderman Richardson made a motion that the recommen(fatid)n of the Planni
mmission be approved, and the petition denied, this motion was seconded by Alderman
lliams, and was passed unanimously by the Council.
Water Superintendent John Mahaffey presented a "SET OF RULES AND REGULATIONS
P OTECTING THE PUBLIC DRINKING WATER AGAINST CONTAMINATION BY CROSS -CONNEC TI ON, BACKFLOW,
P$rIVATE WATER SUPPLIES,AND FOR OTHER PURPOSES."
Alderman Williams made a motion that the rules and regulations be approved,
this motion was seconded by Alderman McAllister, and was passed unanimously by the Counci

Under authority o Ordinance o. , a e August, 19490and the Plumbing Cc
of the City of Fayetteville, Arkansas,the following rules and regulations are hereby adop
Section 1.T he terms as used in this regulation shall have the same meaning.as
defined in the Fayetteville Plumbing Code.
Section 2. It shall,be unlawful for any person, firm or corporation to have an
stem of pipes, fixtures or other devices on their premises which in any way could make
ssible the contamination of the City water supply, as described in the Plumbing Code of
e City of Fayetteville.
Section 3. Any person or owner found to have a cross -connection on his propert
shall be ordered to have same corrected and water service to such customer by the Water
Department shall be discontinued until such correction has heen made.
Section 4. No private water supplyor well shall be interconnected with the pub
supply of water, and if used, must have a seperate system of piping,in no way connected w
the public water supply.
Section 5. It shall be the duty of the Water Superintendent and the Plumbing
Inspector to enforce all the prmvisions of this regulation, and they are hereby granted t
authority to enter all buildings in the City of Fayetteville,.or those outside the City c
Fayetteville connected with the City Water system,in the performance of their duty,betwee
the hours of 8:0 o'clock A.M. and 5:00 O'clock P.M.daily.
The above rules and regulations shall be in full force and effect from and
er their passage acid approval by the Fayetteville CityACouncil

Pothast, this motion was seconded by Alderman Pratt, and was passed unanimously by the

ril dependent upon transportation and passenger service;
nes WHEREAS Fayetteville and Northwest Arkansas does not have any commercial air service;
WHEREAS the Fayetteville Chamber of Commerce has agreed to build the necessary exhibits
to show the'need for an airline route including Tulsa, Muscogee,Fayetteviblle, Ft.Smith,
-Hot Springs and Little Rock, and connecting"with the rest of the State of Arkansas; and
WHEREAS Central Airlines has made application to serve Arkansas and asked for an ex-
ception for this application to include -this route in their service;
OW,THEREFORE, BE IT RESOLVED by the City Council of the City of Fayetteville,Arkansas
hat this service for Fayetteville be endorsed,and that the City of Fayetteville hereby
grees to make any expenditures necessary in supporting the application, and to negotiat4
anding fees and office rent at the Fayetteville Municip1l Airport on a reasonable basis
nd in line with cities of comparable size.

minute The Mayor reported that the Chamber of Commerce had requested that the 6 parking meters
king located on North side of the Post Office and East of the Walk -way be changed to 24 minut
parking, Alderman Williams made a motion that the request be•referred to the Street Com-
mittee for recommendation, this motion was seconded by Alderman Kent, and was passed una
imously by the Council.
At this time the bids for constructing a sidewalk on West 6th Street between
�s for Hill Avenue and Duncan Avenue, which showed that the following bids were submAtted:

West Bryce Davis bid 0600** 308.40, no date.of completion
i St Alderman Hunt made a motion that since the bids were the same amount, if Davis would agr

lots for the contract, and that the Mayor and City Clerk be authorized to execute the co
tract with the successful bidder (Later -Jack Sweetzer was the successful bidder). This
Totion was seconded by Alderman Williams, and was passed unanimously by the Council.
There being no further business, Alderman Richardsibn made a motion to adjourn,
his motion was seconded by Alderman Kent, and was passed unanimously by the Council,
he Mayor declared the Council adjourned.
